#1 Iraq is required to put five percent of its oil revenues into a U.N. reparations fund, which has so far paid out $28.9 billion to claimants.

I wonder how much of it is getting where it actually needs to go.

If some of this outstanding debt isn't forgiven, Iraq could backslide, as hard economic times do. Sadly, Kuwait and Saudi Arabia are going to have to fund part of this. They don't want Iraq coming after them now, because this time it would be for keeps.

And it's also time for arab military forces to learn about the concept of refusing to obey an order that is immoral or violates the law. It would have saved Iraq and the rest of the world a lot of grief.
