Are we to assume then that the perpetrators are....uncivilized vs disenfranchised or underprivileged ?

Albeit small, an obvious step in the right direction I'd say.

#3 The mooselimb terrorist is definitely the anti-civilization and they sow chaos and fear to rip apart the fabric of it.

Trump is right. It needs to be rejected, thrown out and destroyed. Gathering more of these serpents to our breast only will cause more bites and death.
