#1 Seems to me that if government can establish building capacities in the first place they can revise that capacity as they see fit, but they cannot treat different buildings differently, including (especially) churches. And 'essential' exceptions would need to be very rare and clearly justified. But IANAL.

#2 Building capacity is set for Fire and Life Safety requirements based on occupancy. A rave is not a church service, and Andy is just showing who's in charge. Til he's not.
