#1 Rabayev is a Bucharah name, part of the old Soviet Union.
I know people who have contact with this Jewish Community they still are used to the old Soviet system of cheating the Government as much as possible, and being very proud of it.
Not everybody in that community behave this way, but is still part of the culture.
With this information maybe people will understand this article a little more.

"Proud" in the Atlanta area is defined as driving a late model BMW, Lexus, or Escalade. Similar Soviet model in play.
