#3 Why deny access if they are of no interest to the press?
The only obvious reason to deny access is that they are of great interest to the press but interest of a kind that makes David Hardy unhappy.
Government officials are generally unwilling to respond to FOIA when the information involved makes them look bad.

#4 My guess (and only a guess) is that Soetoro and Comey had things wired with the FISA court. The Bureau's reluctance is little more than a lame attempt at damage control.
