Afghan Foreign Ministry Summons Pakistani Ambassador Over Shelling
[Tolo News] Deputy Foreign Minister Hikmat Khalil Karzai on Thursday summoned Pak Ambassador Syed Ibrar Hussain to his office to express his concern over the recent shelling by Pakistain of Afghanistan territory along the Durand line.

At least four non-combatants were killed, including a woman, and two others were maimed as a result of missile shelling on Nazyan district of Nangarhar

"Such attacks are in full contradiction with the principle of good neighborliness and against international recognized laws. This can damage the two countries friendly relations," said Deputy Foreign Minister Hikmat Khalil Karzai.

During the meeting the deputy minister called such attacks a violation of illusory sovereignty and integrity of Afghanistan and asked for Pakistain to put an end to it urgently.

Pakistain ambassador Syed Ibrar Hussain promised to pass on Afghanistan's concerns and demands to the Pak officials.

Kunar has been the target of Pak shelling for the past few years.

The most recent attacks have claimed the lives of at least 20 people, destroyed close to 100 homes and maimed 80 people, including women and kiddies.

Embattled MoD Expresses Support For Continued U.S. Presence in Afghanistan
[Tolo News] Ministry of Defense (MoD) front man Dawlat Waziri on Thursday reiterated the Afghan forces' continued need for financial support and extended military assistance from the United States in order to combat bad boy groups effectively.

"We are still relying on financial aid from the international community, particularly cooperation from the U.S., in order to support us in training, air support and military equipment," Waziri said.

The comments come after a controversial week for U.S. forces in Afghanistan. Early Monday morning, an errant U.S. Arclight airstrike mistakenly attacked an Afghan National Army (ANA) base in Pashtun-infested Logar province, resulting in the death of seven soldiers.

Seperately, Afghan military experts and political commentators have recently expressed increased concerns over the issues facing the Afghan forces in terms of weaponry and training. Regardless of the cause, however, there is no doubt that the Afghan forces have faced a tough fighting season as the Taliban and other bad boy groups have launched major offensives around the country since the early spring.

On the other hand, MoD officials have said rates of volunteers for the security forces have increased simultaneously, and ANA forces are currently undertaking at least five major military operations on four different fronts to suppress the bad boys.

According to MoD statistics, the number of soldiers serving in the ranks of the Afghan Army is around 195,000 soldiers. But independent analysts have cast doubt on those claims, arguing that the actual number is slightly lower.

"There are some principles in war laws, because a soldier - as a human - needs to relax sometimes and go for leave and the alternative for that is the reserved forces," military commentator retired General Atiqullah Amarkhail said.

He said that it was through such leadership that they were able to use their power wisely -- especially their military.

"That's why we refocused our fight in Afghanistan, pushed back the Taliban, trained up Afghan forces so they could take the lead for their own security."

He went on to say: "Today we can say that our combat mission in Afghanistan is over. We brought America's longest war to a responsible end. And we salute every member of this 9/11 generation who has sacrificed to keep us safe."

He said that as Commander-in-Chief, his greatest responsibility is ensuring the security of the United States. "That means keeping our military strong. Yes, our armed forces are drawing down after two major wars, but some of the reckless budget cuts, under the name of sequestration, that's going on in Washington right now -- that's not the way to keep our armed forces ready, or to take care of our troops and their families."

"I'm calling on Republican leaders in Congress to come to the table with Democrats, sit down, negotiate a budget that protects our national security and our economic security."

"Now, every ally and every adversary needs to know around the world the United States has and will continue to have the strongest, most capable fighting force the world has ever known," he said.

"No one can match our Army -- the greatest land force on Earth. Nobody can match our Navy --- the largest and most advanced battle fleet in the world. Or our Coast Guard -- safeguarding our shores and ports. Nobody can match our Air Force -- its reach and precision are unequalled.

Tunisia Parliament Okays Death Penalty for 'Terror Crimes'
[ALMANAR.LB] Tunisia's parliament approved Thursday imposition of the death penalty for "terrorist" crimes, despite opposition from rights groups and a de facto quarter-century moratorium on executions.

Lawmakers were voting during the second of three days of debate on a bill aimed at beefing up powers to confront a Takfiri threat following deadly attacks claimed by the so-calle Islamic State in Iraq and Levant, ISIL.

President Beji Caid Essebsi imposed a state of emergency after a student went on a shooting rampage at a beach resort last month, killing 38 foreign tourists, most of them Britons.

That incident came on the heels of one in March in which two gunmen attacked Tunisia's national museum, killing 21 foreigners and a policeman.

Lawmakers voted heavily in favor of three articles imposing the death penalty.

Article 26 applies to anyone who "knowingly murders someone enjoying international protection," a reference to such people as diplomats and international civil servants.

The following article applies to cases in which people die in hostage-taking or kidnapping situations, while Article 28 refers to people who commit rape during the course of a terrorism-related crime.

The bill would replace the 2003 terrorism law, passed under the dictatorship of president Zine El Abidine Ben Ali, ousted four years ago, which was widely criticised as being a tool to crush dissent.

The death penalty already exists under Tunisian law, for such crimes as murder and rape, but no one has been hanged since 1991.

Rights groups had hoped parliament would leave it out of the current bill.

Advocacy groups, including Amnesty International and Human Rights Watch, have condemned the bill.

Nigeria's Buhari Fails to Seal US Arms Deal, Returns Home Displeased
After President Barack Obama, among other top ranking United States officials lavished praise on President Muhammadu Buhari and Nigeria for three days during his US visit, the Nigerian president returned home this morning without securing an arms deal with America to help him prosecute the war against Boko Haram.

Since Buhari assumed office on May 29, Boko Haram has increased its attacks in the North-east and is reported to have occupied five local government councils in Yobe and Borno States, in addition to killing over 600 people.

The Nigerian military under former President Goodluck Jonathan, with the assistance of the armies of Chad, Niger and Cameroun, had successfully dislodged the terrorists from territories that they had previously occupied.

The US government told the Nigerian leader that its hands were tied by the Leahy Act, which prevents it from selling arms to countries with human rights abuse records. A displeased Buhari told the US government that the refusal by America to arm Nigerian troops because of “so-called human rights violations” and “unproven allegations,” would only help Boko Haram.

“Regrettably, the blanket application of the Leahy Law by the United States on the grounds of unproven allegations of human rights violations levelled against our forces has denied us access to appropriate strategic weapons to prosecute the war,” Buhari said.

Addressing an audience of policy-makers, activists and academics in Washington, Buhari complained that Nigerian forces had been left “largely impotent” in the face of Boko Haram’s campaign of kidnapping and bombings.

“They do not possess the appropriate weapons and technology which we could have had if the so-called human rights violations had not been an obstacle,” he said. “Unwittingly, and I dare say unintentionally, the application of the Leahy Law Amendment by the United States government has aided and abetted the Boko Haram terrorists.”

He appealed to both the White House and the US Congress to find a way around the law — introduced by Senator Patrick Leahy of Vermont in 1997 — and to supply Nigerian troops with high-tech weapons under a deal “with minimal strings”.

In June, rights watchdog Amnesty International (AI) said there was sufficient evidence to launch an investigation into senior Nigerian officers for war crimes. In a 133-page report, the group blamed the army for the extrajudicial execution of 1,200 people and the torture or arbitrary detention of thousands more. Buhari has insisted that the charges are not proven, but he has replaced his senior military commanders and has promised to investigate the allegations.

The Leahy Law was the primary reason the US government refused to sell weapons to the Nigerian Army last year when Jonathan was in power, and even blocked attempts by Israel to sell Cobra helicopters to Nigeria.

Other than Nigeria, other countries that have been stopped from receiving assistance by the US under the Leahy Law are: Bangladesh, Bolivia, Colombia, Guatemala, Mexico, Turkey, Indonesia and Pakistan.

[DAWN] All offices of the MQM, including its Nine Zero headquarters, were shut down on Wednesday night on the directive of the party’s chief, Altaf Hussain.

Sources in the MQM said Mr Hussain was “extremely angry” with the coordination committee over some organisational matters. He phoned members of the committee and directed them to close all offices and hung up without listening to them.

There was no rigging at any level in 2013 elections, says Nawaz
[DAWN] Prime Minister Nawaz Sharif, in his address on Thursday evening, took the nation into confidence over the recently published report by the judicial commission saying it has been proved that there was no rigging on any level and that the 2013 general elections were free and fair.
Then his lips fell off.
The political parties did not provide any evidence of alleged rigging in elections, said the prime minister.

"Looking at the findings of the judicial commission, it can not be said that the results were against popular mandate," said Nawaz.

"Inquiry commission's comprehensive report does not only reaffirm our stance but also the mandate of Pakistani people," he added.

No Iraqi F-16 combat missions allowed without Kurdish pilots
[RUDAW.NET] A Kurdish politician in the Iraqi Parliament in Baghdad has claimed in comments to Rudaw that the Iraqi air force cannot legally use its newly acquired F-16 fighter jets in combat missions without the participation of Kurdish pilots.

Previous reporting by Rudaw has indicated only five Kurdish pilots have been trained by the US to operate the 36 F-16s purchased by the Iraqi government. Only four of those F-16s have so far been delivered to Iraq. One of those four jets has been assigned to a Kurdish pilot, Muhammad Anwar of Erbil.

“According to the signed agreements between the Iraqi government and the United States, the F-16 jets will not be used in combat without the participation of the Kurdish pilots. There are conditions in the agreement that the Iraqi government must fulfill,” MP Shakho Abdullah told Rudaw Tuesday.

“Four F-16s were delivered to Iraq this month. The agreement with the US obliges the Iraqi government not to operate these jets in combat missions in Iraqi cities, public places such as governorates, districts and towns,” he added. “The US has delivered the F-16 jets with the necessary ordnance. The jets are ready to use but they will not be used against ISIS for the time being.”

PULO ex-prisoner turns peacemaker
[Bangkok Post] A former key figure in the Pattani United Liberation Organisation (PULO) has vowed to help tackle the chronic southern insurgency and to assist with economic development in the border provinces.

Sama-ae Thanam, who was released from prison on Friday, thanked Thailand's prime minister, the government, the Fourth Army commander and the Southern Border Provinces Administrative Center for his release. He was paroled after serving nearly 18 years of a 27-year sentence for terrorism.

Sama-ae said he would play a coordinating role in talks with other insurgent groups, and would try to create more understanding among those groups in order to restore peace in the region. He said he was determined to help improve the quality of life of residents in Panare district, where the SPBAC has asked him to oversee a halal industrial estate.

Sama-ae said, "I will work at my fullest capacity. I will invite business operators from Malaysia to help invest in the industrial estate in a bid to generate income and create jobs for local residents."

Sama-ae, a former head of the PULO armed wing was known among other militants as Ismael Gaddafi.

He was sentenced to life imprisonment for his militant activities in 1997. His sentence was later commuted to 27+ years due to good behavior. While in prison, he cooperated with authorities by advising on ways to deal with the southern insurgency.

John Kerry's Confident The IAEA Can Handle Iran, But Congress Isn't Buying It
[Huffpoo] Secretary of State John Kerry assured lawmakers Thursday that the UN's nuclear watchdog would keep the U.S. informed about an ongoing investigation into whether Iran has pursued nuclear weapons in the past.

Testifying before the Senate Foreign Relations Committee, Kerry conceded that the U.S. did not possess the text of the agreement that allows the International Atomic Energy Association to inspect Parchin, an Iranian military site suspected of hosting nuclear weapons development, and to answer broader unresolved questions about possible efforts by Iran to create nuclear weapons. However, he told lawmakers that he had been briefed by the IAEA on the process and would relay details to Congress.

"The IAEA has said they are satisfied that they are able to do this in a way that does not compromise their needs and that adequately gets the answers they need," said Kerry. "We're perfectly prepared to fully brief you in a classified session."

Secretary of Energy Ernest Moniz, testifying alongside Kerry, told lawmakers that it is "customary confidentiality" for the IAEA to keep documents pertaining to investigations private.

Kerry and Moniz's remarks came in response to a question by Sen. Bob Menendez (D-N.J.), who asked the officials to confirm that Iran will be responsible for providing samples from Parchin to the IAEA to test for traces of nuclear activity. "Because if that is true, that would be the equivalent of the fox guarding the chicken coop," he said. Kerry declined to answer Menendez's question directly in the public hearing.

The IAEA announced a roadmap to resolve outstanding issues related to Iran's nuclear program on July 14, the same day the broader nuclear agreement was announced.

But the confidential nature of the roadmap was not immediately clear to lawmakers. Rep. Mike Pompeo (R-Kan.) and Sen. Tom Cotton (R-Ark.) first raised the issue earlier this week after visiting the IAEA in Vienna and confirming that they would not be privy to the text of the agreement with Iran.

"Secretary Kerry approved the nuclear deal with Iran without even reading the entire agreement," Pompeo said Wednesday after exiting a classified briefing with Kerry and two other Obama administration officials. "It is essential for Secretary Kerry to know what's in the deal, and it is essential for the U.S. Congress to know what's in this deal. We owe it to the American people to read the full deal and then make the right decision based on all the facts."

The lack of direct U.S. involvement in the inquiry into Iran's past history with nuclear weapons will be one of the most difficult obstacles for the Obama administration to overcome in convincing lawmakers to support the nuclear agreement reached between Iran, the U.S., and five world powers earlier this month. Fearing being sidelined on the Iranian nuclear issue, lawmakers voted in May on an overwhelmingly bipartisan basis to pass a law that requires the Obama administration to give Congress the complete text of the nuclear deal, including classified annexes.

When lawmakers first learned of the confidential roadmap between the IAEA and Iran, several accused the Obama administration of hiding information from Congress. Four Republican lawmakers sent a letter to President Barack Obama Wednesday demanding copies of the text of the arrangement.

"Congress has what we have," State Department spokesman John Kirby told reporters. "They are asking for IAEA documents that are not in our possession." He also downplayed the significance of the U.S. not being offered the text of the plan. "These kinds of technical arrangements with the IAEA are as a matter of standard practice not released publicly or to other states -- but our experts are familiar and comfortable with the contents."

During Thursday's hearing, lawmakers pounced on Kerry and Moniz for accepting a limited U.S. involvement in IAEA's investigation. Sen. Johnny Isakson (R-Ga.) pointed to the fact that the U.S. funds a quarter of the watchdog's budget and asked why Americans are banned from serving as IAEA inspectors in Iran. Kerry noted that the absence of diplomatic relations between the U.S. and Iran is the primary reason Iran bans American inspectors from its nuclear sites.

Kelsey Davenport, director of nonproliferation at the Arms Control Association, described the lawmakers' demands that the U.S. be privy to its investigation as "unrealistic."

"As an independent organization, the IAEA's process should not be subject to approval of the P5+1 or the U.S. Congress," she said in an email, referring to the six-country team that negotiated the nuclear accord with Iran. "Nor should the IAEA be forced to disclose sensitive information that could also compromise Iran's legitimate security concerns."

She added that the IAEA will ultimately be required to report its progress on the past military dimension issue to the U.N. Security Council, where the U.S. holds permanent membership.

Iran Accused of Sending Afghan Prisoners to Syrian War
[Tolo News] Two alleged Afghan drug smugglers have spoken out in a video recording of how they were reportedly detained in an Iranian prison for a year on drug charges before being sent by that government to Syria to fight for Bashir al-Assad's ruling government.

In video footage sent to TOLOnews, one of the men, who is still detained in Syria, and whose name was not revealed, said: "The liar Iran sent us to the Syrian war by force. We are fine now and if any one watches this video on TV please pray for us. We are in Syria in the custody of Jaish Alhr brothers."

FBI chief: Islamic State group bigger threat than al-Qaida
[RUDAW.NET] The Islamic State group's effort to inspire troubled Americans to violence has become more of a terror threat to the US than an external attack by al-Qaida, the FBI director said Wednesday.
I think we guessed that, but keep an eye out for Qaeda to compete with IS in despicability, assuming that's a word.
FBI Director James Comey told an audience at the Aspen Security Forum that the Islamic State group, which has proclaimed a caliphate in parts of Syria and Iraq, has influenced a significant but unknown number of Americans through a year-long campaign on social media urging Muslims who can't travel to the Middle East to "kill where you are."
