Libya's recognised govt warns tankers away from Ras Lanuf port
[Al Ahram] Libya's recognized government warned its security forces would seize any tankers approaching the Ras Lanuf terminal without permission, saying any attempt to make oil deals with the rival government in Tripoli
...a confusing city, one end of which is located in Lebanon and the other end of which is the capital of Libya. Its chief distinction is being mentioned in the Marine Hymn...
would be "piracy".

The warning over Ras Lanuf illustrates how the OPEC country's oil industry is caught up in a power struggle between the two rival governments and their armed forces, who have each appointed competing figures in the state oil company.

The internationally recognised government and elected parliament has operated in the east since last year, when an armed faction called Libya Dawn
...aka Fajr Libya, the Islamist operation launched to counter that of General Khalifa Haftar (Operation Dignity). It is made up of the Libya Shield militia (Misrata and Moslem Brotherhood), Libya Revolutionaries Operations Room (Moslem Brotherhood), and Tripoli Brigade (close to Abdul Hakim Belhaj, head of Al-Watan party). Financing and moral support come from Turkey and Qatar...
took over the capital, set up its own government and took control of ministries in Tripoli.

Earlier this week, the National Oil Corporation (NOC) based in Tripoli said it was lifting the force majeure measure on the Ras Lanuf oil terminal which had been shut since December because of fighting between the rival factions.

But Ras Lanuf is protected by an armed force allied to the internationally recognised government, which has appointed its own NOC chief who claims to represent the country's industry.

The recognised government's NOC chairman, Yusef Bu Saifi, told Rooters the force majeure was still in effect and orders had been given to the Petroleum Facilities Guard or PFG at Ras Lanuf.

"We have asked the PFG to intercept any tankers trying to approach the oilfields for security and technical reasons. The force majeure is still in place," he said.

Hatem Oraibi, front man of Prime Minister Abdullah al-Thinni's recognized government, said any tankers dealing with the Tripoli government could be considered as committing piracy.

Oil guards at Ras Lanuf say they have received orders to warn vessels away and to arrest crew if they did not comply.

Egypt to buy border security equipment from US
[Al Ahram] The government of Egypt seeks to purchase advanced border surveillance equipment from the US to bolster security along its borders, the Pentagon said in a statement on Wednesday.

The State Department has approved "a possible foreign military sale to Egypt" for the security system and connected equipment for an estimated cost of $100 million, the statement read.

The anticipated sale, according to the Pentagon, will "contribute to the foreign policy and national security of the United States" by providing assistance to its key Middle East ally which Washington says is "an important force for political stability and economic progress" in the region.

"The Government of Egypt has requested a possible sale for procurement and construction of commercial off-the-shelf border security mobile surveillance sensor security system," the statement said.

It added that the mobile surveillance security system will bolster Egypt's "border surveillance capabilities along its border with Libya and elsewhere."

Egyptian officials have voiced alarm over a spillover of violence from neighbouring Libya where militia violence has raged since the revolt that unseated long-time dictator Moamer Qadaffy in 2011.

Egypt in February launched Arclight airstrikes on Islamic State
...formerly ISIS or ISIL, depending on your preference. Before that al-Qaeda in Iraq, as shaped by Abu Musab Zarqawi. They're very devout, committing every atrocity they can find in the Koran and inventing a few more. They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
in Libya after the beheadings of 20 of its nationals there.

At home, Egypt is battling a deadly Islamist insurgency based in the Sinai Peninsula near its northeast border with the Israel and the Paleostinian Gazoo Strip.

This high-tech system Cairo wants to buy will include mobile surveillance sensor towers, mobile command and control systems, personnel training, training equipment, technical and logistics support services.

"This procurement is intended for the Egyptian Border Guard Forces, which currently lack any remote detection capability along unpatrolled areas of Egypt's borders."

"The system would provide an early warning capability to allow for faster response times to mitigate threats to the border guards and the civilian population."

Arabia
Saudi FM says Riyadh determined to confront Iranian expansion in region
[Al Ahram] Saudi Foreign Minister Adel al-Jubeir said on Thursday his country was determined to confront what he called Iran's internal meddling in the affairs of Arab states, saying Riyadh had already curbed Tehran's efforts to expand its influence.

Regional instability has been fuelled by rivalry between Shia Moslem Iran and the conservative Sunni Moslem kingdom of Soddy Arabia
...a kingdom taking up the bulk of the Arabian peninsula. Its primary economic activity involves exporting oil and soaking Islamic rubes on the annual hajj pilgrimage. The country supports a large number of princes in whatcha might call princely splendor. When the oil runs out the rest of the world is going to kick sand in the Soddy national face...
. Riyadh is among the main sponsors of the insurgency against Syrian Hereditary President-for-Life Bashir Pencilneck al-Assad
Light of the Alawites...
, who in turn is backed by Iran and Leb's Shia Hezbollah movement.

In addition, a Saudi-led Arab coalition has intervened in Yemen's war, carrying out air strikes on the Iranian-allied Houthi
...a Zaidi Shia insurgent group operating in Yemen. They have also been referred to as the Believing Youth. Hussein Badreddin al-Houthi is said to be the spiritual leader of the group and most of the military leaders are his relatives. The Yemeni government has accused the Houthis of having ties to the Iranian government, which wouldn't suprise most of us. The group has managed to gain control over all of Saada Governorate and parts of Amran, Al Jawf and Hajjah Governorates. Its slogan is God is Great, Death to Americaâ„¢, Death to Israel, a curse on the Jews ...
militia group and its allies to try to restore the exiled government of President Abd Rabbu Mansour Hadi.

"Saudi Arabia is working to confront Iran's trouble-making activities in the region," Jubeir told a news conference in Amman where he was meeting senior Jordanian officials.

"We are determined that Iran should not have a negative intervention in the region or in Arab countries."

Saudi actions had helped reduce the interference of Tehran and its regional clout in Yemen
...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of. Except for a tiny handfull of Jews everthing there is very Islamic...
and other countries, he said.

"The work we are doing to confront Iran's influence has achieved successes in several countries and we see the presence of Iran has shrunk in some areas in Africa and Yemen," Jubeir said, without elaborating.

He said Saudi Arabia sought good relations with Iran but most of the recent "aggressive actions" seen in the region had emanated from Tehran, urging the Iranians to respect "the principle of non-intervention" in others' affairs.

The Islamic Theocratic Republic has denied such accusations. Cut off from Yemen and its allies there by the Saudi-led intervention, Iran has intensified a media offensive against Saudi Arabia, accusing it of inflicting catastrophic suffering in Yemen while presenting itself as a blameless peacemaker.

Jubeir also called for Iraq's Shia-led government to accelerate political reforms in order to give Sunni Moslems more say in running the country and end the "hegemony" of Iran there.

Saudi Arabia and Gulf Arab allies are deeply concerned about what they see as Iran's regional expansionism highlighted by its backing for Assad, Hezbollah, Iraq's Shia militias and the Houthis, Yemen's strongest warring faction.

Kuwaitis 'foiled bid' to sow sectarian divisions, says emir
[ARABNEWS] The emir of Kuwait said on Thursday his country had thwarted attempts to sow sectarian divisions after last month's suicide kaboom but warned that the world needs to do more to confront the "satanic" behavior of Death Eaters.

A Daesh bomber went kaboom! inside a Shiite mosque in the state on June 26, killing 27 people in the worst Death Eater attack in a decade.

"You have foiled the desperate attempt and satanic attitudes of the plotters and perpetrators of this condemned crime to inflame divisions and stir sectarian tensions and divide the unity of the Kuwaiti society," Sheikh Sabah Al-Ahmed Al-Sabah told Kuwaitis in a Ramadan message aired on state television
... and if you can't believe state television who can you believe?
.

"The international community should exert all their effort to avert and take legal action to dry up from its waters so countries and nations live in peace and security."

Up to 30 percent of Kuwait's 1.4 million citizens are Shiites, who have enjoyed relatively good relations with the country's majority Sunnis.

"We believe that Kuwait is for all its citizens and not for one party or sect," Sheikh Sabah said. "All live on its earth and ally themselves to its identity.

"We need to remember that our country has stable democratic roots that are inherited by the Kuwaiti people. Everybody has the right of speech and we are proud of our legislation that we agreed on. It's our pride," he added.

New Yemeni al Qaeda leader calls for attacks on United States
[Al Ahram] The new leader of al Qaeda's Yemen
...an area of the Arabian Peninsula sometimes mistaken for a country. It is populated by more antagonistic tribes and factions than you can keep track of. Except for a tiny handfull of Jews everthing there is very Islamic...
branch has called for attacks on the United States in his first speech since taking command, the US-based SITE monitoring group reported on Thursday, citing an audio recording.

Qassim al-Raymi succeeded Nasser al-Wuhayshi as military commander of Al Qaeda in the Arabian Peninsula
...the latest incarnation of various Qaeda and Qaeda-allied groups, including the now-defunct Aden-Abyan Islamic Army that boomed the USS Cole in 2000...
(AQAP) after Wuhayshi was killed in a US drone strike in Yemen's south-eastern city of Mukalla last month.

In the speech, Raymi eulogized Wuhayshi, pledged allegiance to al Qaeda leader Ayman al-Zawahri, and called for attacks on the United States, SITE said.

"All of you must direct and gather your arrows and swords against it," SITE quoted Raymi as telling Moslems in general in the 14 minute and 9 second recording.

"God has helped you against this enemy, for not only did you reach its home, but with praise to God and His grace, you have reached the depths of its heart," he added.

The authenticity of the recording, produced by AQAP's al-Malahem Media Foundation, could not immediately be verified.

Wuhayshi's death was seen as a major blow to AQAP, regarded by the United States as al-Qaeda's most dangerous affiliate, and to al-Qaeda more broadly.

Addressing Zawahri, he said: "I pledge allegiance to you, to listen and obey, in times of difficulty and prosperity, in hardship and in ease, to endure being discriminated against and not to dispute about rule with those in power, and to wage jihad in the cause of God the Almighty, with the Book of Allah and the Sunnah of His Messenger, Allah's peace and blessings be upon him, as much I am able."

Raymi also congratulated a coalition of jihadi factions in Syria that include the Nusra Front for its recent success in Idlib province, and the Afghan Taliban for victories in its Azm spring offensive, SITE said.

Lakhvi release: China defends decision to block India request at UN
[DAWN] Defending its stand to block India's move in the UN that called for action against Pakistain on the release of Mumbai attack criminal mastermind Zakiur Rehman Lakhvi
...an asset of the Pak govt and a big turban in Lashkar-e-Taiba, which is actually a redundant statement. Zak was the criminal mastermind behind the 2008 Mumbai attack. Despite what India's provided there is not enough evidence in this world for a Pak court to convict him or even to keep him in the calaboose for very long...
, China said its move was based on "facts" and in the spirit of "objectiveness and fairness", said a report published on The Times of India.

Speaking to news hounds in Beijing, Chinese Foreign Ministry spokesperson Hua Chunying said: "As a permanent member of the UN security council, China always deals with the 1267 Committee matters based on facts and in the spirit of objectiveness and fairness".

This statement came as a response to a question pertaining to Indian Prime Minister Narendra Modi taking up the issue during a meeting with Chinese President Xi Jinping, which took place on Wednesday on the sidelines of the BRICS -- Brazil, Russia, India, China and South Africa -- and Shanghai Cooperation Organisation (SCO) summit in the Russian city of Ufa.

India had demanded of the UN to take action against Pakistain as her government had released Lakhvi. India has relentlessly sought him since the attacks killed over 160 persons, including several foreigners, causing international uproar and a diplomatic storm.

[DAWN] Mullah Fazlullah
...son-in-law of holy man Sufi Mohammad. Known as Mullah FM, Fazlullah had the habit of grabbing his FM mike when the mood struck him and bellowing forth sermons. Sufi suckered the Pak govt into imposing Shariah on the Swat Valley and then stepped aside whilst Fazlullah and his Talibs imposed a reign of terror on the populace like they hadn't seen before, at least not for a thousand years or so. For some reason the Pak intel services were never able to locate his transmitter, much less bomb it. Iraq
Shiite militias train Salahadin children to fight ISIS
[RUDAW.NET] The Shiite militia movement, known as the Hashd al-Shaabi, or Popular Mobilization Units, is operating a military training center for children in the predominantly Sunni town of Balad in Salahadin province.

"We followed the order of the high Shiite holy man - Grand Ayatollah Ali Sistani. Once on a Friday sermon, he said children should be trained to be fully prepped for any possibility since the future of Iraq is at stake," one of the young trainee told Rudaw.

The recruits are taught Islam as well as how to take part in battles.

"Beyond learning the tactics of fighting and training, the reward of martyrdom in the fight against ISIS is also a subject being taught at the training center," said a trainer at Balad camp.

Critics of the program have expressed concern
...meaning the brow was mildly wrinkled, the eyebrows drawn slightly together, and a thoughtful expression assumed, not that anything was actually done or indeed that any thought was actually expended...
that providing military training to the youth will alter the fabric of Iraqi society.

KDP official: Kurdistan seeks 'amicable divorce' from Baghdad
[RUDAW.NET] The head of Kurdistan Democratic Party (KDP) Foreign Relations, Hemen Hawrani, told a panel in Washington Wednesday that the process of Kurdistan's independence is ongoing and that Erbil is seeking an "amicable divorce" from Baghdad, which he argued would contribute to the stability in the region.

"This[independence] is a process that is happening and it's going to happen. The referendum will be held very soon, I mean in less than two years. It will be for all Iraqi Kurdistan citizens," said Hawrami in a panel at the Middle East Institute in Washington. "Frankly speaking, Iraq is broken."

Hawrami added that Kurds will talk to Baghdad for a peaceful separation, arguing that the current system of governance in the Middle East had failed and a new system based on the socio-ethnic realities should be the premise for a new map of the region.

"The first capital we are going to talk with is Baghdad. Baghdad is important for us. We want to do it in an amicable way. We want to add to the stability of the area and Kurdistan is the anchor of stability," said Hawrami. "It's time for the world to realize that a failed system needs a review."

On the participation of Kurds in the current Iraqi government, Hawrami said that there is representation, but no power-sharing in Baghdad, citing as example the exclusive Shiite control over Iraq's Defense Ministry with marginal Kurdish and Sunni presence.

"Unfortunately, his [PM Abadi] government has not fulfilled the agreement and the promises we have agreed on and he has not fulfilled the agreements that they had with the Sunnis as well," he explained.

2 Indonesian pilots 'may pose security threat'
[ARABNEWS] Australian authorities believe two Indonesian pilots may pose a security threat after being radicalized by Daesh, a leaked intelligence document obtained by an investigative website shows, although officials Thursday refused to confirm its veracity.

The Australian Federal Police "Operational Intelligence Report," published online by investigative website The Intercept, said the pilots were "likely employees" of AirAsia and Premiair and came to their attention through their Facebook pages.

It said their postings "inferred support to Daesh.

"Upon review of the content from both accounts it is assessed that these persons are likely being influenced by radical elements -- at least from the online environment --- and as a result, may pose a security threat," it said.

In a statement to AFP, the federal police would not comment on whether the document, entitled "Identification of Indonesian pilots with possible krazed killer persuasions" and dated March 18 this year, was genuine.

"The Australian Federal Police does not comment on matters of intelligence," it said.

"The Australian Federal Police maintains strong relationships with its domestic and foreign law enforcement partners to ensure the ongoing safety of Australians both within Australia and abroad."

The AirAsia pilot graduated from its academy in 2010, the document said, and flew international routes including to Hong Kong and Singapore. It said a change in his Facebook posting style became evident in September last year "wherein he started posting material indicative of support to Daesh"

Around this time, he began interacting online with a second pilot, said to be a former Indonesian Navy pilot who now works for Premiair, who "liked" his postings on Daesh. This pilot had flown to Australia, Europe, the Middle East and the United States, the intelligence report claimed, with recent reposts on Facebook including "extremist related articles."

"Both appear to be influenced by pro-Daesh elements including krazed killer online propaganda by well-known radical Indonesia outlets and a suspected Indonesian terrorist fighter who is likely to be in either Syria or Iraq," the police report concluded.

The Intercept said it was distributed to law enforcement agencies in The Sick Man of Europe Turkey

Syria-Lebanon-Iran
Iranian hard-liner music video blasts nuke negotiations
[RFE/RL] Hard-liners in Iran have launched a viral-video offensive likening Tehran's counterparts in nuclear negotiations to wolves and dredging up bitter memories from U.S.-Iranian history.

The song is titled Hotel Coburg, after the venue of the latest round of negotiations for a nuclear deal between Iran and six world powers. The lyrics suggest that Iran's negotiating partners -- mainly the United States, whose officials past and present are repeatedly shown alongside Israeli officials -- cannot be trusted.

The clip was released by the Basij House of Music after Iranian Supreme Leader Ali Khamenei recently suggested that "poets cannot be impartial in the battle between truth and evil. If poets and artists take an impartial position, they have wasted God's gift to them."

The song describes the negotiations as a chess game in which Iran is negotiating under "the shadow of threats."

It also reminds listeners some of dark historical encounters between Iran and the US, including the 1953 overthrow of Mossadegh, known in Iran as the "28 Mordad Coup", and the 1988 downing of an Iranian civilian passenger airliner. The song also echoes the allegation that UN arms inspectors are US spies. And it blames the US for the assassinations of Iranian nuclear scientists in 2012.

Iran nuke talks lurch toward (another) deadline
[ARABNEWS] Negotiations over Iran's nuclear program lurched toward another deadline on Thursday with diplomats reconvening amid persistent uncertainty and vague but seemingly hopeful pronouncements from participants.
Why bother having deadlines?
As the talks entered a 13th day in Vienna with a flurry of closed-door meetings, Iran's President Hassan Rouhani said his nation was preparing for a "post-sanctions" era, suggesting that a deal may be in sight to curb the Iranian nuclear program in exchange for the lifting of economic sanctions. His foreign minister, meanwhile, opined on Twitter that "with mutual respect, anything possible."

said in a tweet that he and the others were "continuing to discuss difficult issues" and "working diligently to see if agreement possible."

Kerry spoke by phone with Russian Foreign Minister Sergey Lavrov, who is in Russia and voiced optimism, saying he was prepared to return to Vienna.

"On the basis of the principles of gradualism and reciprocity, we have come close to a final agreement, it is within the bounds of the attainable," Lavrov said.

In another hint that the talks might soon wrap up, the White House late Wednesday issued a brief statement saying President Barack Obama
