#4 This is absolutely true, and absolutely normal. Obama also renominated judges that Democrats had stalled under Bush. Most district court nominees are fairly non-controversial, but each party makes a show out of opposing them to gin up the base. Democrats in the Senate are forcing cloture votes and floor votes on nominees that subsequently pass 94-0.
