An armed 11-year-old was arrested last month after terrorizing people in Portland. The youths fired off rounds, robbed people at gunpoint, stole a car & rammed a person. The child was too young to be booked so he was released. Now he's arrested again for another spate of violence pic.twitter.com/ESiuRTDAYI

#7 I have seen this in the past. I worked in DC and surrounding areas in riot years and it was the youth in this boys age range that were the most antagonistic. They came right at you. Absolutely no hesitation.
