#1 The terrorists being set free may end up killing Iran's own surrogate troops in Syria so it may seem illogical. However, the opportunity to humiliate the USA is so great it leads them to do things that actually hurt their own interests.

#2 Of course Iran could have released them on condition of carrying out their instructions, such as attack a particular US or Israeli interest or asset. But the Zero wouldn't allow that would he?
