#1 Why isn't this considered a declaration of war?
Israel should be within its rights to destroy, out of hand, any Iranian weapons shipment into Gaza along with any Iranians that come with it.

IIRC the Iranians never come with the weapons- they have their training camps inside Iran and bring the fighters to them for training. Clever or cowardly? Or both...

#3 Why isn't this considered a declaration of war?
Because it's just one of many in recent years, and Israel hasn't retaliated yet. When Israel does, I'm sure this will be on the list. Don't count on AP, Rooters, or Al Guardian to remember it though.

#4 the fajr 3 is a relatively big missile. It may be too big for the smuggling tunnels.

It is also too big to ignore. While the Israeli government can treat Katyushas and the occasional Grad landing in the desert as an annoyance, missiles falling in Tel Aviv will demand a response. Note to HamAss: don't be surprised when the IDF shows up for the final time.
