#4 The SDSU faculty directory shows the guy as having an M.A. degree but no PhD. Hence the title 'Lecturer'.

By definition he's not tenured and is on a term contract.

One can be a professor instead of a lecturer, and tenured as well, without a PhD. The school may have specific rules about that, but in principle lack of a PhD is not a limiting factor.
