#5 I don't remember which country it applied to, but apparently some government types have taken to cruising the hospitals and looking for those who have injuries that could have been caused by being involved in riots or other resistance.

This may be how these folks get around that problem. It would probably be done "charitably" and therefore bypass the usual checkin procedures and any government types would only have faces to deal with, not names.
