Don't know if they are still there or not, but next to the very long runway at the LBJ ranch there used to be a small array of makeshift communication huts where staffers and other gov't personnel would monitor events in Vietnam. Appears we've learned little in over 50 years.

The White House has a plan for fighting IS; it involves Iran. Since Syria is in Iran's sphere of interest, part of it is ensuring that the military doesn't make significant changes to the equation in that region.

As far as the regime's foreign policy overall and specifically its dealing with the flare-ups in rest of the world, well, that would take much more bandwidth.
