Not exactly. The proposal seems to be the creation of a panel similar to the BRAC commission. The panel would make recommendations to congress. It would mandate that it comes to floor and that every member of congress would be required to cast an up or down vote. (No wonder Pelosi is grousing about it.) Its not clear if the process allows for any debate. One key difference would be the members of the panel would be selected by the legislature not the executive.
