The take away here is either that the Venezuelan Army has crap marksmanship, or contrarily that the troops are missing or have been instructed to miss.

#5 They've packed 10 away in Chicago this week. As ed says, they weren't trying. Even panicked Ohio guardsmen were able to drop 4 without such a massed crowd for a target.
