#1 At a pretty basic level, why not try to move it? Wouldn't it attract varmints and bugs and smell to high heaven, even if you had no intention of doing anything with it or reporting it?

#3 IIUC, Alaska has a strict rule that you immediately report the carcass. And that if you don't want the meat & fur, they will come to harvest the kill for a local soup kitchen. The general rule is nothing must go to waste.
