#2 We're going about it all wrong. What is needed is a law that states anybody who doxxes will a) immediately have all their own information published b) should anybody do anything to the individual(s) doxxed, the doxxer will be charged as a co-conspirator and accessory in whatever subsequent criminal act occurs.

I think that rather than the measures you suggest, States should amend their liable and tort laws to clarify that an intentional doxxing of someone who states an opinion on social media or in a letter to the editor or contributes to a charity, etc. is entitled to damages for emotional harm done not withstanding a showing of economic harm. With some guidance on minimum and maximum.
