#4 I think it's because a muslim can never bring himself to killing the ISIS. In their own minds they believe themselves gone astray for modern conveniences, while the holy boys of the caliphate are actually the true believers. Maybe they only guiltily hold them prisoner, tolerating their outrages. It's probably why parents and guardians, seeing the first signs of radicalization do not stop their wards. They can't. They're just too chicken to fight themselves, and the least they can do is step out of the way. The ISIS is the truest representation of islam, as it was supposed to be.
