#1 The big difference between terrorists such as the Jackal and those of today lies in funding and strategy. While the end result is often the same, modern terrorist organizations have evolved significantly. They are funded by nations and headed by very well-educated and experienced people. They have become masters of fast, deep seeded indoctrination, to the point that they can turn an otherwise harmless young man or woman into a suicide bomber in months. The enemy we face today is committed, well trained, well organized, well funded, and effective. Furthermore, it is my belief, fostered by experience, that their support and following is far more extensive than most of us want to admit.

Quite accurate. Sadly, for political reasons our leaders tend to ignore the State Sponsorship component of which Keeney speaks. Treating symptoms as opposed to causes seldom produces a valid cure.
