#1 Not noble goals. Pragmatic goals. Mexico City has the same problem, and eventually will have to have a similar solution. Both cities grew up encircled by a wall of garbage full of people who harvested it while living in utter filth and squalor.

While they may endure that way of life, eventually it becomes intolerable to all, and must end.
