#3 a large number of those civil servants are engaged in building the Gaza subway, with branch lines to Israel and Egypt. Their efforts eat up most of the Hamas budget, so other less important government workers are not paid. The Palestine Authority can then be blamed for that.

#4 Israel may be tempted to retaliate by testing some of its rockets in the direction of Qatar. A certain reciprocity is fair play. You support those who murder us, and we do likewise. Sort of like war.
