#5 I imagine the president presented it as the military getting involved in politics, as opposed to executing whatever he decided. And they made him look both feckless and indecisive, or rather they put him in a position to demonstrate those qualities. If they didn't expect such a reaction, they hadn't properly thought through the players on the battlefield.
