North Korean leader Kim Jong-il's best-known sons -- his eldest Jong-nam and his third son and heir Jong-un -- barely know each other, insiders say.

A South Korean government source on Thursday said the conclusion was drawn from the time the two spent at school or living abroad and from intelligence reports. "They've hardly met," the source added.

Jong-nam, who was born in 1971, was at school in Switzerland when his younger half brother Jong-un was born in 1983 or 1984. In 1980, Jong-nam left for Moscow with his mother Song Hye-rim and stayed in the Soviet Union and Switzerland until the late 1980s. Song died in 2002.

Kenji Fujimoto, Kim Jong-il's Japanese cook between 1987 and 2001, said in a recent interview he never met Kim Jong-nam in person but lived with Kim senior's second and third sons Jong-chol and Jong-un, who were born of the same mother.

Kim Jong-un went to school in Bern, Switzerland between 1993 and 1998. Kim Jong-nam has lived in virtual exile in Macau and Beijing since he was effectively expelled from Pyongyang after he was caught attempting to enter Japan on a forged passport in 2001.

A North Korean source said when Kim Jong-nam returned in Pyongyang after his father had a stroke in August 2008, "We paid attention to whether all three brothers would get together, but it seems Jong-un and Jong-chol were staying at Kim Jong-il's villa in Wonsan and a guest house near Pyongyang and didn't get a chance to meet Jong-nam."

"There can't be much brotherly love between them, so nobody knows what'll happen when their father dies," the source added.

Rumors have been circulating since last year that Kim Jong-un's aides attempted to assassinate Jong-nam.

#6  I find it interesting, as I think NK is as dangerous, if not more so, than Iran. They have the tech know-how and readily supplied it to who-knows-who. And few seem to pay attention to the Asian threat to the US, with container ships continually entering not just ports, but transported inland. A major Korean importer of petty junk such as the prizes distributed through Mickey D's, is in debt to Harrah's to the tune of hundreds of thousands of dollars; he could import contraband for $$$$$, although it is beyond me why the casinos extended him such high dollar credit.

Authorities are investigating a suspicious package found on a UPS plane that arrived at Philadelphia (also Newark) International Airport Friday.

A crew member arriving on a UPS flight from Paris notified authorities of a suspicious package on board describing a potential radiological component, a local CBS affiliate reported.

France slams Bin Laden, plays down hostage threat
[Daily Nation (Kenya)] France denounced Thursday new threats of attacks from Islamist bad boy leader Osama bin Laden, and played down his ties to the kidnappers of five Frenchies held hostage in the Sahara.

Foreign Minister Bernard Kouchner said France was in a state of "extreme vigilance" but that the grim warning had come as no surprise, and he played down Bin Laden's ability to influence events from his current hideout.

Kouchner was reacting after the author of a taped message purportedly from the Al-Qaeda kingpin said that five French hostages kidnapped in the Sahara had been taken as a warning and threatened more attacks on French interests.

"These unacceptable threats are not new," Kouchner told news hounds, playing down Bin Laden's influence over the North African Al-Qaeda affiliate that carried out September's kidnap of the Frenchies in Niger.

"Mr Bin Laden has taken this opportunity. It was opportunism. It's not him, it's not Mr Bin Laden who is holding the hostages, it's much more complicated than that," Kouchner said, on the sidelines of a diplomatic meeting in Gay Paree.

"We expected this threat and I don't think Bin Laden has the same means at his disposal as he once had," he said, minimising the threat posed by the man behind the September 11 attacks, now thought to be based in Pakistain.

Kouchner was speaking before authorities had confirmed the threat was genuine, but his front man Bernard Valero later briefed news hounds that its authenticity "can be considered as confirmed in light of initial checks."

"It only confirms the reality of the terrorist threat," he said.

Alleged ETA members subpoenaed about terrorist links
Two ETA members residing in Venezuela and Cuba, who have been investigated for the alleged collaboration between the Basque terrorist group ETA (Basque Homeland and Freedom), the Revolutionary Armed Forces of Colombia, a rebel group; and the Venezuelan government were subpoenaed by a Spanish court.

In a four-page indictment, Judge Eloy Velasco, of the Spanish National Court, subpoenaed alleged ETA member Arturo Cubillas, head of security at the National Lands Institute (INTI), and José Ángel Urtiaga, who is living in Cuba, after they disclosed their respective addresses in Caracas and Havana, AP reported.

Cubillas and Urtiaga submitted this week two powers of attorney for lawsuits in which they appointed Jone Goirizelaia as their attorney in Spain. Goirizelaia is the usual lawyer of ETA prisoners. In the document, Cubillas and Urtiaga, who are theoretically at large because there is an arrest warrant against them, gave their addresses.

Hearing for DC subway terror suspect expected
Prosecutors are expected to argue Friday afternoon that Farooque Ahmed should remain jailed until his trial on charges of plotting to attack DC subway stations.

Government authorities raised the risk of flight in an affidavit filed Thursday to get approval to search Ahmed's home, car, bank account and computer.

He had planned to fly to Saudi Arabia within the next two weeks, making him a possible flight risk, according to reports. A FBI agent said that Ahmed told undercover agents that he planned to travel next month for the Hajj.

UN criticizes US trial of Omar Khadr
[Iran Press TV] A top UN official has called on the United States not to imprison Omar Baby Face Khadr, a former Guantanamo child detainee who was jugged at the age of 15.

Radhika Coomaraswamy, UN special representative for Children and Armed Conflict, urged the US Military Commission in Guantanamo Bay in Cuba to respect international law on underage recruits and not send the Canadian citizen to jail.

"Omar Khadr should not be subject to further incarceration but that arrangement be made for him to enter a controlled rehabilitation program in Canada," she proposed in a letter sent directly to the commission which will decide Khadr's penalty.

Coomaraswamy stressed that the process of rehabilitation could help Khadr find a new direction in his life and assist him in pursuing his interest in becoming a medic.

The UN official also depicted Khadr as the "classic child soldier narrative: recruited by unscrupulous groups to undertake actions at the bidding of adults to fight battles they barely understand."

She added the fact that Khadr's abuse by his own father exacerbates the harm done to him.

On Tuesday, Human Rights Watch also urged the military commission to consider Khadr's former status as a child soldier in sentencing.

US military prosecutors have so far paid no heed to the numerous international pleas on Khadr's behalf and stress that the now 24-year-old should not be seen as a child soldier.

Toronto-born Khadr was only 15 when maimed and nabbed in 2002 by the US military in Afghanistan. Since then, Khadr has been in detention at Guantanamo Bay.

He is accused of throwing a grenade that killed a US soldier during a July 2002 raid on an al-Qaeda compound in Afghanistan.

Khadr now faces charges of murder, conspiracy, providing material assistance to a terrorist organization and espionage by US military prosecutors.

This is while many critics say that the Canadian citizen should not be prosecuted because killing a soldier during a firefight does not amount to a "war crime." They also complain that much of Khadr's confessions were made under torture and duress.

However, fighting out of uniform makes you an illegal combatant. You can be executed after a drum head court martial.

Which is what we should have done 8 years ago.

Karachi grapples with Taliban recruitment
[Al Jazeera] Though US dronezaps on Taliban targets in northwest Pakistain have become routine, the group continues to have a presence in the country's south.

Several members of the Pak Taliban have been jugged in the southern port city of Bloody Karachi.

Amir Latif, from the Online News Network in Bloody Karachi, told Al Jizz that the Taliban are hiding in Bloody Karachi.

Taliban in peace talks with Kurram's Turi tribe
[Pak Daily Times] The Taliban are negotiating a peace deal with a Pak tribe in the northwest, tribal elders said on Thursday, that could give the forces of Evil access to remote strategic areas on the Afghan border.

The talk of a deal between members of the Haqqani network -- one of the most dangerous Taliban factions -- and the Turi tribe in the Kurram region is likely to raise concerns in the United States which has been demanding Pakistain get tough with the forces of Evil fighting Western forces across the border. "We are holding talks to end violence and fighting in the region. People have become fed up with fighting," Sajid Hussain, a member of parliament involved in the talks, told Rooters. Hundreds of people have been killed in festivities between the Turi tribe and their rivals backed by the Taliban in recent months. The deal, which has not yet been finalised, could lead to the lifting of the siege of the Turi tribe and release of its members kidnapped by forces of Evil and their allies. But tribal sources said the forces of Evil would likely demand the use of roads passing through their territory to the Afghan border, though Hussain said Taliban had not yet made any such demand.

"Even if they do so, we will not accept it," Hussain said. Kurram is one of the seven Pashtun tribal regions in Pakistain on the Afghan border, an area widely considered the headquarters of al Qaeda forces of Evil and their allies from all over the world. The region is a strategic prize for Pakistain, the forces of Evil and even the United States. It lies opposite Afghanistan's Paktia, Nangarhar and Khost provinces and is next door to North Wazoo, the main base of the Haqqani network in Pakistain.

Its capital, Parachinar, is just over the mountains from Tora Bora, Afghanistan, which US and Afghan forces assaulted after the September 11 attacks in pursuit of Osama Bin Laden. NATO forces in Afghanistan launched a cross-border air raid in Kurram last month, killing two Pak soldiers after mistaking them as bad turbans. Most of the Pashtun who live on both sides of the Pakistain-Afghan border are Sunnis. But Kurram and neighbouring Orakzai region have a large number of Shias. Turis are Shias while the Taliban are Sunnis. The Turi have blocked Talibs from crossing their territory, preventing the Haqqanis and other Taliban factions from having an easy ride to Kabul. In response, the Taliban have blockaded Turi territory for more than two years, effectively cutting them off from the rest of Pakistain and laying siege to their lands.

India suffers from ISI phobia: Pakistan
[Arab News] Foreign Office front man said here Thursday that India suffers from ISI (Inter Services Intelligence) phobia. During a weekly briefing, Abdul Basit said India is obsessed with blaming Pakistain's spy agency for any untoward incident.

He said India should formally inform Pakistain regarding the progress in Samjhauta Express' probe.

He said 68 people, mostly Pak nationals, were killed when bombs were set off in two coaches of the cross-country train, running between Delhi and Lahore, around midnight on Feb. 18, 2007 at Diwana near Panipat, 80 km north of Delhi.

The case was being handled by Haryana Police, which had failed to make any headway after its probe led to a tailor at Indore in Madhya Pradesh who had prepared the cover for the suitcase that contained bombs.

With no breakthrough in the three-year-old blast case, the Indian government has decided to hand over the inquiry to the National Investigation Agency.

Iraqi lawmakers demand inquiry into abuse claims
[Arab News] The Iraqi prime minister's political opponents demanded Thursday that parliament hold a special session to investigate claims that prisoners have been tortured by his government.

Lawmakers from the Sunni-backed Iraqiya group have seized on the abuse allegations that surfaced last week in a cache of secret US military documents released by online whistle-blower WikiLeaks as evidence that Prime Minister Nouri Al-Maliki is unfit to govern.

Al-Maliki, meanwhile, has attacked the WikiLeaks release as an attempt to undermine him as he seeks to clench a second term in office.

Parliament has been stalled while Iraqiya and Al-Maliki's Shiite-led coalition battle for the right to form a new government after inconclusive March 7 elections. "The representatives of the people should not be any less humane than the international organizations that have called for an investigation," Iraqiya front man Haidar Al-Mullah told news hounds.

He said the inquiry would focus in part on Al-Maliki's oversight of Iraqi security forces in his role as the nation's commander in chief since some of the alleged abuse by Iraqi security forces occurred after he became prime minister in May 2006.

King Abdullah calls for forming govt of national unity
BAGHDAD / Aswat al-Iraq: Jordanian King Abdullah II received Wednesday Head of al-Iraqiya List, Iyad Allawi, and called for forming a government able to strengthen Iraq’s unity and sovereignty, media sources said on Thursday.

“The meeting tackled a number of issues of common concern and the latest developments in Iraq,” Jordan’s al-Rai newspaper reported.

The king stressed on the importance of forming a government able to achieve Iraqis’ ambitious, reiterating Jordan’s support to Iraq.

“Allawi posted the monarch on the outcome of his recent tour, which took him to a number of Arab countries,” the newspaper noted.

Hamas joins large Islamic Jihad rally in Gaza
Tens of thousands of Islamic Jihad supporters rallied in the streets of Gaza today bellowing "Death to Israel" and "Death to America."

Youths wearing T-shirts with rifle-shaped slogans carried images of dead terrorists, under the black flags of Islamic Jihad.

Ramadan Shallah, the group's exiled leader in Damascus, sent a recording marking the anniversary of the assassination of the group's leader Fathi Shiqaqi in Malta in 1995.

"Israel will not bring peace to the region, it will only bring war and destruction and therefore, the slogan of all should be that Israel must be wiped out of existence," he yelped.

Hamas leaders joined the demonstration, the largest for years in honor of Islamic Jihad. Hamas allowed the group to use its own rally ground, and Hamas provided security.

'Israel benefited Rafiq Hariri murder'
[Iran Press TV] The former head of Israel's Military Intelligence says Israel benefited from the liquidation of former Lebanese Prime Minister Rafiq Hariri.

Major General Amos Yadlin said on Wednesday that Israel has been able to launch more than one operation in Leb following Hariri's killing.

In 2005, Hariri was killed in a massive car bombing in the capital city of Beirut.

He also admitted that Tel Aviv carried out the terror liquidation of Hezbullies's commander Imad Mughniyeh in Syria two years ago.

The former official noted that Israel restored a huge number of espionage networks inside Leb and managed to assassinate Mughniyeh through the very same spy rings.

Yadlin claimed Mughniyeh's murder helped Israel enter a new stage in its conflict with Hezbullies, adding that the Israeli Military Intelligence should proceed with such plans in Leb.

Earlier reports had revealed that chief of Israeli spy agency Mossad Meir Dagan personally planned the liquidation at orders by former Israeli premier Ehud Olmert.

Mughniyeh, who was one of the most prominent Hezbullies figures, was assassinated in a car bomb kaboom in the Syrian capital on February 12, 2008.

Hezbullies held the Israeli regime responsible for the liquidation of Mughniyeh, but the regime's officials at the time denied having any role in the liquidation.

Iran hails new era in world relations
[Iran Press TV] Iran's Foreign Minister Manouchehr Mottaki says the era of world's major powers making decisions for other countries behind closed doors has come to an end.

"Trans-regional and trans-continental solutions are not effective for our regions, and these crises should be resolved based on regional approaches," the visiting Iranian minister said in a meeting with President of the National Assembly of Burkina Faso Roch Marc Christian Kabore on Thursday.

Mottaki said the foreign forces use the pretext of fighting terrorism, drugs production and trafficking and restoring security and peace to occupy regional countries, IRNA reported.

Afghanistan accounts for 90 percent of the world's illicit opium and heroin production, the UN drug monitoring body said in its 2010 report.

Iran has spent over $600 million in the last two years to dig canals, build barriers and install barbed wire to seal off areas of entry on its border with Afghanistan.

Tehran's efforts have led to the confiscation of nearly 370 tons of narcotics over the past six months.

The drug trade originating in Afghanistan has claimed the lives of more than 3,000 Iranian coppers over the past 30 years.

Mottaki further praised the economic and trade cooperation between Iran and Burkina Faso and said Iran's private sector is ready to invest in the African country's development projects.

Hezbollah: STL spied for West, Israel
[Iran Press TV] Hezbullies says the UN tribunal, investigating the former Lebanese premier's liquidation, has been channeling data on the country to the West and Israel.

Under the guise of solving the murder, the Special Tribunal for Leb (STL) has been penetrating "every single sector" within the country to obtain information, the Lebanese resistance movement's Secretary General Seyyed Hassan Nasrallah said on Thursday.

It would then direct the data to the Western intelligence services and Tel Aviv, he added, addressing the faithful in the Lebanese capital, Beirut.

Former Lebanese prime minister Rafiq Hariri was killed alongside more than 20 other people in a massive car bombing in Beirut on February 14, 2005.

The STL was subsequently set up by the United Nations, aka the Oyster Bay Chowder and Marching Society and the Lebanese government in May 2007 to investigate the liquidation. The court is expected to announce its findings by the end of 2010.

Nasrallah said in July that he had been informed by the slain leader's son and successor, Saad Hariri, that the court "will accuse some undisciplined [Hezbullies] members."

He has rejected the allegation and warned that the plot was part of "a dangerous project that is targeting the resistance."

In an August speech, Nasrallah presented evidence proving that Israel had criminal masterminded the liquidation. The televised address featured video materials, captured by Israeli unmanned aerial vehicles (UAV), as well as recorded confessions by Israeli fifth columnists, substantiating that Tel Aviv had been behind the killing.

Nasrallah said the investigators had been infiltrating deep into the country even before the tribunal took its current form.

Why does the investigators want "medical files of women" who are related to members of Hezbullies?, Nasrallah questioned after exposing that the team had asked for more than 7,000 of such files.

He said the intrusion impinged on the honor of the Lebanese.

"We always know the magnitude" of the scheme, the resistance leader said, but warned, "We stop here."

He said the movement has been silent on the matter so that it is not accused of disrupting the investigation and causing tension within the country.

Larsen Says 'Heavily Armed Militias' Put Lebanon in 'Hyper-Dangerous Situation'
[An Nahar] Terje Roed-Larsen, U.N. Special Envoy for the implementation of Security Council Resolution 1559, said Thursday that Leb is in a "hyper-dangerous" state because of the "heavily armed militias" operating in it.
The envoy, Terje Roed Larsen, called for urgent efforts to disarm groups such as Hizbullah in Leb, warning that there is "a hurricane blowing up" in the Middle East.

"Militias holding arms in Leb today is an intimidation in itself, particularly when it is paired with reckless and irresponsible rhetoric," Larsen told news hounds after briefing the U.N. Security Council in a closed session on Leb.

"Leb is more conflicted every day we see now. And we know that in Leb we have militias which are very heavily armed and increasingly so and this creates a hyper-dangerous situation," he said.

He did not comment on U.S. allegations that Syria and Iran were providing arms to Hizbullah but said: "There is a consistency between allegations we are hearing and statements from Hizbullah itself concerning their capabilities."

"These weapons are of course not coming from the moon."

The Middle East is "a region where we have cross-winds and a hurricane blowing up," Larsen warned.

"In the middle of those cross-winds there is a tent standing and that tent is critically held up by two poles. One is the Paleostinian one and one is the Lebanese. If one of those poles crack, the whole tent will go down.

"In other words, if the Lebanese situation is destabilized I am afraid that it will have rippling effects across the region," he told news hounds.

Geagea Says Nasrallah's 'Very Dangerous' Speech Threatens Lebanese State

In an interview on Al-Arabiya television, Geagea urged President Michel Suleiman and Premier Saad Hariri to call an urgent ministerial meeting "to remind about the ministerial Policy Statement, which had legitimized the tribunal."

"The indictment should be faced with the logic of the indictment, and not as Sayyed Hassan Nasrallah responded today.

"We are with stability. This is why we are holding onto the Special Tribunal for Leb," Geagea added.

On the other hand, the LF leader said that "the issue of Hizbullah's arms is very worrying."

"Hizbullah has regional reach, which puts us in the circle of danger," he added.

Geagea said he was not "surprised" by the massive welcoming Iran's diminutive President Mahmoud Short Round Ahmadinejad had received during his recent visit to Leb.

"The problem was with the political speech delivered by him at Al-Raya Stadium" in Beirut Southern Suburbs, he added.

Geagea voiced his rejection of the recent calls for the resignation of PM Hariri, wondering about what the "other solution" might be.

"An option like that might take Leb back to the pre-2005 period," he warned.

Nasrallah Calls on Citizens, Officials to Boycott UN Investigators
[An Nahar] Hizbullah Secretary-General Sayyed Hassan Nasrallah on Thursday called on "every official and every citizen to boycott the work of U.N. investigators" probing the murder of former premier Rafik Hariri. "I call on all officials to do what their conscience and honor tell them ... Enough violations."

"All cooperation with the investigators is a contribution to the assault on the Resistance.
That'd be the Hezbullies, natch...
We call on everyone to boycott these investigators," Nasrallah added.
In a brief televised address, Nasrallah noted that the investigation has reached "a sensitive point, which is related to our honor and dignity, the thing that requires us to have a different stance."
Nasrallah's speech came one day after two investigators from the Special Tribunal for Leb were attacked by a group of angry women at a gynecology clinic in a Hizbullah-controlled southern suburb of Beirut.

The investigators had requested information on patients from the clinic's head doctor and were leaving when about 30 women charged at the pair and snatched a briefcase from them.

"I was stunned by the promptness of the STL prosecutor in opening an investigation (into the Dahiyeh incident) while he has remained mum for years regarding false witnesses," said Hizbullah's chief.

"We've remained mum throughout this period out of consideration for the family of martyr premier Rafik Hariri, and so that no one thinks we're obstructing the investigation. We ask: what does the probe need our women's medical files for?" Nasrallah wondered.

"We ask everyone: Who among you accepts the idea of someone taking a look at the gynecology files of a mother, a sister or a daughter?" he added.

Quoting legal experts, Nasrallah described the investigators' step as "illegal," adding that it insults "religious and moral values."

On the other hand, he noted that his party has obtained information that "the U.S. is pressuring (STL Prosecutor Danielle) Bellemare to accelerate the issuance of the indictment before December."

"We have been aware that the international community is violating everything in Leb, and they have been collecting information about Hizbullah that go beyond the goal of serving the investigation," added Nasrallah.

He charged that "everything the international investigators obtain reaches the hands of the U.S. and Israel."

"The investigation has already ended and the indictment has already been written and finalized, and it is the same one that was published by Der Spiegel and Le Figaro" newspapers, Nasrallah concluded.

UN envoy cautious about blaming Syria for arming Hezbollah
(KUNA) -- Terje Roed-Larsen, the UN Special Representative concerning the implementation of resolution 1559, on Thursday refused to blame Syria or Iran for providing sophisticated weapons to Hezbullies in Leb, as did US Ambassador Susan Rice earlier in the day, but said these weapons "are not coming from the moon." "I do not find it helpful for the situation in Leb today. What we should try to do is not to inflame the situation, but to de-escalate the situation, (but) these weapons are not coming from the moon," Roed-Larsen told news hounds following a briefing to the Security Council on Secretary-General the ephemeral Ban Ki-moon's report on resolution 1559.

He admitted that the UN has no independent means to look into the issue. "But we have taken note that there is a consistency between allegations we are hearing and statements from Hezbullies itself concerning their capabilities." He warned that the Middle East is at an "extremely critical juncture" and compared the region to a tent in the middle of a hurricane.

"That tent is critically upheld by two poles: the Paleostinian one, the other is the Lebanese. If one of those two poles cracked, the whole tent will go down. If the Lebanese situation is destabilized, I am afraid that we have a rippling effect across the region. I do believe this is the most critical issue of international peace and security today. When I say today, I mean today," he said.

On his part, Syrian Ambassador Bashar Al-Ja'afari told news hounds that Ambassador Rice's statement earlier today implicating Syria in Lebanese affairs is in "full contradiction with a lot of facts related to the positive developments within Leb and the whole area." He said Rice gave "credibility to wrong facts related by those who prepare Ban's report," in an indirect reference to Roed-Larsen, saying these did not even listen to high Lebanese officials who stated repeatedly that there is no smuggling of arms across the Lebanese-Syrian border.

"Those who prepare the report are de-credibilizing the Lebanese Government, " he said.

He recalled that Lebanese Prime Minister Saad Al-Hariri told Al-Sharq Al-Awsat newspaper recently that all the allegations about Syria were lies, meant to harm the Lebanese-Syrian relations.

He said "sometimes we don't see logic in the US position. We find in it a meaningless escalation." Asked if the US escalation is linked to the recent rhetoric in Leb about the Hariri Tribunal, he said ask the Americans.

Hezbollah calls for boycott of UN tribunal
The leader of Hezbullies called Thursday on all Lebanese to boycott the UN tribunal investigating the 2005 liquidation of a former prime minister, saying all information gathered by the team was being sent to Israel.

Sheikh Hassan Nasrallah spoke a day after a crowd of women attacked two UN investigators and a Lebanese interpreter as they gathered evidence at a private gynecology clinic in Beirut. The women scuffled with investigators and stole several items from them.

The attack underscored the charged emotions behind the tribunal, which Hezbullies says is biased.

Nasrallah did not address the violence at the clinic or whether Hezbullies had asked the crowd to gather, but he confirmed that the wives and relatives of Hezbullies commanders and officials were among the clinic's patients.

The tribunal has not yet indicted any suspects in the liquidation of former Prime Minister Rafik Hariri, but speculation that the court could name members of Hezbullies has raised fears of violence between the heavily armed force and Prime Minister Saad Hariri's allies.

The tribunal's president and the State Department on Wednesday said the investigation will not be deterred by the attack, which happened in Beirut's southern suburb of Ouzai, a Hezbullies stronghold.

"Those who carried out this attack must know that violence will not deter the Special Tribunal for Leb, a court of law, from fulfilling its mandate," Judge Antonio Cassese said in a statement.
