Informed sources within Hezb-e-Islami have told RFE/RL that Mr. Hekmatyar arrived in Laghman on Wednesday and since then he is busy meeting with the party colleagues and leaders in this province.

The sources further added that a major gathering will be organized in Laghman where Hekmatyar is likely to appear before the media and the people.

In the meantime, preparations are also underway in capital Kabul for the return of Hekmatyar, months after he signed a peace agreement with the Afghan government.

Egypt is not willing to hand over Libyan fugitive Al-Tuhami to ICC
[Libya Observer] An Egyptian official predicted that his country will likely dismiss the International Criminal Court's appeal of handing over al-Tuhami Mohamned Khaled, former head of Internal Security Service in Qadaffy’s regime.

The official, who spoke on condition of anonymity to London-based The New Arab, clarified that despite Egypt’s signing of the statute of ICC, known as Rome convention, in 2000, the Egyptian government is not obliged to implement the court’s decision because the signing of the statute is yet to be ratified by the Egyptian House of Representatives.

He said that Egypt felt itself to be under no legal compulsion towards ICC, but only a moral obligation, which seems not to be in its interest at present.

The International Criminal Court in The Hague issued an arrest warrant against al-Tuhami on Monday for repressing regime opponents in 2011.

Al-Tuhami, born in the Janzour area of Libya in 1942, is said to have at least ten different passports - under a number of names and identities - and remains on the lam.

After the fall of Qadaffy, he fled to Egypt along with other senior regime figures including Qadaffy’s son Mohammed, his cousin Ahmed Qaddaf-Addam and his ambassador to Cairo Ali Maria.

According to the latest information, he is now a member of a political group named "Popular Front for the Liberation of Libya" along with other leading figures from the old regime.

Pemra bans airing of terrorists' interviews
[DAWN] The Pakistain Electronic Media Regulatory Authority (Pemra) on Thursday placed a ban on the broadcast of interviews of terrorists, a notification shared on the regulatory authority's Twitter page stated.

Iraqi Parliament to vote on draft to ban foreign armed groups
[Iraq News] According to a draft, if passed by the Iraqi parliament, all foreign gangs that are posing a potential threat to the security of the neighboring countries need to be banned.

Shakhawan Abdullah, a Kurdish member of the Iraqi parliament, told BasNews that a draft is expected to be discussed in the Iraqi parliament on Thursday, according to which "no groups or parties are allowed to operate within Iraq and use its soil against another country."

Referring to the Kurdistan Workers’ Party (PKK), Abdullah said the presence of the party in Sinjar will constitute major issues for Iraq, Kurdistan Region and The Sick Man of Europe Turkey

PA tells Israel it will no longer pay for Gaza’s electricity

The Paleostinian Authority on Thursday informed Israel it would no longer pay for electricity that the Jewish state supplies to the Gazoo Strip, as a power crisis in the Hamas-run enclave deepened.

News of the PA refusal to sponsor electricity came in a statement by the Coordinator of Government Activities in the Territories (COGAT).

Female Muslim clerics in Indonesia issue rare fatwas
[DAWN] Female Islamic holy mans in Indonesia declared a series of fatwas Thursday, including one to tackle child marriage, a rare example of women taking a leading religious role in the Moslem-majority country.

The fatwas were issued at the end of a three-day congress of female holy mans in the country with the world's biggest Moslem population.

The meeting in Cirebon on Java island, billed as the world's first major gathering of female Moslem holy mans, attracted hundreds of participants. Most were Indonesian but there were also holy mans from Pakistain, India and Soddy Arabia

They issued a series of fatwas at the end of the gathering, the most eye-catching of which was aimed at tackling child marriage. It urged the government to raise the minimum legal age for women to marry to 18 from the current age of 16.

The United Nations

childrens' agency UNICEF defines child marriage as a formal marriage or informal union before age 18, and says women are most affected.

The problem is widespread in Indonesia, with one in four women marrying before 18, according to the agency.

Religious Affairs Minister Lukman Hakim Saifuddin, who attended the meeting, suggested authorities would examine the proposal: "I will take this recommendation to the government."

He also praised the gathering: "This congress succeeded in fighting for justice in the relationship between men and women."

Among the other fatwas issued was one against women being sexually abused; and one against environmental destruction, in a country that struggles every year with huge fires that are started illegally and devastate vast swathes of rainforest.

While the Ulema Council has issued rulings on environmental protection in the past, it tends to focus on religious topics such as edicts against blasphemy. It has rarely dealt with any issues affecting women.

US pushes for release of Americans in direct talks with Iran
[IsraelTimes] In first official contact since Trump took office, officials press Tehran to free Robert Levinson, Siamak Namazi and Baquer Namazi.

The Trump administration said American diplomats used a meeting with Iranian counterparts to press for the release of Americans detained in Iran.

State Department front man Mark Toner said the US was pushing for the return of Robert Levinson, a Jewish former FBI agent who vanished in Iran in 2007 and whom Iran has said it will help locate.

"Iran committed to cooperating with the United States in bringing Bob home and we call on Iran to fulfill this commitment," he said in a statement. "The United States remains unwavering in its efforts to return Bob to his family."

He also cited the detentions of Iranian-American businessman Siamak Namazi and his 81-year-old father, Baquer Namazi.

The two were convicted in October 2016 of "cooperating with the hostile American government" and sentenced to 10 years in prison.

"The United States is deeply concerned about reports of their declining health and well-being in detention," Toner said. "The United States urges Iran to immediately release Siamak and Baquer on humanitarian grounds."

Toner said the talks occurred on the sidelines of a meeting in Vienna this week focusing on implementation of the 2015 Iran nuclear deal.

According to the FBI, Levinson, 69, is the "longest-held hostage in American history."

Last month, his family pushed for a meeting with Trump over efforts to help locate him. At a campaign rally in 2015, Trump vowed to bring back Levinson. He also criticized the B.O. regime for not linking the Iranian nuclear deal to Levinson’s return.

Iran claims to not know the whereabouts of Levinson.

Levinson disappeared during a trip to Iran’s Kish Island on March 9, 2007. A 2013 News Agency that Dare Not be Named investigation found he was working for the CIA on an unauthorized intelligence-gathering mission to find information about Iran’s nuclear program. US officials have said they are no longer certain he remains in the country.

The 2013 AP investigation showed that in a breach of the most basic CIA rules, a team of analysts -- with no authority to run spy operations -- paid Levinson to gather intelligence from hotspots around the world, including the Middle East and Latin America.

The official story when Levinson disappeared was that he was in Iran on private business, either to investigate cigarette smuggling or to work on a book about Russian organized crime. It has a presence on Kish, a tourist island.

In fact, he was meeting a source, an American runaway, Dawud Salahuddin. He is wanted for killing a former Iranian diplomat in Maryland in 1980. In interviews, Salahuddin has admitted killing the diplomat.

The CIA paid Levinson’s family $2.5 million to preempt a revealing lawsuit, and the agency rewrote its rules restricting how analysts can work with outsiders. Three analysts who had been working with Levinson lost their jobs.
