#1 French Ministry of Foreign Affairs took the lead in the five=by on 19 October. "France welcomes the resumption of the direct talks within the 5+5 Joint Military Commission on October 19 in Geneva, under UN auspices. In this context, it calls for the signing of a lasting ceasefire agreement providing for an end to the arms embargo violations and the departure of foreign mercs from Libyan territory, in accordance with the principles agreed upon at the Berlin conference. ... Libya’s neighboring countries, which have a vested interest in the country’s stabilization, must be fully involved in this process." And that does not include the Muslim Brotherhood.
