Boy beaten to death by teacher died of bleeding in brain
[Straits Times] THE seven-year-old boy, who was allegedly beaten to death by a religious school teacher, died of brain haemorrhage.

Perlis CID chief Supt Mohd Nashir Ya said a post-mortem showed that the boy could have been held by the neck, depriving the brain of oxygen, and this, in turn, caused the haemorrhage.

Saiful Syazani Saiful Sopfidee died after he was allegedly tied up and repeatedly assaulted for two hours by a teacher at a religious school in Jejawi, Arau near here on Thursday night. The boy, who was admitted to the Sultanah Bahiyah Hospital in Alor Setar with multiple head injuries on Friday, died on Sunday.

Supt Mohd Nashir told a presser on Tuesday that investigations into the incident had been completed and the case would be forwarded to the state deputy public prosecutor's office for further action. 'We have also extended the remand of the 26-year-old teacher, tossed in the calaboose in connection with the incident, until April 11 for further questioning.'

state PAS commissioner Hashim Jasin apologised over Saiful Syazani's death as the school was under the party's administration.

'We are shocked over the incident as this is the first time that such a thing had occurred in the party's 25-year history of managing such schools in the state. The party hopes that the case will be thoroughly investigated to ensure that justice is served,' he said in a press statement.

EU says ready to help rebuild Ivory Coast
STRASBOURG -- The European Union said Wednesday it was ready to help rebuild the Ivory Coast's battered economy and institutions amid a bitter conflict between two rival leaders.
"We need more white Land Cruisers!"
"We are ready to consider a series of measures, to present a financial and institutional package" for the country when the situation stabilises, Hungary's minister of state for foreign affairs Zsolt Nemeth told the European parliament.
The package has a nice expensing plan for all the apparatchiks to be hired...
Nemeth, whose country holds the EU's rotating presidency, was speaking on behalf of EU foreign policy chief Catherine Ashton, who was unable to attend the gathering. He did not elaborate on the planned aid package.
Everyone there knew what he meant...

Gbagbo on the Brink of Departure

French Foreign Minister Alain Juppe has told the National Assembly in Gay Paree that Gbagbo is on the verge of leaving power.

Three generals of Gbagbo are discussing terms for his surrender to guarantee safety. Gbagbo's military and civilian aides are deserting him, according to the UN.

After supporters of the UN-recognised Quattara intensified attacks in Abidjan, Gbagbo finally got besieged in his residence where he has reportedly took shelter in the basement with his family.

A front man to Gbagbo has also confirmed that there were direct talks based on African Union Recommendation that says Quattara is the President.

While surrender talks are continuing, the commander of pro-Quattara forcs has already claimed victory.

US President Barack B.O. Obama has condemned the violence in a statement and urged Gbagbo to stand down in order to prevent more bloodshed.

Laurent Gbagbo compteted Assalane Quattara in the elections held in November, but after the electoral commission announced Quattara as the winner, Gbagbo refused to cede power and claimed that he was the winner.

The UN also recognised Quattara as the President of Ivory Coast, but Gbagbo defied to step down.

More than 15,000 people are said to have bit the dust since fighting between the forces loyal to Gbagbo and Quattara broke out.

Gbagbo still holed up in Fuhrerbunker
[Ennahar] Forces loyal to Ivory Coast presidential claimant Alassane Ouattara launched a heavy attack on Wednesday on the bunker where Laurent Gbagbo

Fighting raged for a third straight day in the economic capital Abidjan as Ouattara's forces tried to unseat Gbagbo, who has refused to cede power after losing a November election to Ouattara, according to U.N.-certified results.

The source, who lives near Gbagbo's heavily defended residence in Abidjan, said fighting had died down in the afternoon and Ouattara's forces had regrouped.

"As I understand it, they tried to take Gbagbo residence this morning. The assault failed," said the source, speaking on condition of anonymity.

"They could not break through the resistance from all the heavy weapons still hidden around Gbagbo's residence. They pulled back to rethink and replan."

A spokeswoman for Ouattara denied that his forces had retreated but could not provide any details about the ongoing assault and could not say whether fighting continued.

Residents had earlier reported gunfire from heavy weapons around the residence, which is guarded by youth militias and Gbagbo's presidential guard.

"The fighting is terrible here, the kabooms are so heavy my building is shaking," resident Alfred Kouassi told Rooters.

"We can hear automatic gunfire and also the thud of heavy weapons. There's shooting all over the place. Cars are speeding in all directions and so are the fighters," he said.

He could see French tanks in the street but did not know whether they were taking part in the offensive.

The French military said their troops were not involved in the attack, unlike earlier in the week when French and U.N. helicopter Arclight airstrikes backed the rebels' advance into Abidjan.

The fighting resumed early on Wednesday after negotiations led by the United Nations

"The negotiations which were carried out for hours yesterday between the entourage of Laurent Gbagbo and Ivorian authorities have failed because of Gbagbo's intransigence," Juppe told parliament in Gay Paree.

He had earlier said Gbagbo had "no future" and that it was "absurd" for him to hang on.

The former colonial power in Ivory Coast, La Belle France has taken a leading role in talks to persuade Gbagbo to hand over to Ouattara and end a four-month standoff over the contested election in November.

Costa Rica's move angers Nicaragua
[Iran Press TV] The Border clash between Nicaragua and Costa Rica has flared up as the latter announced plans to bring foreign experts to visit the disputed border area.

Nicaraguan Army Chief Julio Aviles said Costa Rican authorities have announced plans to bring in representatives from the Ramsar Convention on Wetlands to verify environmental damages done by Nicaragua.

He said the move was an act of "systematic provocation" and said the Costa Rican side continues to show a "provocative attitude" toward Nicaragua, The People Daily reported on Wednesday.
How does a country without an army engage in "systematic provocations" against a country that does? And why?
Costa Rican authorities have announced plans on Tuesday to send a government commission along with the international representatives to the disputed zone.

The International Court of Justice ruled last month that Costa Rican environmental agents were allowed to travel to the disputed area, but only after discussing it with Managua.

The dispute is over a parcel of land on the Atlantic coast, along the San Juan River, known as Calero Island. Both sides claim ownership of the island. It escalated when the Nicaraguan government sent about 50 troops to the island.

Musician elected new Haiti leader
[The Nation (Nairobi)] Michel Martelly, a carnival singer with a colourful past who seized the mantle of change, is Haiti's new president after storming to a landslide victory, preliminary results showed.

The 50-year-old faces the huge challenge of rebuilding the Caribbean nation, which was the poorest country in the Americas even before a January 2010 earthquake flattened the capital Port-au-Prince and killed more than 225,000 people.

Martelly, with 67.57 per cent of the vote, ended the dreams of former first lady Mirlande Manigat, who was vying to become Haiti's first democratically elected female leader but finished with a disappointing 31.74 per cent showing.

The results, released late Monday by the electoral commission, are not final as a period of legal complaints must be observed until April 16.

But with such a large margin, Martelly's victory seems all but assured.

His supporters engaged in peaceful celebrations on the streets of the capital's Petionville area, though the US embassy reported gunfire from the festivities and urged its citizens to "stay indoors and avoid large crowds for tonight."

Washington hailed the election results as an "important milestone" and urged Haitians to keep their demonstrations peaceful as the process moves forward.

Amazing turnaround
It was an amazing turnaround for "Sweet Micky," who was knocked out of the race in December only to be reinstated a month later after international monitors found massive fraud in favour of the ruling party candidate.

The bawdy entertainer was previously known for stripping and for ridiculing the government in satirical stage performances.

But trading skirts for tailored suits, he led a slick campaign that succeeded in capturing the imagination of Haiti's urban youth, the main voting block in a country where the average age is just 21.

Martelly has promised to tackle Haiti's institutional failings and counter its dependency on NGO handouts. He has also indicated he is eager to bring back the military, disbanded in 1995 after a history of coups and abuse.

More than 14 months after the earthquake, hundreds of thousands of survivors subsist in squalid tent cities, unemployment hovers around 50 per cent and three in four Haitians live on less than two dollars a day.

After a perpetual cycle of political upheaval and natural disaster, the country of 10 million desperately needs to build viable institutions if it is to pull significant numbers out of poverty.

The international community, which pledged some $10 billion in aid to help Haiti rebuild after the quake, has been reluctant to untie the purse strings until a peaceful transition of political power takes place.

Portugal asks EU for bailout
[Al Jazeera] Jose Socrates, the caretaker Portuguese prime minister, has announced that his debt-laden country has sent a request for financial aid to the European Commission.

Speaking in a televised address to the nation on Wednesday, Socrates termed the move "inevitable".

"I tried everying, but in conscience we have reached a moment when not taking this decision would imply risks that the country should not take," he said.

Earlier on Wednesday, Fernando Teixeira dos Santos, the finance minister, said that Portugal would need to resort to European Union mechanisms in order to avoid defaulting on its debt.

#4  His TV shows were too intense to last. Rush Limbaugh burned out on TV pretty quickly, too.

However, Beck might shoot for the best of the situation, and for a while crank out mail order DVDs once a month. He could do a quality production divided between under-reported or misreported current events and his own opinion pieces.

It would be like a video magazine, and if he kept the price low, say $5 a disk, he could bring in some serious bucks from his fan base.

Misanthrope Liberal Democrat Communist Gun-Rights Advocate Arrested For Threatening Everybody
A self-professed liberal democrat and communist was arrested this week for sending threatening letters to politicians including Maine Republican Governor Paul LePage, Wisconsin Republican Governor Scott Walker and Republican U.S. Representative Steve King of Iowa, U.S. Senators Olympia Snowe, Susan Collins, and Independent Joe Lieberman.

Authorities also found a gun and an ammunition clip in Michael Thomas' desk drawer when he was arrested Friday.

FBI Special Agent Pamela Flick testified that Thomas told her that if they had showed up later, he would have launched a shootout with police. Thomas described himself as a liberal Democrat and a communist and said he is a strong proponent of gun rights.

Singapore soldier 'remorseful' over maid backpack gaffe
A Singaporean soldier who was pictured with a maid carrying his backpack has identified himself to his commander and undergone counselling, officials say.

The soldier was "remorseful", defence official Col Desmond Tan said in a letter published in the Straits Times.

The recruit was undergoing physical training prior to basic training.

The image, which was first published on social media sites, has led to debate in Singapore on whether conscripts and their training are tough enough.
'It was wrong'

The photograph showed the soldier in fatigues on a path with his maid following behind carrying his military field-pack on her back.

"The serviceman concerned has identified himself to his commander," said Col Tan.

"The recruit is remorseful for his actions and realises that it was wrong for him to have allowed this," he said.

"He has been counselled and continues his training. The SAF (Singapore Armed Forces) has reminded all servicemen to be mindful of their conduct in public."

#1  Having rather more experience of Singaporean maids than most here.

I'd guess the maid just picked it because she saw it as her job, and the soldier was used to the maid carrying his school backpack since he was small.

Police raid Lebanese prison to halt riot; 2 dead
[Asharq al-Aswat] Security forces have stormed the country's largest prison to halt a riot by inmates, and two prisoners died, security officials said Wednesday.

The officials said one of the inmates was killed when a stun grenade he grabbed from a police officer detonated in his hand. The other died of a heart attack during the raid late Tuesday at the Roumieh prison east of Beirut, they said.

Caretaker Prime Minister Saad Hariri
Second son of Rafik Hariri, the Leb PM who was assassinated in 2005. He has was prime minister in his own right from 2009 through early 2011. He was born in Riyadh to an Iraqi mother and graduated from Georgetown University. He managed his father's business interests in Riyadh until his father's liquidation. When his father died he inherited a fortune of some $4.1 billion, which won't do him much good if Hizbullah has him bumped off, too.
discussed the situation in Roumieh with Cabinet ministers and judicial officials on Wednesday, according to a government statement. They decided to work on improving living and security conditions in the prison.

Angry relatives briefly closed the main road leading to the prison Wednesday and threw rocks and bottles at riot police positioned at the main gate of the prison. There were no injuries.

The rioting started on Saturday by prisoners demanding improved conditions. They took three guards hostage and set a fire inside one of the buildings.

The raid late Tuesday freed the three guards. At least six inmates were maimed.

The officials said the riot was over and police were in control of the prison Wednesday. They spoke on condition of anonymity in line with regulations.

Interior Minister Ziad Baroud said Roumieh was built to take 1,050 prisoners but currently houses 3,700. He said that out of the total, only 721 have been convicted, while the rest are either awaiting trial or are now on trial.
