#1 ....Remember the Ghost Soldiers. I've seen estimates that anywhere from 25 to 30% of the South Vietnamese Army's paper strength after we withdrew were men who simply didn't exist, but whose pay went to the unit commanders.

#4 Hey, it has a long European tradition since the late 17th and early 18th Century. The kings doled out funds to 'colonels' for raising and maintaining the regiments for the new 'national' army. Followed shortly thereafter by the creation of the Inspector General by kings concerned with the same issue.
