#3 At least it was an honest act. The Mayor was just cutting out all the bureaucracy between him and a taxpayer's money. We don't need no stinkin' rituals like filing forms, hiring collectors, and dealing with layers of other governmental grasping hands. No comment was issued from SEIU on this new collection method and its impact upon its members. /sarc off
