#2 Chevron, and its predecessor companies, have long followed a 'non-political' practice in dealing with governments in the countries in which they operate. They follow the laws, rules, whatever, of whoever is actually in power. The long-term result is that as regimes come and go, the contracts mostly get honored - all parties want the prize of a functional cash cow.
