#2  the biggest contractor involved in building the site, was not provided with the information it needed to start writing code for the site until the spring of this year. This detail in the story aroused some shock and surprise among outside web developers, and these CMS officials say itÂ’s just not true.

I bet it IS true. I'd guess "Information" was provided it just wasn't what was asked for or useful.

Most likely they didn't have a competent lead. Without someone in charge (who has authority and competency) projects fail.

Personal experience with govt is you never get the authority you need, but you never really get punished either.

#7 Also likely is that every congresscritter and their aid wanted in on the action. Meaning that they likely got leads and managers who were there based on patronage over qualifications. From designers to analysts to coders (who knows if there any testers...).

All based on who they know, skin color, sexual orientation, gender, etc.... instead of qualifications and experience.
