Because an overabundance of arts grads from a regressive Asian + cosmetically communist society will not an officer class make. That and there's just too much attrition in the specialized corps.

Most are not cut out for anything really. Almost anyone can beat up on an old tibetan woman or grapple with an underpaid Indian grunt not allowed to hit back.
