[Regnum] The draft resolution on the events in Srebrenica proposed by Germany and Rwanda in the UN General Assembly is being promoted with the goal of “breaking the Serbs.”The head of the Russian Ministry of Foreign Affairs, Sergei Lavrov, stated this on May 5 in an interview with the Bosnian TV channel ATB.
“Today we all see what is happening in the UN General Assembly, that Germany and Rwanda are trying to adopt a draft UN General Assembly resolution on Srebrenica, which would condemn one people... The goal is to break the Serbs,” the diplomat said.
Ten years ago, the West also tried to promote a similar initiative in the UN Security Council. Then Russia used its veto power and blocked the draft resolution, Lavrov recalled.
According to the head of the Russian Foreign Ministry, the West cannot come to terms with the fact that the Serbs, being too independent in their actions, refuse to join anti-Russian sanctions and oppose recognition of Kosovo’s independence.
Thus, the West, promoting a draft resolution on the events in Srebrenica, actually delivered an ultimatum to Belgrade, demanding that Serbia, aimed at joining the European Union, recognize the independence of self-proclaimed Kosovo and join sanctions against Russia.
“Saying this to the Serbs, completely ignoring the history of our friendship, joint battles for freedom, for independence, for Orthodoxy, and, in the end, for the Slavs? The West is absolutely not interested in all this. I would even say interested, but with a minus sign. This is exactly what they need to destroy,” Lavrov concluded.
As Regnum reported, on April 30, Russia's permanent representative to the United Nations, Vasily Nebenzya, said that the draft resolution on the events in Srebrenica violates the Dayton Agreement. In addition, the possible adoption of the initiative will not only have a disastrous effect on Bosnia and Herzegovina, but could also lead to destabilization of the entire Balkan region. Nebenzya stressed that the peoples of BiH must independently come to a consensus regarding their history.

Representatives of Western countries have “flooded” the secretariats of international organizations, including the UN, to promote an agenda that benefits only them, this needs to be corrected through reforms. “Another alarming point is that the West has ‘flooded’ the secretariats of international organizations,” Lavrov said in an interview.
As an example, Lavrov cited the UN, whose secretariat employs people on permanent contracts in order to obtain a residence permit in the United States, and then American citizenship. Such people, according to Lavrov, often have dual citizenship, their children study in American schools and universities, and their money is in American banks. Thus, these people voluntarily gave the United States all the leverage over them, which the United States constantly uses.
The head of the Russian Foreign Ministry explained that this is only one of the reasons why it is necessary to reform the UN and eliminate the disproportion that has arisen in the organization towards the West. Lavrov noted that it would be difficult to carry out reforms, since people have already “grown” to their jobs, and they have already developed a kind of “corporate solidarity.”
“Look at the leadership. All key positions - the Secretary General, Deputy for Political Affairs, Peacekeeping, Humanitarian Affairs, Security Department - are all headed by NATO members. Russia has a counter-terrorism department, China has a department of economic and social affairs. These are important areas. But all administrative levers are in the hands of NATO members,” said the head of the Russian Foreign Ministry.

As noted by Dmitry Polyansky, Russia's Deputy Permanent Representative to the UN, the United States systematically abuses the position of the country hosting the UN headquarters. As the diplomat emphasized, Russia expects that the UN secretariat and the leadership of the relevant structures of the world organization will indicate the unacceptability of such situations and will make the necessary efforts to prevent this from happening in the future.
This is not the first time Russia’s participation in UN events has been disrupted. In January, the United States did not provide a visa to the head of the Russian delegation, Special Representative of the Russian President for International Cooperation in the Field of Information Security, Artur Lyukmanov, to participate in a session of the UN Special Committee on the development of a convention on combating the use of information technologies for criminal purposes. In April 2023, the United States also did not issue visas to Russian journalists from the delegation of Foreign Minister Lavrov to participate in UN Security Council events.
In October 2023, the representative of the Russian delegation, Konstantin Vorontsov, at a meeting of the first committee of the UN General Assembly, demanded the immediate launch of an arbitration process against the United States, which was preventing the participation of Russian delegates in UN events.
