JI advocated Kashmir's merger with Pakistan and the Islamisation of Kashmir, and in spring 1991 created a supreme advisory council under amir Shams-ul-Haq; next there was a youth wing under the Nasar-ul-Islam. Then in July 1991, the radical youth wing was separated and given the name Jamait-ul-Mujahideen. Finally came the creation of an indigenous intelligence division. In every case the moves were supervised by the Pakistan military ISI. It has been one failure after another ever since.
