The combination of these challenges lead to higher rates of mobility, transiency, chronic absenteeism, and disengagement from school for extended periods of time.

Somehow in the 19th Century, those little school houses out there had students who could do basic reading, writing, and arithmetic. They also had 'parents' and discipline, they were not hobbled by feral utes. If they weren't in school they were working chores. There were no government checks.
