It was an illegal, thuggish way the stronger majority in Indian states reserved its right to be represented for a long time; until machines and biometric IDs came along. By which time, the population was also expected to have evolved sufficiently. No wisdom here, just trivia, about how thugs control their polities.

If you let them, the Dems will implement third world unfairness before you can say, 'impeach'. Already there is talk of persecuting Red voters. What is the Right prepared to do against thuggery is the question. It's beyond mere votes now.
