#1 There's a free-fire zone on the Mexican side of the border. How about declaring a free-fire zone for the ranchers and residents on this side of the border? An open season on coyotes. Maybe throw in a bounty for each coyote.

Unfortunately, John, ranchers and most residents have lives to live other than shooting narco-aliens and coyotes. What's needed are a dozen or so dedicated Predator UAVs, a dozen or so Blackhawk helicopters stationed about every 150-200 miles along the border, and enough armed law enforcement or other types (200 or so)at each spot to respond to each "incident". That ties up a lot of people, costs a lot of money, and still would only be about 30-40% effective at shutting the border. You still need a wall to funnel the bad guys into smaller transit areas that can be more easily watched and interdicted.
