Militant Involved in Benghazi Attack Was US 'Ally' During Libyan Revolution
[Breitbart] Abu Sufian Ibrahim Ahmed Hamuda bin Qumu, a former Gitmo detainee for more than five years who The Washington Post reports the Obama administration says was involved in the September 2012 attack on the U.S. compound in Benghazi, was once considered an ally to the current administration during the toppling of Libyan President Colonel Moammar Qaddafi.

On April 24, 2011, The New York Times reported:

For more than five years, Abu Sufian Ibrahim Ahmed Hamuda bin Qumu was a prisoner at the Guantánamo Bay prison, judged “a probable member of Al Qaeda” by the analysts there. They concluded in a newly disclosed 2005 assessment that his release would represent a “medium to high risk, as he is likely to pose a threat to the U.S., its interests and allies.”

Today, Mr. Qumu, 51, is a notable figure in the Libyan rebels’ fight to oust Col. Muammar el-Qaddafi, reportedly a leader of a ragtag band of fighters known as the Darnah Brigade for his birthplace, this shabby port town of 100,000 people in northeast Libya. The former enemy and prisoner of the United States is now an ally of sorts, a remarkable turnabout resulting from shifting American policies rather than any obvious change in Mr. Qumu.

He was captured in Pakistan after the Sept. 11, 2001, terrorist attacks, accused of being a member of the militant Libyan Islamic Fighting Group, and sent to Guantánamo — in part because of information provided by Colonel Qaddafi’s government.

“The Libyan Government considers detainee a ‘dangerous man with no qualms about committing terrorist acts,’ ” says the classified 2005 assessment, evidently quoting Libyan intelligence findings, which was obtained by The New York Times. “ ‘He was known as one of the extremist commanders of the Afghan Arabs,’ ” the Libyan information continues, referring to Arab fighters who remained in Afghanistan after the anti-Soviet jihad.

When that Guantánamo assessment was written, the United States was working closely with Colonel Qaddafi’s intelligence service against terrorism. Now, the United States is a leader of the international coalition trying to oust Colonel Qaddafi — and is backing with air power the rebels, including Mr. Qumu.

The classified assessment, the Times reported, claims bin Qumu had a “a non-specific personality disorder”--citing the Libyan government as its source and a history of drug addiction, drug dealing, and accusations of murder and armed assault. In 1993, the document states that bin Qumu escaped from a Libyan prison and fled to Egypt. He went on to an Afghanistan training camp which was run by by Al Qaeda leader Osama bin Laden.

Poll: 87.6% of voters to say 'yes' on draft constitution
[Egypt Independent] A recent poll by the Center for Information and Decision Support said that 87.6 percent of those who intend to participate in the referendum will vote for the new draft constitution, a 5 percent increase from an earlier survey.

More than 70 percent of respondents were aware of the referendum's date. About 23 percent said they were unaware of the voting day, and approximately 4 percent mentioned the wrong date.

According to the results, 78.3 percent said they would cast their vote. The percentage of male participants in rural areas was high, compared to other groups.

The phone survey included 1,341 citizens over the age of 18. It took place between 4 and 6 January 2014.

The center had earlier conducted four polls on the subject on 28 November, 8 December, 21 December and 28 December.

Court postpones ruling in Fath mosque case
[Egypt Independent] On Thursday, North Cairo Criminal Court postponed a ruling on renewing the imprisonment of 156 Moslem Brüderbund supporters in the Fath Mosque and Ramses square festivities case until Saturday.

The events, which took place last August in the Ramses area and the vicinity of Fath mosque, saw attempts by pro-Mohammed Morsy protesters to break into the Ezbakiya cop shoppe, in addition to allegedly engaging in acts of violence, attacking citizens and sabotaging public and private property.

The defendants also face charges of allegedly using firearms to attack police.

The events unfolded during the chaos that followed the violent dispersal of pro-Morsy sit-ins in Rabaa and Nahda in which hundreds of people were killed.

Congress may hold extraordinary sitting to discuss Zeidan
[Libya Herald] The General National Congress (GNC) may hold an extraordinary sitting today to discuss a vote of no-confidence in Prime Minister Ali Zeidan

Zeidan spent nearly three decades in exile in Geneva after the defection. , according to GNC Spokesman Omar Hemidan.

While such a session was unlikely, Hemidan said, meetings between different GNC groups continued yesterday as Congress discussed withdrawing support from Zeidan behind closed doors.

"There is a ten percent possibility that there will be an extra sitting today, as meetings amongst the independents and political blocs are still underway," Hemidan told the Libya Herald. It was more likely that Congress would make a decision by Sunday and a discussion would be held then, he said. Hemidan added that most members of Congress were today returning to their constituencies for the weekend.

A vote of no-confidence in Zeidan was expected on Tuesday but the session was cancelled. Later that day around 100 people staged a protest outside the GNC demanding Zeidan's removal.

A Benghazi Congressman, who did not wish to be named, told the Libya Herald that, on Tuesday, there was agreement among sufficient Congress members to pass a vote of no-confidence against Zeidan.

He added, however, that it was agreed that this should only be done when a suitable replacement was found. Congress, he said, knew it had to avoid the chaos that could result in the absence of a prime minister.

Tunisia's Islamist Leader Resigns, Formally Ending His Party's Rule
[NY Times] Tunisia's Islamist prime minister resigned Thursday, ending the two-year-old rule of his party, which has dominated the political scene since the popular uprising here that initiated the Arab Spring.

The departing prime minister, Ali Larayedh of the Ennahda Party, handed power to a caretaker government that will oversee elections later in the year.

The resignation of the Ennahda government is a setback for the Islamists who wanted to lead the country into elections, but is part of a carefully calibrated political agreement with opposition parties to break months of deadlock. Members of the National Constituent Assembly had been stalling proceedings and demanding the resignation of the government since the liquidation of a secular politician, Mohammad Brahmi, last July. It was the second liquidation in six months, and opposition groups blamed Mr. Larayedh for what they called his laxity toward Islamist Death Eater threats.

Under an agreement mediated by the main labor union, political parties settled on an interim prime minister, Mehdi Jomaa, an independent figure who is the current minister of industry, last month. That ended the impasse, and the assembly has resumed work to complete outstanding business, namely to ratify the constitution, nominate the electoral board and prepare an electoral law.

C. Africa MPs Flown to Chad Capital amid Regional Crisis Summit
[An Nahar] All deputies in the Central African Republic's transitional parliament are to be flown to Chad, where African leaders are holding a special regional summit aiming to restore peace to the restive country, an official said Thursday.

A Chadian plane taking all 135 politicians from the Central African capital of Bangui was expected to arrive in the Chadian capital N'Djamena late Thursday, the official said.

African leaders in the region have gathered in Chad in a bid to stop the sectarian violence raging in the CAR and pile pressure on its embattled president.

But the talks have been suspended until the members of the CAR's National Transition Council arrive in Chad.

"The solution must come from the Central Africans themselves," Allami Ahmat, the secretary-general of the Economic Community of Central African States (ECCAS) told journalists.

"Neither ECCAS nor the international community have come to change the regime.... It is up to those responsible (in CAR) to decide the fate of their country."

Minister sez Saleh could face prosecution

's immunity blanket has hold. Legally protected, President Saleh has been able to retain somewhat of a presence on the political scene as the Head of the General People's Congress, a reality many of his detractors would like to see change.

In an interview with Asharq al-Awsat, a pan-Arab newspaper, Yemen Legal Affairs Minister Mohammed al-Mekhlafi stressed that should Saleh insists on meddling in politics.

Even though the GCC-brokered initiative which enounced the terms of Yemen power transfer did not provision in writing for the former president to retire political life and thus abandon any hope for a return, many officials, both foreign and Yemenis affirmed that such clause was nevertheless implied and a sine qua non of the immunity deal.

With no sign former President Saleh plans to give up on power, state dignitaries have warned his immunity could be revoked by parliament as easily as it was granted; especially since the bill stands in opposition to international laws. Moreover, as pointed by Minister al-Mekhlafi, "the delay in [adopting] the transitional justice law and the former regime's continued involvement in politics has raised questions about the validity of the legal immunity and amnesty granted to Saleh."

He added, "This issue was raised and discussed during the National Dialogue Conference. The conference agreed to reject the idea that Saleh can practice politics and enjoy legal immunity at the same time. Therefore, Saleh's legal immunity depends on his own involvement in the political process."

Southern Issue is finally resolved
[Yemen Post] Following months of lengthy and protracted negotiations, several fallouts and threats of retractions NDC representatives finally reached a consensus on the southern issue by inking a "Just Solution" agreement.

While this initiative offers no quick fix or miracle solution, it marks nevertheless an important step forward, a definite break from violence and proof that Yemen as a nation can resolve all matter of contentions through negotiations. More importantly after decades of nepotism and unbalanced political representation, both Yemen northern and southern territories will have an equal say in all matters relating to the state, whether, politically, economically or judicially.

Sheikh Mohammed Ali AbuLohoom, founder of the Freedom and Justice party and prominent NDC representative as well as a veteran politician commented on the matter, "It is important to promote trust between all negotiating parties," confirming that "the 'Just Solution' seeks to create trust and confidence between the negotiating parties in Yemen."

Under the agreement all parties have agreed that over the next five years power will be equally shared on a 50-50 basis in between north and south, in with the spirit of 1990 Unification agreement.

Sheikh AbuLohoom told Asharq al-Awsat, "There are a number of key points. Over the next five years, the document affirms that there will be a complete 50--50 sharing of power and wealth between Northerners and Southerners in order to restore trust."

He added, "The geographic and demographic equation will also be taken into account. In my view, it is not important which party gets more or less, so long as there is mutual trust between the parties."

President Abdo Rabb Mansou Hadi hailed the agreement a national victory. "This is a victory for Yemen and Yemeni unity and the future of the Yemeni people."

Saqr Charges 5 Nusra Front Members, Unidentified Sidon Attack Suspects
[An Nahar] The Military Prosecutor charged on Thursday several Syrian detainees on suspicious of belonging to a jihadist group affiliated with al-Qaeda and plotting terrorist attacks in Leb, the state-run National News Agency reported.

NNA said State Commissioner to the Military Court Judge Saqr Saqr issued the charges against five suspects with belonging to al-Nusra Front and a terrorist organization to carry out terrorist activities.

Saqr referred the detainees to the first military examining magistrate.

But it began employing brutal tactics and trying to impose its strict interpretation of Islamic law, alienating other factions and leading to some of the worst infighting of the conflict.

Al-Nusra was designated a "terrorist" organization by the United States late 2012.

Also Thursday, Saqr charged unidentified suspects with attacking the Lebanese army in two separate assaults in the southern city of Sidon.

The charges include their participation with other gunnies in the near-simultaneous attacks on the army in the Awwali bridge area and Majdelyoun.

They were also charged with arms possession and the killing of a Lebanese soldier.

Several suspects and soldiers were killed and injured in the Dec. 15 attacks.

The army has said that at least two suspects were on the run.

Arab Democratic Party Chief Fails to Attend Hearing on Tripoli Bombings for Medical Reasons

In November, Eid evaded a summons to undergo questioning by a military tribunal judge over his alleged aid of a suspect linked to the bombings of the al-Taqwa and al-Salam mosques in Tripoli.

Abu Ghida had filed a subpoena against Eid and his driver Ali, on charges of helping Ahmed Merhi escape justice by smuggling him to Syria.

Merhi is the suspected driver of the explosive-laden vehicle that blew up near al-Taqwa mosque.

Loyalty to Resistance Reiterates Warning against De Facto Cabinet
[An Nahar] Hizbullah's parliamentary bloc warned on Thursday against forming a de facto cabinet, saying that regardless of the name given to such a council of minister, it remains "unconstitutional."

"We call for an all-inclusive cabinet," MP Hassan Fadlallah reiterated after the bloc's meeting.

Second son of Rafik Hariri, the Leb PM who was assassinated in 2005. He has was prime minister in his own right from 2009 through early 2011. He was born in Riyadh to an Iraqi mother and graduated from Georgetown University. He managed his father's business interests in Riyadh until his father's assassination. When his father died he inherited a fortune of some $4.1 billion, which won't do him much good if Hizbullah has him bumped off, too.

Forensic Report Confirms Al-Majed Died of Illness
[An Nahar] Acting State Prosecutor Judge Samir Hammoud announced on Thursday that the report of the forensic panel has confirmed that Majed al-Majed had died of illness.

"The panel's report confirmed the first conclusion reached by the forensic doctor," Hammoud told the state-run National News Agency, noting that the general prosecution will officially receive the new report on Friday morning.

He added: "The detailed report confirmed that al-Majed has died of illness and medical complications."

The judge noted that the body of the "emir" of the al-Qaeda-linked Abdullah Azzam Brigades

will be handed over to his family "once the required legal procedures are completed."

"We have received an official request from his brother to repatriate al-Majed's body," Hammoud said.

Hammoud received on Tuesday a request from the Saudi Embassy, saying the brother of the al-Qaeda-linked group leader wants to repatriate his body.

Al-Majed, a Saudi national, died in Leb on Saturday while undergoing treatment at the central military hospital after his health deteriorated, the army said in a communique.
