France, Spain evicted from Kyrgyz air base
[Iran Press TV Latest] French and Spanish forces have vacated an air base in Kyrgyzstan because their deals to use it as a refueling point for aircraft supplying NATO forces in Afghanistan were cancelled.

Kyrgyzstan cancelled the deals in June and gave permission to the United States to continue using the Manas air base after Washington agreed to pay more to have access to it.

Spain moved 60 soldiers and two Hercules C-130 aircraft stationed at the Manas base to Herat, Afghanistan on October 13, it was announced on Sunday.

The 30 French servicemen stationed at Manas and their equipment were moved from the base near the Kyrgyz capital Bishkek to the Tajik capital Dushanbe, from where they are continuing their mission.

However, it has been reported that France and Spain are trying to negotiate new deals that would allow them to use the Manas air base again.

Norks demand Japan PM's official apology for colonization
SEOUL, Oct. 25 (Yonhap) -- North Korea has urged Japanese Prime Minister Yukio Hatoyama to officially apologize and compensate for Japan's past colonization of the Korean Peninsula, saying his earlier remarks in support of a 1995 apology are not sufficient. The weekly Tongil Sinbo, published Saturday, referred to Hatoyama's recent statement that he would abide by the so-called Murayama pledge. In the pledge, then Prime Minister Tomiichi Murayama acknowledged that Japan inflicted tremendous damage and suffering throughout Asia and other countries during its colonial rule and aggression in the first half of the 20th century.

"What the Korean people and all humankind want is not the repetition of noncommittal words of regret but a thorough apology and compensation for the bloody past," the Tongil Sinbo said.
There it is: the demand for payment. All else is mere embroidery.
Japan occupied the Korean Peninsula from 1910 until 1945, when Japan surrendered to the western allied forces in World War II. The article cited the millions of Korean men and women forced by Japan to fight in the war, do hard labor or serve as sex slaves, as well as the massacres of civilians during the colonial era.

"Crime cannot evade punishment. If it tries to evade its blood-soaked criminal past with a few words of regret, it is impossible for Japan to expect a bright future," the article said.

North Korea and Japan have not established diplomatic relations since Korea's liberation from Japan. South Korean established ties with its island neighbor in 1965, a contentious move at the time. Attempts to build Pyongyang-Tokyo relations have ended in failure due to a dispute over North Korea's abductions of Japanese citizens in the late 1970s and early 80s and the ongoing North Korean nuclear standoff.

S. Korea to unveil extent of corn aid to North this week
SEOUL, Oct. 25 (Yonhap) -- South Korea will notify the North this week that it will provide small-scale corn aid to the impoverished country, responding to Pyongyang's rare request for humanitarian assistance from Seoul, officials here said Sunday.

The planned aid to the North, when announced, will be the first of its kind since South Korea's Lee Myung-bak government came to power early last year, conditioning state-level assistance on Pyongyang's denuclearization. The government "will set in concrete the type and extent of the aid and present that to the North within this week," a high-ranking official involved in inter-Korean affairs said, requesting anonymity as an official announcement has yet to be made.

Other officials said the aid will consist of 10,000 tons to 30,000 tons of corn.
Again, that will be enough to feed the leadership while letting the population starve.
Seoul has ruled out any large-scale aid, in line with its support for U.N. sanctions imposed on North Korea for its nuclear test in May. The punitive sanctions aim to curb financial benefits that flow into the country and could fund its atomic and missile programs.

On Oct. 16, North Korea requested humanitarian aid from the South during Red Cross talks over cross-border family reunions. It was the North's first official request for assistance from the conservative Lee government.

Months after stoking tension with its nuclear test, North Korea shifted toward softer diplomacy with South Korea and the United States, inviting dignitaries to Pyongyang and lifting restrictions on inter-Korean business ventures in August. North Korean leader Kim Jong-il also sent high-level envoys to Seoul to mourn the death of late former President Kim Dae-jung. In a meeting with President Lee, the envoys also conveyed the North's desire for an inter-Korean summit.

Over the past decade, President Lee's liberal predecessors annually provided about 400,000 tons of rice and 300,000 tons of fertilizer to the North, seeking inter-Korean reconciliation through economic and social exchanges.

If only the world had more politicians who weren't afraid to shun compromise in order to call a spade a spade and say, e.g. "it's not South Koreans' responsibility, nor obligation to intervene, if North Korea is a failed state. Those responsible all live north of the border. It's up to the NKors to get their own house in order."

SKors Promise More Transparent Dealings with Norks
A Cheong Wa Dae staffer on Sunday admitted that inter-Korean discussions have reached "confusing proportions" following a week of speculation and reports that a secret meeting took place in Singapore to discuss the possibility of a summit. The official admitted that there is a need for the government to review the channels for such behind-the-scenes negotiations and the way inter-Korean summits are prepared.
Not going to pay for another Nobel eh?
The government has so far used private individuals like a pastor and close associates of President Lee Myung-bak without government posts as point men in such meetings. Some in the ruling camp feel that is inappropriate.

Lee Dong-kwan, the senior presidential secretary for public relations, on Saturday promised, "There'll be neither behind-the-scenes negotiations nor secret agreement with the North" about an inter-Korean summit.

He was speaking to reporters in Hua Hin, Thailand where he accompanied the president to the ASEAN +3 summit. They returned home on Sunday night.

"A summit must be based on sincerity for the nation and must be helpful to progress in resolving the North Korean nuclear issue," the spokesman said. “As far as this principle is concerned, the president has never wavered."

Migrant ship seized off B.C. coast belongs to Tamil Tigers
The migrant smuggling ship intercepted off the West Coast carrying 76 Sri Lankan men is owned by the outlawed Tamil Tigers and previously smuggled weapons from North Korea to Sri Lanka, says an international expert on South Asia terrorism.

It’s feared the ship may be the first wave of defeated Tamil Tiger fighters fleeing for safe haven after the end of Sri Lanka’s 25-year civil war, says another security expert.

Canada hosts the largest population of Sri Lankan Tamils outside of Sri Lanka, and has long been a key support base for the Tigers, which is on Canada’s official list of terrorist organizations.

In a radio interview with ABC News in Australia on Saturday, Singapore-based Rohan Gunaratna said the Ocean Lady is a rebel freighter belonging to the Liberation Tigers of Tamil Eelam (LTTE), the separatist guerrillas known as the Tamil Tigers.

“It is now clear that it is a Tamil Tiger-owned and -operated ship,” said Gunaratna, who heads Singapore’s International Centre for Political Violence and Terrorism Research. The Sri Lankan native has authored several books on the country’s civil war that ended in May, with government troops finally defeating the LTTE.

“Certainly, not all ships that are transporting people are managed by terrorists, but in the case of the Ocean Lady, it is a Tamil Tiger ship that had been used in the past to smuggle weapons from North Korea to Sri Lanka,” said Gunaratna.

The ship was intercepted off Vancouver Island on Oct. 16 by RCMP officers supported by the Canadian Forces and Canada Border Service Agency.

The Canadian Tamil Congress says the men are all ethnic Tamils fleeing persecution. But Gunaratna said “a number of individuals” have been identified as suspected Tigers, though he didn’t elaborate.

His comments follow reports that one passenger has been identified as a 26-year-old man wanted by Sri Lanka for terrorism. It’s not clear if he is the same man apparently found with the logo of the Tigers tattooed on his body.

A spokesman for Immigration Minister Jason Kenney said the government would take steps to deport any passengers with criminal or terrorist backgrounds, including members of the LTTE, which is an outlawed entity in Canada.

The men are being held in Maple Ridge, B.C., and began appearing before the Immigration and Refugee Board last week. One passenger with relatives in Canada was reportedly ordered released from custody. The others remain in custody pending interviews with border officials. Those freed are expected to make refugee claims.

With the collapse of the LTTE in Sri Lanka, Canada can expect to face fresh waves of refugees from Sri Lanka, said Tom Quiggin, an Ottawa terrorism expert who writes for Canada’s new international affairs magazine Global Brief.

“The LTTE has not given up on its program of an independent homeland, and they will continue their campaign of violence from wherever they can re-establish themselves,” he said Saturday.

“The LTTE, which deserves its description as a terrorist group, will no doubt be looking to move many of its senior leaders and fighters into well-known safe havens such as Canada.

“Intelligence and immigration authorities will have the shadow of the 1985 Air India disaster, a previous intelligence failure, looking over their shoulders as they try to identify this group and the many others that will follow them.”

Human-rights groups and Canadian Tamils urge compassion for the men, and are calling for a broader public understanding of the complex political situation in Sri Lanka. As members of Sri Lanka’s Tamil minority, the men face torture or death if returned to their homeland, they say.

“These men have fled murder and abduction, which is very rampant in Sri Lanka . . . and they are seeking a refuge where they will be safe and that, to them, is Canada,” said Sue Nathan of the Canadian Tamil Congress in a news conference outside the Citizenship and Immigration Canada offices in Vancouver.

Hamas demands halt to peace talks with Israel
[Iran Press TV Latest] A Hamas leader calls on Arab states and Palestinian officials to withdraw from any peace initiative with Israel over Tel Aviv's persistent abuses against the Al-Aqsa mosque.

Expressing strong dismay over Israel's latest violent entry into the holy mosque, Khaled Meshaal, the political leader of the Hamas Islamic resistance movement, told a press conference in the Syrian capital of Damascus on Sunday that there should be no negotiations with Israel as long as the 'Zionist regime' continues its violent measures in and around Al-Quds.

He made the remarks after Israeli troops invaded the holy compound for the second time in recent weeks and arrested dozens of Palestinian worshipers trying to protect the mosque.

Twenty-four Palestinians were also wounded in the clashes and hundreds of others were trapped inside the mosque after Israeli troops sealed off the compound.

Meshaal said that Al-Quds must not be part of any peace negotiations with Israel since it belongs to Muslims and Christians.

"We want all parts of Al-Quds, its territories, its political symbols, its people and its sanctuaries. We will not accept one part; it is for Muslims and Christians. Zionists have no rights in Al-Quds," he added.

He also criticized the inaction of Palestinian officials with regards to what is taking place in and around Al-Aqsa, adding that condemning such invasions only by issuing statements is not sufficient. He urged the Palestinian Authority policy makers to reconsider their political agenda.

Meshaal said the Israel side has showed that it does not comprehend the language of peace, "so we declare the destiny of Al-Quds should be determined on the battle field through resistance and not on the negotiating table."

He also criticized the administration of President Barack Obama for urging the Palestinians to give up resistance while failing to make Tel Aviv halt its settlement activities in the occupied Palestinian land.

OIC warns Israel over Al-Aqsa abuses
[Iran Press TV Latest] The Organization of the Islamic Conference has warned Israel of 'dangerous consequences' for acts of sacrilege in the holy Al-Aqsa mosque compound In Jerusalem.

Ekmeleddin Ihsanoglu, the secretary general of the OIC, the world's largest Islamic association, said in a statement on Sunday that the "frequent" violations of the sanctity of the holy compound are "very dangerous and could lead to a negative outcome."

"This is a violation of all Muslim sanctuaries," Ihsanoglu added.

He called on the global Islamic community to take a stand to defend Islamic holy sites, and warned that any damage to the mosque could lead to "unpredictable consequences" for international peace and security.

Clashes resumed in the Al-Aqsa masque after Israel deployed hundreds of security forces to the holy site early on Sunday.

Twenty-four Palestinians were wounded in the clashes in and around the holy compound, according to the Red Crescent emergency service.

Kamal Khatib, a spokesman for the Israeli Arab Islamic Movement, blamed police for the violence, saying "The police always excuse their attacks by saying that the worshippers threw stones."

"It is clear they just want to justify their crimes," he told AFP.
"Here it is always Backwards Day," he added.
Nine Israeli police officers were also injured and three were taken to the hospital, said police spokesman Micky Rosenfeld.

Two weeks of tensions over the compound exploded into violence on September 27, after Israel closed the site and deployed thousands of police forces to secure a Jewish religious ceremony in the holy site.

Clashes broke out after more than 150 Palestinians protested the closure of the holy compound, a move Israel claimed was in response to calls by the Palestinian media to "come protect the Mount."

Hamas accused of inciting J'lem riots
After security forces clashed on Sunday with Muslim rioters on the Temple Mount and elsewhere in east Jerusalem, police blamed Hamas and the Islamic Movement for once again inciting Israel's Arab population to violence in the capital.

"Throughout the day, very large groups of Arab residents of east Jerusalem and other Israeli Arabs have come to the area at the encouragement of the Islamic Movement," Police Chief Commissioner Insp.-Gen. David Cohen told reporters. "I urge them (the Islamic Movement) to show restraint and not to incite."

Cohen went on to say that police would deal with all rioters on the Temple Mount as well as the inciters "with a strong hand."

Police also released a separate statement blaming Hamas for inciting violence in a bid to "disrupt order on the Temple Mount."

Mash'al: Israel wants to divide Al-Aqsa
Ma'an -- Hamas' top political official, Khalid Mash'al, warned that Israel could attempt to divide the Al-Aqsa Mosque compound in Jerusalem in a televised news conference from Damascus on Sunday evening.

"It was the first time Israeli army locked the gates of the mosque with chains, barring the call to prayer, breaking into its yards for long periods of time," Mash'al said in remarks denouncing an Israeli police raid early on Sunday that sparked a day of demonstrations.

"These acts are intended to divide Al-Aqsa and force their [Jews'] religious rituals on it," he added.

Mash'al may have been alluding to the division of the Ibrahimi Mosque in the West Bank city of Hebron, half of which is controlled by Israeli settlers.

Mash'al also struck a chord of Muslim-Christian solidarity in his address. He said that among those who holed themselves up inside the Mosque on Sunday in response to the Israeli intrusion were Palestinians from inside Israel and Christians.

"Jerusalem for us, as Palestinians, is all of Jerusalem with all of its land, residents and its Islamic symbols ... the Jews have no right to it," he also said.

"Jerusalem's fate will not be decided in negotiations but in the balance of confrontation and resistance," he added.

Malaysian PM suggests some autonomy for Thai south
Malaysia's Prime Minister Najib Razak said yesterday that Thailand should offer a certain degree of autonomy to people in the predominantly Muslim region to allow them to be good Muslims in the predominantly Buddhist kingdom. Najib, who is to tour the restive South with Prime Minister Abhisit Vejjajiva in December, said he would tell them that Kuala Lumpur would not support extremists who violate Thai laws.

"Look, you know you just have to be good Thai citizens. Don't expect Malaysia to back any violation of Thai law. You are on your own and if they [law breakers] come over, we will send you back," the Malaysian Prime Minister said in an exclusive interview with The Nation's Editor-in-Chief Suthichai Yoon.

Najib said some form of autonomy could be a solution to end the violence, which has claimed more than 3,800 live since the beginning of 2004. "You may not want to call it autonomy but there could at least be some form of involvement," he said.

The government could offer self-determination for people in areas that are important to them such as the selection of local leaders, employment, religion and education, he said.
Because nobody is allowing them to worship freely as Muslims now. /sarcasm
"It is Thailand's decision to consider how far such autonomy in the deep South should go, and Malaysia, as a neighbour, would not intervene in the matter, he said. "Our part is to be supportive. We will not negotiate on your behalf. We will do what a good neighbour should do," he said.

Independence from Thailand championed by any organisation is unrealistic for Muslims in the South, he said. "They have to be loyal to Thailand, the King and the Constitution, but at the same time they should be good Muslims and should be allowed to act as good Muslims," he said.

However, the major issue affecting bilateral relations between the two countries and the situation in the Malay-speaking South is the question of dual citizenship by people who exploit legal loopholes to criss-cross the border, he said. Malaysia wanted to resolve the problem with Thailand and tell some 20,000-25,000 people who hold dual nationality to choose either Thai or Malaysian citizenship, he said.

Some times extremists exploit their dual nationality to seek safe haven in Malaysia's northern states but Najib said he had no solid evidence to prove whether the opposition party, based in the north has harboured them. Malaysian authorities would arrest and send them back to Thailand if it was learned that any of them had fled from prosecution to Malaysia, he said.

Najib gave an example of 130 people from Narathiwat who were sent back three years ago after fleeing from persecution at home to the northern states of Kelantan and Terengganu to show co-operation from Malaysia. Some of them were accused of involvement in the violence before fleeing.

The Malaysian Prime Minister said he saw no outside elements in causing the violence in the deep South but suggested that if the situation were prolonged, it would open up opportunities for outsiders to become involved.

11 Iranians arrested in Pakistan as tensions rise
Pakistan arrested 11 Iranians Monday near the countries' border amid tensions over a deadly suicide attack in Iran that Tehran alleges has links to Pakistani intelligence officials.

Authorities first said the 11 were members of Iran's elite Revolutionary Guards,

but then reversed course and identified them only as security officers. They were arrested after shooting out the tires of a car carrying smugglers, Pakistan authorities said.

The arrests could add to the strain between the two volatile nations triggered by the Oct. 18 attack on the Iranian side of the border. They came a day after the Pakistani president met Iran's interior minister and vowed to track down the perpetrators of the blast.

Pakistan has been accused of supporting militant activities in two other neighboring countries, Afghanistan and India, greatly complicating relations with both of them. Strains in its relationship with another regional power would only add to Pakistan's problems as it battles al-Qaida and the Taliban within its borders.

One Pakistani official later said three senior officers among the detainees probably belonged to Iran's powerful Revolutionary Guard.

Iran's Press TV carried what it described as a statement from the guard condemning the arrests, but saying that the 11 were not its members. The report cited "informed" sources as saying the arrested men were "border guards hunting fuel smugglers (who) accidentally entered Pakistan."

In an attempt to boost security in the region, Iran put the Revolutionary Guard directly in control of Sistan-Baluchistan province in April. Its officers typically take the lead in any operations on Iran's border.

Iran warns foreign elements behind terror attack
[Iran Press TV Latest] After more than 40 people, including senior commanders of the Islamic Revolution Guards Corps were killed in a terrorist attack in southeastern Iran, one of the country's senior army officials talks of the involvement of the US, UK, an Arab country and an eastern neighbor in the deadly bombing.

Speaking to Mehr news agency on Sunday, Deputy Head of Iran's armed forces headquarters Brigadier-General Seyyed Massoud Jazayeri said such attempts carried out by the enemy were aimed at causing ethnic strife in Iran.

"Terrorist activities particularly in borderline regions, threats and psychological warfare, soft war and even certain military measures in border regions are attempts at replacing unity with discord in our country." Brig. Gen. Jazayeri said.

The remarks came one week after a number of top IRGC commanders and Shia and Sunni tribal leaders were killed in a suicide bombing in the borderline region of Pishin in the southeastern Sistan-Baluchestan Province.

The Pakistan-based Jundullah terrorist group, which is believed to be closely affiliated with the al Qaeda organization, has claimed responsibility for the bombing.

When asked about the role of foreign countries in the recent terrorist attempt, the Iranian army official said certain foreign countries had been involved in the bombing.

"The recent terrorist activities in Sistan-Baluchestan were conducted with the help of the Americans, the British, an Arab country and one of our eastern neighbors. We are well aware of such matters and necessary counter-measures will definitely be taken in response to such acts," Brig. Gen. Jazayeri explained.

Earlier condemning the attack, President Mahmoud Ahmadinejad said the criminals would be punished.

"The criminals will soon get a proper response for their anti-human crimes," he was quoted as saying after the bombing.

UN experts inspect Irans new nuclear site
[Al Arabiya Latest] A team from the U.N. nuclear watchdog inspected a nuclear site in Iran on Sunday that has heightened Western fears of a covert program to develop atomic bombs, the semi-official Mehr news agency reported.

A four-member team of International Atomic Energy Agency (IAEA) inspectors arrived in Tehran early on Sunday and later began inspecting the facility which is being constructed adjacent to a military base south of the capital.

Iran's Mehr news agency said the UN team is expected to make "several visits" to the plant during their three-day stay.

"The inspectors ... visited the facility in central Iran. They are expected to visit the site again," Mehr reported, without giving a source.

There was no immediate confirmation from the International Atomic Energy Agency (IAEA).
