#1 the border forces come from Pakistain's Frontier Corps, who are locally recruited and not as highly trained as regular army units

Not to mention the FC being a conduit for ISI "project money".

#3 Pakistan dont want peace in Afghanistan unless they choose the leadership ie The Taliban they control/created and more popular in Pakistan than Afghanistan!

Clearly, Pakistans position is that while assisting the US in disengaging in Afghanistan, it will not be pushed into doing anything that creates more risks inside its borders.

They expect us to be gone soon so theirs no point in upsetting the status quo.
