What better method of intelligence collection on your "top adversary" than to fund and closely monitor their activities ?

#3 I think we are doing the funding part. Not sure about closely monitoring. Do you think we are closely monitoring our cash and money pouring into Ukraine? Monitoring would leave a paper trail. They don’t want records.
