#2 With the dems Open Border policy, the tunnels have become redundant. I recommend they be re-purposed as nuclear waste storage sites.

#3 The tunnel is incomplete, there is no exit.
The tunnel probably needed to go another couple hundred feet north to a safe house in the populated urban border trade town of El Centro surrounded by Imperial Valley agricultural lands.
In late January 2021 all of a sudden all digging stopped in the tunnel when the incoming president relaxed all immigration laws and coyotes turned to immigrants as pack mules.
Nothing but cob webs in the tunnel now.
