#1 The Rooskiis are certainly getting a lot of operational practice, what with heavy bombers flying from the Rodina and naval cruise missile launches. Pity the Strategic Rocket Forces can't get in the game.

#3 Well, g(rom), when you're shooting in the general direction of strategic antimissile defenses (Israel) that have mere seconds to react to incoming, prior notification will probably help your rockets get to their assigned targets.
And then there's the 'possible response' issue.
The Russians have a long history of pragmatic planning; then also, watching how the monitoring systems react to being 'tickled' is also educational.
