Uganda accused of training Somali fighters
A total of 3,600 Somali personnel have received training in Uganda, learning new skills to take back to Somalia upon joining the country’s Armed Forces, in the efforts to stabilize towns and villages and restore security for the Somali people. However, some of the Somalis trained in Uganda are reportedly absorbed by al-Shabab fighters upon homecoming. This is while the European Union Mission Commander to Somalia has also dismissed the allegation that the Ugandan Army with the support of the EU engaged in training Al Shabaab fighters who continue to battle against the Somali Transitional Government.

Uganda’s Chief of Defense Force General Edward Katumba Wamala also confirmed that the country’s troops currently deployed in South Sudan will begin their partial withdrawal from Juba after the forces of Intergovernmental Authority on Development (IGAD) are deployed on the ground.

Uganda has been accused on several occasions of training Al-shabaab fighters under the guise of empowering the Somali National Armed Forces. But Kampala, whose role in Somalia is critical in the restoration of security to the war ravaged country, remains resolute in its control of key installations there.

Grand Mufti condemns Hafter's "Operation Dignity" as attempted coup
[Libya Herald] The Grand Mufti, Sheikh Sadek Al-Ghariani, has condemned Khalifa Hafter's "Operation Dignity" in Benghazi against Ansar Al-Sharia and pro-Islamist militias as a 'coup'.

A statement from the Dar Al Ifta's Islamic Research and Studies Council, which he chairs, described what had happened this week in Benghazi as "horrible". It was an attempt to impose political views by force of arms, the statement read, and it had pushed the country into chaos and disorder. It intended, the statement claimed, to thwart the Libyan state 's development and undermined its democracy as it moved towards electing a House of Representatives.

It was the duty of all Libyans, the statement insisted, to denounce this counter-revolutionary move.

The Dar Al-Ifta, it said, was firmly opposed to the wave of liquidations and attempted liquidations targeted against the military but it held the government responsible because of its failure to maintain security. It was also opposed to allegations being made about who was involved in the killings without "substantial eveidence" being provided.

What was needed if the country was to be spared war and chaos, the statement continued, was constructive dialogue and national consensus -- based on the principles of the revolution, the unity of the country and an acceptance of peaceful transfer of power and of Sharia law.

#2  The more radical/extremist/uber-conservative Muslims that line up against Hafter, the more I like him. We do not need to see another country, ruled by Sharia go down the sewer like Pakistan.

Sharia does not play well in international business and Libya would find itself selling camels and wondering what all of those rusty pipes in the Southern Desert were for if they let the extremist ram Sharia down everyone's throats. AND trust me on this one, most of the Libyan man/woman on the street DO NOT want Sharia.

Arab League envoy postpones visit to Libya

to lead efforts at national reconciliation in Libya is postponing his upcoming visit to the country. He has done so on the advice of Libyan officials who, according to the Libya news agency LANA , asked him to hold off visiting until the country's new government has been formed.

Al-Kudwa was given the task earlier this week of promoting national dialogue and reconciliation between all elements of Libyan society following discussions in Cairo between the Foreign Minister Mohammed Abdulaziz and the Secretary General of the vaporous Arab League, Nabil Al-Arabi.

"The goal of any Arab vision should be the cessation of hostilities and the facilitation of a national dialogue to preserve unity and to uphold the illusory sovereignty of Libya," Al-Kudwa told LANA.

Since his appointment, the League has expressed its growing concern at the security situation in the country and pledged its support in "overcoming the challenges "of Libya's transition

It is not known when a new government will be formed.

Libya urges militants to withdraw from capital

The announcement, which was made by the cabinet of the outgoing Prime Minister Abdullah al-Thanay on Thursday, called on the Death Eater groups to stay out of politics.

Libya is bracing for greater chaos as more troops are joining the forces commanded by retired General Khalifa Haftar.

The head of special forces in Benghazi said on Monday that his troops are banding together with paramilitaries in the northeastern city of Benghazi.

"We are joining the battle of dignity launched by the Libyan National Army with all our men and weapons," Colonel Wanis Abu Khamada said, referring to Haftar's group.

"The battle will continue until terrorism is eradicated," Khamada added.

Several other officers in the North African country, including air force personnel, also joined Haftar's loyalists.

[Washington Post] Powerful militias aligned with the Islamist-dominated parliament deployed in the Libyan capital Thursday, raising the specter of an all-out war with forces loyal to a renegade former general who wants the legislative body disbanded.

The group's main rivals, the Qaqa and Sawaiq brigades from the western city of Zintan, have allied with Hifter, threatening a confrontation in Tripoli between two of the country's most powerful militia forces.

The deployment is the latest development in a long-brewing crisis that ignited Friday when Hifter led a fierce assault on Islamist militias in the eastern city of Benghazi. More than 70 were killed in the fighting, the heaviest in the country since the 2011 revolt that deposed autocrat Muammar Qadaffy

The growing support for Hifter's self-declared Libyan National Army stands in contrast to deepening divisions between parliament and the interim government.

On Thursday, the government criticized Abu Sahmein for ordering the Misrata militias into the capital, saying their presence "threatens the safety of citizens." It also accused parliament of "not bothering to reply" to a proposal earlier in the week calling for the body to suspend activities until the election.

Libya's political transition has been unraveling over the past several months. Many point to the imposition in November of a draconian law that expelled many figures who once worked for the Qadaffy regime, even though they later became dissidents and participated in the 2011 revolt.

Had this gone down on George's watch you could bet things would be different. The man learns from his mistakes (Paul Bremer and Iraq) and would have been more active in the new Libya.

Champ just abandoned Libya. He dropped some bombs and sent in a few Special Ops guys to teach the rebels and then he left Libya swinging in the breeze.

China, Pakistan vow to strengthen anti-terrorism cooperation
SHANGHAI, May 22 (Xinhua) -- Chinese President Xi Jinping and Pakistani President Mamnoon Hussain on Thursday agreed to strengthen cooperation in counter-terrorism efforts.

At a bilateral meeting, Xi said that China backs Pakistan in practicing a counter-terrorism strategy based on its national conditions and is willing to enhance bilateral security cooperation to safeguard the peace and stability of the two countries and the region.

Hussain said that the "East Turkistan" terrorism forces are a common enemy of Pakistan and China and vowed to make joint efforts with China to combat the terrorists.

Pakistan will take effective measures to ensure the safety of Chinese citizens and projects in the country, Hussain said.

said on Thursday it would oppose what it called an imminent Israeli offer to pay compensation for a commando raid on its Gazoo-bound aid flotilla in exchange for dropping lawsuits over the attack.

The two nations, erstwhile allies, have been negotiating for months to end a diplomatic crisis over the Israeli commandoes' boarding of the Mavi Marmara, a Turkish ship challenging Israel's naval blockade of Paleostinian-run Gazoo Strip in 2010. Eight Turks and a Turkish-American died during the operation.

Turkey was once Israel's closest regional ally, though their relationship had deteriorated before the raid.

Last month Erdogan said the two countries were days or weeks away from an agreement.

The son of one activist who died aboard the Mavi Marmara told the news conference the families would accept neither apology nor compensation.

"We do not accept any agreements unless the blockade on Gazoo is lifted. Israel will have to take a step back if we stand tall," Ismail Bilgen told news hounds.

The comment came during questioning by U.S. Senator John Cornyn (R-TX) of FBI Director James Comey during a Senate Judiciary Committee hearing about the 2009 attack on Fort Hood by Army Major Nidal Hasan. Cornyn's YouTube account, Cornyn asks Director Comey, "Do you agree with the intelligence community's assessment that Hasan was inspired by al-Qaeda to conduct that attack?" Comey responded, "Yes, sir. Based on everything I've read, again, I wasn't in office at the time, but I've read about it since, and I do."
I am increasingly impressed with this man James Comey.

Wanted: Karl Lee, principle contributor to Iran's ballistic missile program
In late April 2014, the U.S. government announced a $5 million bounty for information leading to the arrest of a Chinese national and resident, Li Fangwei. Known more prominently in the U.S. as Karl Lee, an accompanying indictment described him as a "principal contributor" to the Iranian ballistic missile program. The reward is unprecedented in the U.S. government's efforts to end the activities of an individual in supplying prohibited WMD programs.

Li and his network of companies have also been sanctioned numerous times by the U.S. -- accounting for a large number of non-proliferation sanctions on Chinese entities over the past decade. Using information from U.S. designations, Chinese government and commercial databases, Project Alpha based at King's College London has mapped out in great detail the extent of Li's operations. This research suggests that Li is not merely playing the role of middleman, but that he is also expanding his business interests in the manufacture of sensitive technologies.

27 temple, holy books desecration cases in half a year
[DAWN] KARACHI: Over 27 incidents of desecration of temples and holy books of religious minorities in the past six months have been causing insecurity among them, a conference on minority rights was informed on Wednesday.

At the programme, organised by South Asia Partnership, speakers said that Pakistain had signed International Convention on Civil and Political Rights in April 2008 and ratified it in June 2010 and the country was morally bound to make laws in its conformity but nothing much had been done.

PPP politician Dr Lalchand said that terrorists, who were surely fewer in number, were destroying the temples and threatening the minority community members under a conspiracy so that they leave their country. He said that the evil designs of the bully boyz could be foiled with the help of saner elements, who are in large numbers, in society.

PTI politician Lalchand Malhi said that forced conversions and forced marriages of young and minor Hindu community girls were major issues and the PTI was a working on it so that comprehensive legislation could be formulated and this serious issue was tackled properly. He said that need of the hour was to raise awareness among the masses so that the mindset of society could be changed.

A former politician of the PPP Pitamber Shiwani said that though everybody was equal before the law, the minority community was not treated equally, or even fairly, and eventually most of the rights provided by the law were not enjoyed by non-Mohammedans.

He demanded that before booking anyone in a blasphemy case, the matter be heard by a high court judge. Once the case was registered, the life of the suspect was put at risk, he said, adding that many people had been killed even in cop shoppes and jails this way.

Geo case: SC seeks reply from federal govt, Pemra
[DAWN] The Supreme Court on Thursday sought an answer from the federal government and the Pakistain Electronic Media Regulatory Authority (Pemra) in relation to the petition filed by the Geo TV network, DawnNews reported.

A three-judge apex court bench, headed by Justice Jawwad S. Khawaja heard the case over Geo's petition requesting the court to halt what it termed a hate campaign and provocations against it.

During the hearing Justice Khawaja said that if anyone had reservations regarding the constitution of the bench then they should inform the court.

He added the federal government should inform in case there were any reservations against him or any other judge hearing the case.

Upon which the Additional Attorney General Khawaja Ahmed Hussain said that he had no information about the issue.

Geo's attorney Akram Sheikh expressed his reservations saying that he felt harassed while taking up the case.

The petition by the Independent Media Corporation that runs Geo TV had asked the court to issue directives to restrain all channels, including Geo, from airing allegations against other channels or media groups.

No air strikes conducted today, claims ISPR

The targets of Wednesday's air strikes were strongholds of the Eastern Turkistan Islamic Movement (Etim) -- a krazed killer outfit comprising largely Turkic-speaking gunnies from Uzbekistan and Uighurs from China's north-western autonomous region of Xinjiang.

David's Sling Missile Shield Unlikely To Be Ready In 2015
[Ynet] Government freezes funding to missile defense system's manufacturer Rafael as part of measures taken to reduce the defense budget.
This had better be a seriously clever ruse to lull Israel's enemies into complacency.
Israel's US-backed David Sling missile shield is unlikely to be deployed by next year as originally scheduled, an Israeli defense official said on Wednesday, citing budget shortfalls.

David's Sling, which is designed to shoot down various aerial threats using interceptor missiles manufactured by US firm Raytheon Co., is billed by Israel as a future bulwark against foes like Leb's Hezbollah and Syria and Iran.

But with the Finance Ministry trying to reduce the defense budget, the government said it had frozen funding for David's Sling manufacturer, Rafael Advanced Defense Systems Ltd.

As a result, a senior defense official told news hounds, "David's Sling, which was supposed to be operational in 2015, will probably not be operational."

While US congressional funding for Israeli missile defense was still flowing and allowing work on the system's development, "we don't have the money here to pay for infrastructure", the official added, referring to deployable David's Sling batteries.

Israel is building a multi-tier missile shield. The lowest tier, short-range rocket interceptor Iron Dome, and the top tier, ballistic missile interceptor Arrow, are both already in service. David's Sling is envisaged as bridging between the two.

Major-General Amir Eshel, chief of Israel's air force, sought to play down the hold-ups in David's Sling deployment.

"It is an excellent system which will be operational," he told Rooters on the sidelines of a security conference. Asked when that might be, Eshel said: "I don't remember."

Though both Israeli and US officers have praised David's Sling's performance in field tests, the system lost out on a Polish missile-defence tender. Washington, backing two competing US systems, exercised an effective veto on its ally's bid due the involvement of US technologies in David's Sling.

Posturing: Palestinian Court Gives Jail Term To Exiled Fatah Official Dahlan

to two years in jail for "insulting state institutions", raising pressure on Mohammed Dahlan after months of mutual recriminations.

The ruling was dated March 6, but the verdict was only published in a West Bank newspaper on Tuesday.

Dahlan, who lives in the Gulf, said the court decision was politically motivated and accused Abbas of seeking "to tame the respected Paleostinian judiciary" and pursuing a vendetta of "personal hatred" against him.

Dahlan, a former Gazoo security chief-turned-businessman, was close to Abbas for years, but was banished in 2010 after suggesting the Paleostinian leader's two adult sons profited financially from their father's position.

He was ousted from the group in 2011 following accusations of corruption. He always asserted his innocence and remains a powerful figure on the sidelines, seen by supporters as a possible successor to the ageing Abbas.

The court ruling said Paleostinian officials, including a top security leader, had accused Dahlan of defamation and slander for what they said was his description of Paleostinian security forces in the West Bank as guards serving only to protect Israeli settlers.

The complaint against Dahlan filed by the six top security commanders loyal to Abbas was widely seen as a political maneuver.

The court said Dahlan had also defamed Abbas by accusing him of manipulating the Paleostinian Authority, which has limited autonomy in the West Bank.

Analyst Abdel Majed Swailim said the court ruling was part of Abbas' campaign against Dahlan.

"It's clear that President Abbas decided to get rid of him (Dahlan)," said Swailim. "It's going to be much more difficult for Dahlan now, after this court ruling, to play any role in the Paleostinian political life."

It was not immediately clear if the Paleostinian government would ask Abu Dhabi to extradite Dahlan, who enjoys relative support in some Arab capitals, including Cairo.

In March, the personal feud erupted again when Abbas accused Dahlan of deceit, corruption and selling out Paleostinian national interests to foreign powers.

At the same time, there have been signs that Dahlan is positioning himself for a future leadership battle.

A first test would be the convention of Abbas' Fatah movement, tentatively scheduled for August, where a new leadership is to be chosen.

LBCI television reported on Thursday afternoon that Rifi has confirmed receiving the notices from the Criminal Court of the Syrian city of Lattakia.

These warrants were issued against Jumblat and Khashan for "undermining the Syrian state's authority."

"The Syrian embassy handed the two notices to the Lebanese Ministry of Foreign Affairs, which then sent them to the Justice Ministry," Rifi said.

He also expressed that he was "surprised by these notices."

"We were particularly surprised because the amnesty ruling issued by the Syrian regime in 2013 included these accusations," he explained.

"I am currently examining these notices," LBCI quoted the Justice Minister as saying.

However,

Red Cross: Food Distribution Under Way For 60,000 In Aleppo
[Ynet] The Red Thingy has begun a "major distribution" of emergency food rations on both sides of the front lines in the Syrian city of Aleppo, its first since October, the president of the International Committee of the Red Thingy (ICRC) told Rooters on Wednesday.

The Syrian government finally gave approval this week for the plan, submitted in January, and the operation to feed 60,000 people in the divided northern city is being carried out with the Syrian Arab Red Islamic Thingy, ICRC President Peter Maurer said.

In rebel-held eastern Aleppo, 6,000 family food parcels are being distributed, with nearly the same being handed out in government-held areas, he said. In all, 60,000 people will benefit, an ICRC front man said in response to a query.
