Taliban Denies Responsibility for Attack on Red Cross
[KMBZ] Just days after an attack on the International Committee of the Red Thingy, the Taliban denied responsibility for the suicide kaboom on Friday.

The Red Thingy, which is one of the largest and most effective non-government organizations in Afghanistan, had been considered "off-limits." Because the Red Thingy treats Taliban and civilian injuries alike, the Taliban says that their fighters were under orders not to attack Red Thingy workers, says the New York Times
...which still proudly displays Walter Duranty's Pulitzer prize...

The Taliban made a public statement last year praising the work done by the Red Thingy, have instructed their fighters to allow Red Thingy vehicles free passage in Taliban territory and have even given escorts to Red Thingy workers in Taliban-controlled areas.

According to the New York Times, a Taliban spokesperson said that his organization "wants to clarify to everyone that it was neither behind the May 29th attack on the I.C.R.C. office in Jalalabad city nor does it support such attacks."

It is not common to see the Taliban deny responsibility for an attack in this way, which raises additional questions. Not the least of those questions is who, if not the Taliban, was behind last week's attack and why they have not grabbed credit.

Tunisia Draft Constitution Completed
[An Nahar] Tunisia's National Constituent Assembly on Saturday completed the long-delayed draft of the country's first post-revolution constitution, its brass hats said.

NCA president Mustapha Ben Jaafar "signed on Saturday the final draft of the new constitution," said the body's vice president, Meherzia Laabidi.

Jaafar's office, quoted by state news agency TAP, added that the text will now be presented to President Moncef Marzouki and Prime Minister Ali Larayedh.

No details were given on the final form of the new charter, the drafting of which has been held up primarily by disagreement over what form of government Tunisia should have -- presidential or parliamentary.

On May 3, the head of the Islamist ruling party Ennahda, Rached Ghannouchi, said a compromise had been reached under which neither the president nor the prime minister would have complete control over the executive.

In March, the NCA had set a non-binding April 27 deadline for completing the draft, hoping that it could be put to a vote in early July.

In order to be adopted, the draft must obtain the votes of two thirds of the assembly's members.

Larayedh has promised that the constitution would be adopted and parliamentary and presidential elections held before the end of 2013, nearly three years after dictator Zine El Abidine Ben Ali was tossed by a popular uprising.

NGO Law Becomes Test for Egypt's Morsi
[An Nahar] A draft law regulating Egyptian civil society groups has become a barometer of the Islamist government's commitment to the ideals of the democratic uprising that brought it to power, with the text raising concerns both at home and abroad.

President Mohammed Morsi, who referred the bill to the Islamist-dominated senate on Wednesday, pledged that he "does not aspire to control civil society," in a departure from his tossed predecessor Hosni Mubarak

NGOs in Egypt have denounced the bill, which regulates the funding and activities of non-governmental organizations, going so far as to condemn it as "aggression against civil society".

Western powers such as the United States, a major funder of NGOs in Egypt, are closely monitoring the issue.

In a statement, the US State Department said it was "concerned" by the civil society draft law which "imposes significant government controls and restrictions on the activities and funding of civic groups".

"The United States believes the proposed law is likely to impede Egyptians' ability to form civic groups that are critical to advancing freedoms, supporting democracy, and acting as appropriate checks on the government," it said.

Before Mubarak's ouster in early 2011, many rights groups failed to secure operating licences, and their activities were monitored by the then all-powerful security services.

The interim military government which then took power ordered raids on the offices of foreign NGOs in which Americans were among staff members referred to trial on charges of receiving illicit foreign funds.

The raids dealt a serious blow to relations between the military and Washington, its main foreign aid donor.

Morsi, once a political prisoner under Mubarak and leader of the formerly banned Moslem Brüderbund, has insisted that he must reform a corrupt inherited bureaucracy and instil transparency.

His aides say that the NGO bill, which will be discussed in the senate, was drafted in that spirit. But many NGOs, already wary of the Islamist president, say it is an attempt to assert control over the foreign funding of projects such as human rights

The draft law will create a steering committee, headed by the social affairs minister, that must approve requests for foreign funding.

BNP leader Mozaffar Hossain on Saturday also announced to hold demonstrations in all the upazilas of the district on Sunday.

Far-Right, anti-Fascists Face Off over London Soldier Murder

in London on Saturday as rival far-right and anti-fascist groups faced off over the murder of a British soldier by suspected Islamists.

London's Metropolitan Police said 58 people from the Unite Against Fascism pressure group were arrested after they gathered to oppose a rally by the far-right British National Party (BNP) near the Houses of Parliament.

on suspicion of breaching the Public Order Act, Scotland Yard added.

The rallies came as 28-year-old Michael Adebolajo, one of two prime suspects in the killing, was held for questioning for a second day following his release from hospital.

He and the other prime suspect, 22-year-old Michael Adebowale, were shot and injured by police at the murder scene, shortly after 25-year-old soldier Lee Rigby was hacked to death in broad daylight near his barracks in Woolwich, southeast London.

Adebowale has been charged with murder and possessing a revolver.

Both suspects are Londoners who converted to Islam after growing up in Nigerian Christian families.

Rigby's family had issued an appeal for calm following a number of attacks on mosques and a rise in anti-Moslem incidents since his murder, the first fatal Islamist attack in Britannia since the 2005 London bombings.

On Saturday, the rival BNP and anti-fascist protesters traded chants, held behind opposing metal barricades with police separating them.

The BNP had hoped to march in Woolwich but were banned from doing so by the police, fearing public disorder.

Many of their protesters carried the British flag and some had signs saying "Hate preachers out".

"Britannia is a tinderbox waiting to explode," BNP leader Nick Griffin told Agence La Belle France Presse.

"We are here -- I hope -- starting a debate to point out the only way out, or the best way to get peace, is to disengage so there's a peace treaty between the West and Islam.

"We leave their lands -- we stop attacking them, we stop bombing their wedding parties -- and in turn, they leave ours. Then we can have peace."

He added: "We absolutely agree with what Lee Rigby's family said that nobody should use his death as an excuse or a reason to attack anybody else."

The two unnamed men, aged 46 and 42, were arrested on Friday. They have been bailed to return to a south London cop shoppe in late June, pending further inquiries.

Michael Adebolajo, 28, a convert to Islam who was shot and injured by police in the May 22 incident, is still being held for questioning over the killing of Lee Rigby and the attempted murder of a police officer.

His fellow suspect Michael Adebowale, 22, was discharged from hospital on Tuesday and charged the following day with murder and possessing a revolver.

The far-right British National Party is holding a march in central London on Saturday. They had originally planned to march in Woolwich in southeast London where Rigby was killed, but police stepped in, fearing it could ignite community tensions.

Events have also been planned in various towns by the anti-Islam English Defense League, while protest group Unite Against Fascism was due to hold a demonstration in Woolwich.

Twelve people have been arrested as part of the probe into Rigby's murder by Scotland Yard's counter-terror branch.

"The leader of the party of the Satan comes to fight the Sunnis... Now we know what the Iranians want... They want continued massacres to kill Sunnis," Qaradawi said.

"How could 100 million Shiites (worldwide) defeat 1.7 billion (Sunnis)?" he exclaimed, "only because (Sunni) Moslems are weak".

UNIFIL, Army on Alert after Israeli Troops Cross Barbed Wire Fence in Wazzani

Interim Force in Leb and Lebanese army deployed heavily in the area after Israeli soldiers crossed the barbed wire border fence.

Israeli troops crossed the fence, infiltrating 10 meters into an area along al-Wazzani River after expressing reservations over a cleaning process by a Lebanese bulldozer of the riverbed.

The Israeli army argued that the Blue Line that separates the border passes in the middle of the river, informing UNIFIL that it rejects such endeavors and demanding the Lebanese authorities to halt it.

According to the state-run National News Agency, UNIFIL swiftly contacted the Lebanese army to avert any negative repercussions.

U.N. Chief Urges Civilians Be Able to Leave Qusayr

on Saturday demanded that both sides battling for the strategic Syrian town of Qusayr allow civilians to flee the fighting, his front man said.

"He urges all sides to do their utmost to avoid civilian casualties," Ban's front man, Martin Nesirky, said in a statement.

"He also reminds the government of its responsibility to protect civilians who come under its control, including from the threat of militias. He calls on the warring parties to allow trapped civilians to escape the town."

Ban's comments came as the Syrian army, backed by Hizbullah fighters from neighboring Leb, bolstered its positions in Qusayr, as rebels prepared for a renewed assault, raising fears for trapped civilians.

Qusayr, which is considered a key prize by both the regime and the rebels, sits on the route between the capital Damascus and the coast, near the Lebanese border, providing a key rebel conduit for weapons and fighters.

Ban warned that as preparations for an international conference on Syria intensify, all parties to the conflict "will be held accountable for any acts of atrocity carried out against the civilian population of Qusayr."

Syria Accuses Erdogan of 'Terrorizing' Turks
[An Nahar] Information Minister Omran al-Zohbi accused Prime Minister Recep Tayyip Erdogan of Syria's former ally Turkey on Saturday of "terrorizing" his own people and called on him to resign.

"The demands of the Turkish people do not justify this violence, and if Erdogan is incapable of using non-violent methods, then he should quit," state television

On Saturday police used tear gas against protesters in Taksim Square, the epicenter of the protests that have left dozens of people injured and have earned Turkey a rare rebuke from its ally the United States.

Erdogan admitted there had been cases of "extreme" police action against demonstrators.

"The fact that he suppresses peaceful demonstrations proves that Erdogan is disconnected from reality," Zohbi said, adding: "The Turkish people do not deserve such savagery."

"We wish the Turkish people only stability and calm, and urge that Erdogan act wisely and not treat the Turks the way he has treated the Syrians," he added.
