San Francisco Sheriff Who Defended Sanctuary City Status Defeated In a Landslide

Afghanistan
Kabul bomb attack targeting Nato convoy kills eight
[BBC] A suicide attack on a convoy belonging to the Nato mission in Afghanistan has killed at least eight people in Kabul, officials say.

The victims were all civilians, a government spokesman said. About 25 other people were injured, including three US service members.

The attack on the group of military vehicles happened next to the US embassy during the morning rush hour.
So-called Islamic State (IS) said it was behind the attack.
The group has been in Afghanistan since 2015 and has claimed several attacks in the country recently.

Two of the vehicles were badly damaged, along with several other passing cars, AFP reports. Windows were shattered up to several hundred metres away from the scene.

-Short Attention Span Theater-
Time to ban Pit Bulls in the USA
[American Thinker] A short time ago, a well-meaning but foolish young couple in my town adopted a "rescue" dog from New Jersey. It was a heavy (60-80 lbs) two-year-old Pit Bull. Scary, but they had attended several training sessions learning how to bond with the animal and overcame their fright by telling themselves they were doing a good thing.

By "rescuing" it.

I suspect that the dog needed to be "rescued" because it had previously attacked people and so was in danger of being put down, but I don't know that. Regardless, this couple seemed not to have even inquired; instead, they completed their final bonding session and took him home. But from the first night alone with the animal, they were terrified by its foreboding presence. The thing seemed to stalking them from room to room inside their home.

Beyond frantic, the couple called the woman at the private shelter who had managed the adoption and asked her to take the dog back. She refused and instead offered them some advice about how to break through and made contact with the dog's inner happy puppy.

Well, that night, the Pit Bull did some breaking through on his own and severely mauled the man, who, without the timely arrival of deputy sheriffs and the local Fire Department, would have died a horrible death.

Just another Pit Bull story. My wife was severely bitten in the face by a Pit Bull while sitting at a client's kitchen table. Her offense? She made eye contact with the thing. My grandson was attacked and was luckily wearing clothing heavy enough to prevent injury before the Pit Bull was taken off him. A renter in a building next door would let his Pit Bull get out from time to time, and the thing would run onto my property, anxious to kill my Golden Retriever, Sparky, the friendliest dog in the world. Tired of talking to the local dog warden about the threat, I shot the Pit Bull in the butt with a .410 shotgun ‐ my mistake being that it wasn't a 12-gauge, because the thing managed to run off.

My experiences are all of a piece with the spread of these "pets."

#1  Pit bulls are a menace, I have had put down a couple of them for killing cattle, had 3 170 lbs calves killed in one night alone, owners refused to take responsibility for their animals.

#3  The big problem is of course is the owners. Pit Bulls along with certain other breeds seem to attract a certain type of owner. You know the type. The guy who wants the meanest nastiest dog he can get and trains the dog to be that. That said the Pit has a structual problem in its jaws from what I understand that do not allow it to open its jaws once it starts the bite. It must close them to open them. To the best of my knowledge own one and your home owners insurance takes a big hit

I call that "culpable ignorance". Some dog lovers set up these situations by their stupidity & then act oh so innocent after the disaster that anyone with common sense could have foreseen.
I have cared for many dog bite victims in the ER, none from pit bull attacks. The last words the victims usually heard before the teeth set in were most often "s/he won't bite". Then s/he DID bite.

#7  #3 The big problem is of course is the owners.

I've met some pit bulls that are sweethearts. If they are used to guard crack or dope houses, usually the pit bulls are not too friendly; the owners are not either.

There was a vid on Rantburg a few years ago back where a couple of pit bulls destroyed the front end of a Ford--chewed it off.

#8  Oh Jesus Christ. The vicious dog doesn't bite you because it knows you! For fucks sake! It's these other people it doesn't know, those are the ones it's going to bite!

Of course he's the most gentle dog because you are the people he knows. The rest of us aren't safe. Pit bulls are dogs specifically bred for fighting. Now that we don't have dog fighting any more outside of Mexico, pit bulls can be safely retired as a distinct breed.

#20  ... other than Rots and those equally horrible large Mastiffs ....

Had a few Rotties including a couple of allegedly problem dogs from a rescue. Great companions every one. The rescues took a little work but nothing unusual, just socialization and being trained that they're not the alpha.

Handling & training Rotties, Pit Bulls, Mastiffs or other large dogs is no different than training Jack Russells, Chihuahuas, Dachshunds or the like. Given the same traning (dog & owner) the former group are usually less likely to bite than the latter. But as per usual a few bad owners ruin it for the rest of us who are responsible.

That's a bullshit logic train. "Less likely to bite" isn't the issue. Disfigurement and/or death when biting is.

Temperament is about 75% inherited genetically. Most of the rest is due to experience up through 12 weeks of age. In nature that would be the litter and the mother interacting.

Training affects behavior at the margins, not at the core, in dogs.

'Disgusting' and 'extraordinary' scenes as Chinese delegation shouts down Auzzie welcome Cememony
[Sydney Herald] Participants at an intergovernmental meeting hosted by Australian foreign minister Julie Bishop in Perth have described "disgusting" and "extraordinary" scenes as the Chinese government delegation shouted over the welcome to country ceremony and forced the suspension of proceedings.

A Taiwanese delegation was later ejected from the Kimberley Process meeting at the behest of the Chinese delegates who objected to their attendance.

The Department of Foreign Affairs and Trade confirmed it had raised concerns over the incident with the Chinese ambassador.

Participants at the Kimberley Process intersessional meeting have described extraordinary scenes as the Chinese delegation noisily disrupted the official Indigenous welcome ceremony and forced the suspension of at least one other session on Monday.

#6  A few years ago, I had occasion to brief a delegation of approximately 45 Chinese mid-level emergency management and law enforcement officials at a state homeland security/emergency management agency. The presentation was on structure and information analysis systems, and about 15 minutes into it I had to stop because of the loud cross-talk, chatting and obviously sarcastic comments they made as I was speaking. When their senior leader noted my pause, after a few minutes he stood up and said something, after which there was utter silence and rapt attention. They were arrogant, dismissive and haughty, but repeatedly wanted to use our computer systems to "check email" yet it seemed a thumbdrive was always planned. We refused every attempt, which cause them to comment on our lack of "courtesy". Their arrogance and contempt was palpable. SO this doesn't surprise me, the mask is less and less worn.....

Syria-Lebanon-Iran
Iran Using U.S. Cash to Fund Unprecedented, Massive Military Buildup
[Free Beacon] Iran is using the billions in cash resources provided under the landmark nuclear deal to engage in an unprecedented military buildup meant to transform the Islamic Republic's fighting force into an "offensive" juggernaut, according to a largely unreported announcement by Iranian military leaders that has sparked concern among U.S. national security insiders and sources on Capitol Hill.

Iranian officials announced late last month that Iran's defense budget had increased by 145 percent under President Hassan Rouhani and that the military is moving forward with a massive restructuring effort aimed at making it "a forward moving force," according to regional reports.

Iranian leaders have stated since the Iran deal was enacted that they are using the massive amounts of cash released under the agreement to fund the purchase of new military equipment and other armaments. Iran also has pursued multi-million dollar arms deals with Russia since economic sanctions were nixed as part of the deal.

Leading members of Congress and U.S. officials working on the Iran portfolio suspect that at least a portion of the Obama administration's $1.7 billion cash payment to Iran has been used to fund and support terrorists in the Middle East.

The latest disclosure about Iran's military buildup is further fueling concerns that U.S. cash assets returned to the country--which were released with no strings attached by the Obama administration--are helping Iran pursue a more aggressive military stance against U.S. forces in the region.

US Commandos Set to Counter North Korean Nuclear Sites
[Free Beacon] U.S. special operations forces are set to conduct operations against North Korean nuclear, missile, and other weapons of mass destruction sites in any future conflict, the commander of Special Operations Command told Congress Tuesday.

Army Gen. Raymond A. Thomas stated in testimony to a House subcommittee that Army, Navy, and Air Force commandos are based both permanently and in rotations on the Korean peninsula in case conflict breaks out.

The special operations training and preparation is a warfighting priority, Thomas said in prepared testimony. There are currently around 8,000 special operations troops deployed in more than 80 countries.

"We are actively pursuing a training path to ensure readiness for the entire range of contingency operations in which [special operations forces], to include our exquisite [countering weapons of mass destruction] capabilities, may play a critical role," he told the subcommittee on emerging threats.

#8  All of the non-stealth aircraft carrying MOABs will be met by NK MIGs. A large number of undetected stealth Raptor F22s and F35s would have to pick off the intercepting Migs. If Puddgy sees his air power being decimated, either with intercepts or all out airfield Tomahawk strikes like at the Syrian airfield recently, the young guy may go all out phsyco and order a major South Korean strike killing many civilians or a full SK invasion, a goal of his anyway. He is a lune who killed his half brother to maintain power and maybe his own father to assume power with VX nerve agent. He, his assassins and his methods are outside the box and purposely unpredictable and well planned.

His goal is to annex South Korea, even of he has to threaten the US with nukes to do it. That threat needs to be eliminated and then he needs to be weakened or taken out without collateral damage.

[Rush Limbaugh Show] RUSH: We welcome back to the program the vice president of the United States, Mike Pence. Welcome back, sir. Great to have you here with us today.

THE VICE PRESIDENT: Rush Limbaugh, it is an honor to be with you always. Thanks for having me on.

RUSH: If this is what happens, Mr. Vice President, why vote Republican? What is the point of voting Republican if the Democrats are gonna continue to win practically 95% of their objectives, such as in this last budget deal?

THE VICE PRESIDENT: Well, look, respectfully, Rush, I actually think this was, as the president said a little a while ago, I think this was actually a clear win for the American people. Look, you’ve had Washington, D.C., that has been, you know, paralyzed by gridlock and partisan infighting for many years, and in this new president you have someone who was able to bring people together and make a $21 billion increase in defense spending at a time of great challenge for America’s interests around the world. And that’s a -- you know, he spoke about that today, surrounded by a lot of great members of the United States Air Force. And it was also a piece for years, Democrats in Washington insisted that any increase in defense spending would be matched with an increase in domestic spending.
Lengthy interview.

Afghanistan
How The IED Won : Dispelling the Myth of Tactical Success and Innovation
Excerpt: [War On The Rocks] No other weapon shaped the battlefields in Iraq and Afghanistan like the IED. It required that troops charged with enhancing population security confine themselves to massive, armored vehicles and travel at high rates of speed or plow through farmers’ fields to avoid roads entirely. It slowed dismounted troops forced to sweep with metal detectors and divert around empty intersections. It partitioned Baghdad with 12-foot high concrete walls and caused a fertilizer shortage for farmers in Afghanistan. It was the only insurgent weapon that could cause mass civilian casualties, undermining local governance, the credibility of counter-insurgent efforts, and ensuring a steady stream of atrocities -- of the horrors of intervention -- could be broadcast globally.

Whether you measure in blood or treasure, the IED also proved the costliest feature of the wars in Iraq and Afghanistan for American forces. 60 percent of all American fatalities in Iraq and half of all American fatalities in Afghanistan, more than 3,500 in total, were caused by IEDs. The same proportion holds for Americans who were wounded, totaling more than 30,000 service members. When history looks back on these wars, the dominant images will be of the aftermath of these improvised bombs, of their devastating effects on a Baghdad market or of veteran and Afghan amputees.

#2  Mines and booby traps are always going to be some of the deadliest things an insurgent army can use.

That said, there are ways to get around them, if you don't mind getting rid of half the country side. In WWII we simply blew up a lot of the minefields with artillery and damn the villages near them. We didn't have that strategy in the boxes as we were trying to "save" the country and win hearts and minds.

'Muslim village' to fine cow killers, reward informers
[Times of India] AGRA: The panchayat of Mathura's Muslim dominated Madora village has decided to impose a hefty penalty of Rs 2.5 lakh on anyone found indulging in cow slaughter. The decision was announced on Tuesday by former village pradhan Mohd. Gaffar, who said that the Muslim community supports chief minister Yogi Adityanath in his campaign against cow slaughter.

"We, too, respect the cow and will not allow its killing," Gaffar said. "Those who provide information about cow slaughter will get Rs 51,000." [$816. USD]

Gaffar claimed that Muslims respect the cow and that they have decided to hand over bovine killers to police. "We will also socially boycott them. In case a person is not able to pay the fine, the money will be recovered from his property," he said.

Harvard ditches late fees for overdue books because they cause ‘stress' to students
[Harvard Crimson] Harvard libraries will no longer charge 50 cent per day fees on overdue books.

The change, one of several detailed in a post on the Harvard Library system’s website, went into effect on April 1. Though standard fees have been eliminated, fees for overdue recalled material have been raised from two dollars a day to three dollars a day, with a 45 dollar maximum.

"The goals of these changes are to improve the student experience and embrace a ’One Harvard’ approach for borrowing material across Harvard Library," wrote Steven Beardsley, Harvard's associate director for access services administrative operations and special projects, in an email.

Harvard's libraries eliminated standard fees and raised fees for overdue recalled material from two dollars a day to three dollars a day.

"We have witnessed firsthand the stress that overdue fines can cause for students," Beardsley continued. "Eliminating standard overdue fines and standardizing loan periods across Harvard’s libraries should help students focus on their scholarship, rather than worrying about renewing library books every 28 days in order to avoid fines."

Caribbean-Latin America
As Maduro calls for new constitution, Venezuela veers once again toward political chaos
[LAT] Already reeling from massive antigovernment marches in recent weeks, Venezuela is bracing for more demonstrations Wednesday as increasingly vocal activists protest the surprise plan by President Nicolas Maduro to draft a new constitution. Opposition leaders condemned the proposal as an antidemocratic move that will only aggravate the country’s ongoing political crisis.

Maduro critics expressed their outrage at the plan at a time when his government has curtailed the powers of the opposition-controlled National Assembly and indefinitely postponed elections of governors and mayors.

Henrique Capriles, an opposition leader and governor of Miranda state, said at a news conference Tuesday that the Maduro plan was a “constitutional fraud” and a “mechanism to do away once and for all with the National Assembly.” He called on supporters to go to the streets Wednesday to voice their opposition to the plan.

Late Monday, opposition Assemblyman Julio Borges, who heads an alliance of opposition parties, said the aim of the new constitutional assembly would be to “dissolve democracy and the republic…. It’s a swindle designed to fool the people.”

The United States and countries throughout Latin America have denounced the Maduro government in recent weeks. In response Venezuela has threatened to withdraw from the Organization of American States.

On Tuesday, Michael Fitzpatrick, the State Department deputy assistant secretary for the Western Hemisphere, told reporters in Washington that the U.S. will talk to other countries in the region to consider imposing new sanctions on Venezuela in light of Maduro’s recent crackdown on dissent.

Maduro’s approval rating has plummeted to 21%, according to a recent poll by Datincorp, a political consulting agency, as even past supporters grow weary of food shortages, violent crime and a collapsed economy.

“The current constitution is a nothing but an obstacle for the new radical phase of the ‘revolution,’” said Datincorp analyst Jesus Seguias in a text to the Los Angeles Times on Tuesday. “From here on out, the socialist plan of [the Maduro government] is possible only in a dictatorship.”

In a televised speech Monday night, Maduro said half of the constitutional assembly’s delegates would come from groups representing “the working-class base, the communes, the social movements, handicapped groups, retirees, indigenous, students and youth.” The remaining 250 delegates would be elected by Venezuelan voters at large.

Capriles, who urged Maduro opponents to boycott such an election, said voting for “all delegates to such an assembly has to be direct, universal and secret.”

Luis Salamanca, political science professor at Central University of Venezuela in Caracas , said Maduro’s plan is a political calculation, not a constitutional one.

“Maduro is looking for a way to avoid elections that should be held soon: governors and mayors this year and presidential elections in 2018, and to preserve his power without them,” Salamanca said.

Salamanca added that another reason for the new constitution would likely be “to take the National Assembly out of play and create a communal parliament so that Maduro could assume absolute powers, like a monarch, liquidating the republic.”

Iraq
Mosul Offensive News

ISIS site Kommander dies in Tal Afar

Mosul (IraqiNews.com) Islamic State militant in charge of one of the group’s defense lines was killed by a sniper in the vicinity of Tal Afar town, west of Mosul, a local source in Nineveh province said.

Speaking to AlSumaria News on Tuesday, the source said, “IS official, called Abu Yusuf, in charge of one of the group’s important defense lines in the vicinity of Tal Afar, west of Mosul, was killed by a sniper shot coming from the side of a checkpoint of the paramilitary troops.”

“Abu Yusuf is one of the main leaders of IS in Tal Afar. He was nominated for the position of the military emir,” the source, who preferred anonymity, added.

Tal Afar is one of the important strongholds still held by IS in Nineveh.

The group has sustained severe losses in personnel and ground since an offensive was launched in mid October to retake Mosul, the second-largest Iraqi city and the militants’ last urban stronghold in the country.

The number of Islamic State fighters remaining in Mosul are estimated by Iraqi troops at 200 to 300, mostly foreigners, down from nearly 6,000 when the offensive started.

Eastern Mosul was recaptured from IS in January, after a US-backed offensive was launched in October. A new offensive started in February to retake the west.

30 ISIS troops die at Halila village

Mosul (IraqiNews.com) Islamic State members were killed as Iraqi troops targeted regions held by the militants in the west of Mosul, according to the army’s elite Counter Terrorism Service (CTS).

“CTS and Rapid Response troops arrived at Halila village and began targeting IS militants in districts of 17 Tamuz, Mesherfa, al-Najjar and al-Refaie, in western Mosul,” Ali Mohsen, of the army, told BasNews on Tuesday.

“More than 30 militants were killed, arms and stores of weapons were destroyed,” he added.

Security forces were able to gain control on wide parts in al-Zanjili district, Mohsen said in previous statements on Monday.

Islamic State is claimed to be in control of nearly 30 percent of territory in western Mosul, according to Iraqi generals.

The number of IS fighters remaining in Mosul are estimated by Iraqi troops at 200 to 300, mostly foreigners, down from nearly 6,000 when the offensive started.

Over four million persons were displaced inside the country since emergence of IS in 2014.

Iraqi troops, backed by U.S.-led coalition and paramilitary troops, took over eastern Mosul from Islamic State in January, after three months of battles. A new offensive was launched in February to retake the western side.

Afghan woman killed by fellow asylum seeker in Germany
[Khaama (Afghanistan)] An Afghan woman has reportedly been stabbed to death by a fellow asylum seeker from Afghanistan, apparently due to religious rift as the victim was seen by the assailant attending a Church service.

According to the sources quoted by the local news outlet, Bild, the victim was believed to be about 38-year-old and was killed by the fellow asylum seeker in Bavaria of Germany.

The identity of the victim has not been disclosed by the authorities in Germany so far but relatives of the victim have said she was singled out by the assailant and killed with the knife.

The assailant has reportedly been tossed in the clink
... anything you say can and will be used against you, whether you say it or not...
as the authorities are saying that an investigation is underway to ascertain the motives behind the murder.

This comes as the authorities in Germany are concerned that numerous religious bandidos turbans including members of the Taliban

Lightning strike kills 32 cows near Cabool
[NEWS-LEADER] As he does every morning, Texas County dairy farmer Jared Blackwelder started milking his cows around 4 a.m. Saturday. He finished up just before daylight and headed back to the barn. He was about to lock the gate when lightning struck hard and close.
Cow week at Rantburg!
"It was so bright I couldn't hardly see," he said. "It just brought fire down the fences."

Later in the day when it was time to milk again, Blackwelder returned to the field and found 32 of his certified organic cows dead.

A veterinarian confirmed the cows had been struck by lightning. Blackwelder suspects it was that same lightning strike that sent fire along his fences.

"I went down over the hill and seen them laying there," an emotional Blackwelder said. "They were just piled on top of each other. They were huddled up, trying to get out of rain.

Mob in India lynches two Muslims over suspected cow theft
More cows.
[Dhaka Tribune] A mob in India beat to death two Moslems who were accused of trying to steal cows for slaughter, police said on Monday, the latest incident in a surge of violence blamed on hardline Hindu groups.

Some Hindu groups are demanding a ban on the slaughter of cows, which many Hindus regard as sacred.

Activists have been making their demands more vociferously since Prime Minister Narendra Modi, of the Hindu-nationalist Bharatiya Janata Party, came to power in 2014.

Police said the latest attack happened on Sunday in a village in the northeastern state of Assam.

About 20 people attacked the two Moslem youths, beating them with sticks, after they were accused of plotting to steal cows.

"When the first police team reached the spot we found the two youths at death's door after being severely beaten," district police chief Debaraj Upadhay told Rooters by telephone.

Some television pictures showed the two victims with their hands tied.

The parents of one of the youths had lodged a complaint and police were investigating. No arrests had been made, Upadhay said.

Pakistani, Indian DGMOs make hotline contact after soldiers killed across border
[DAWN] Local commanders of the Pak and Indian armies made hotline contact on Monday night in the Rawalakot-Poonch sector along the Line of Control (LoC) in the wake of Indian allegations that Pak troops had killed and mutilated the bodies of two Indian soldiers.

A day earlier, the Indian army had alleged that Pak forces fired rockets and mortar bombs at two Indian posts across the LoC and mutilated the bodies of two soldiers on patrol. The allegation was strongly refuted by the Pakistain Army.

According to a statement by Inter-Services Public Relations (ISPR), Pakistain Army’s media affairs wing, the Pak local commander had told his Indian counterpart that there had been no ceasefire violation or crossing of the LoC by Pak troops from the Pakistain side of the border, so the mutilation of the bodies of Indian soldiers was not possible.

"Indian authorities were (also) told that there is unnecessary media hype following the allegations, and that Pakistain remains fully committed to maintain[ing] peace and tranquillity along the LoC and expects the same from the [Indian] side," the ISPR statement added.

The ISPR said the Pak commander expressed hope that prudence would be exercised across the divide and no steps would be taken that may affect peace along the LoC and lead to a worsening of the environment.

Erdogan threatens to say ‘goodbye’ to EU as official warns Turkey won’t be joining bloc
[RT] The Sick Man of Europe Turkey
...the only place on the face of the earth that misses the Ottoman Empire....
will say goodbye to the EU if it refuses to "open new chapters" on its accession into the bloc, President Erdogan has stated. It comes after an EU commissioner said Ankara’s actions and policies have made it impossible to meet EU criteria to join.

"From now on there is no option other than opening the chapters you have not yet opened. If you do not open [them], goodbye," Turkish President Sultan Recep Tayyip Erdogan the First
... Turkey's version of Mohammed Morsi but they voted him back in so they deserve him...
said at a Tuesday ceremony to mark his return to the ruling AK Party, as quoted by Rooters.

His comments came after European Commissioner Johannes Hahn, who oversees EU membership bids, told Rooters that Turkey’s limits on press freedom, mass jailing, and diminishing civil rights have made it almost impossible for Turkey to meet EU joining criteria.

Hahn said on Tuesday that EU rules are "not negotiable," and that the bloc will not put aside the "human rights
...which are often intentionally defined so widely as to be meaningless...
situation" in discussions with Ankara.

"Everybody’s clear that, currently at least, Turkey is moving away from a European perspective," Hahn said.

"There is no version of Turkish democracy. There is only democracy. Turkish people have the same rights to live in freedom as Europeans do."

He stated that the focus of the relationship between the bloc and Ankara "has to be something else... we have to see what could be done in the future, to see if we can restart some kind of cooperation."

[RT] Saudi Aramco has become a 100-percent owner of Port Arthur, an oil refinery in Texas. Port Arthur has a capacity of 600,000 barrels per day, making it the biggest in North America.

The kingdom’s national oil company previously owned 50 percent in the refinery before acquiring the full stake from Royal Dutch Shell on Monday. Complicated relations between the companies forced them to separate their assets. On Monday, Shell announced the divorce was complete.

Saudis also acquired 24 distribution terminals, Aramco said in a statement. The Saudi firm also got the exclusive right to sell Shell-branded gasoline and diesel in Georgia, North Carolina, South Carolina, Virginia, Maryland, Washington DC, the eastern half of Texas, and the majority of Florida.
In about five years, last I heard, the Saudis will have spent down their liquid assets; at that point liquidating their foreign holdings will look very attractive.

Details emerge of reported Serraj-Hafter agreement
[Libya Herald] Although there has been no official statement so far on today’s talks in Abu Dhabi between Presidency Council head Fayez Serraj and Field Marshal Khalifa Haftar, unconfirmed reports say that a number of points were agreed. These include reducing the Presidency Council to three rather than nine members, the fight against terrorism and the classifying of a number of organisations as terrorists, the removal of controversial supplementary Clause 8 of the Libyan Political Agreement, and fresh parliamentary and presidential elections within six months of an agreement being reached.

Other items agreed are said to be:
  • The formation of a new presidency council to comprise a president plus the head of the House of Representatives and the general commander of the Libyan armed forces;

  • No foreign interference in army and security affairs;

  • The dissolution of militias and armed groups;

  • Compliance with all Libyan judicial decisions; and

  • Rejecting the settlement of migrants in Libya.
Hafter and Serraj are also said to have agreed to set up working group to prepare a formal agreement. It is also reported that they will have another meeting to continue their discussions next week in Cairo and that it will be attended by Egyptian President Egyptian President Abdel-Fattah El-Sisi. Sisi was to have attend the talks that the two were supposed to have in the Egyptian capital in February but which failed to take place when Hafter refused to meet Serraj.

There is no news as to whether the LNA will call a new ceasefire in the south.

The decision on fighting terrorism may prove thorny if, as reported, it has been agreed that the Benghazi Revolutionaries’ Shoura Council (BRSC) and the Benghazi Defence Brigades are to be classified as terrorists because of their ties to Al-Qaeda via Ansar Al-Sharia, itself part of the BRSC. This will almost certainly be rejected by a number of Misratan groups as well as those allied to the grand mufti, Sheikh Sadek al-Ghariani.

India's proposal for bilateral dialogue on Kashmir has no credibility: Aziz
[DAWN] Adviser to the Prime Minister on Foreign Affairs Sartaj PrunefaceAziz
...Adviser to Pak Prime Minister Nawaz Sharif on National Security and Foreign Affairs, who believes in good jihadis and bad jihadis as a matter of national policy...
on Tuesday dismissed India's proposal to resolve the Kashmire dispute bilaterally with Pakistain, saying that New Delhi had "scuttled all opportunities for meaningful dialogue" over the past two decades, according to a statement issued by the Foreign Office (FO).

Aziz's statements come on the back of Delhi's rejection of an offer extended by Turkish President Sultan Recep Tayyip Erdogan the First

for multilateral resolution of the Kashmire dispute. India refused the proposition, insisting the matter must be resolved bilaterally through talks between Islamabad and New Delhi.

"The Indian counter-proposal that it is ready for bilateral dialogue with Pakistain is no longer credible because in the past two decades, India has scuttled all opportunities for a meaningful dialogue to resolve the Kashmire issue in accordance with the UN Security Council’s relevant Resolutions on Kashmire," the FO quoted Aziz as saying.

The adviser said Erdogan's move to "strengthen the dialogue process among the stakeholders for resolving the Kashmire issue, and his call for a multilateral approach to settle the Jammu and Kashmire dispute... must be welcomed".

Nicolás Maduro Calls for New Venezuelan Constitution
[WSJ] Venezuela President Nicolás Maduro on Monday signed an order to convene a special assembly to redraft the country’s constitution, the latest in a string of efforts to retain power in the face of mounting protests and civil unrest.

Mr. Maduro called for a vote--though it remained unclear among whom--to elect a so-called constituent assembly, which would in theory become the nation’s highest authority.

The opposition responded by pledging to intensify antigovernment demonstrations. They called on protesters to block roads beginning as early as 6 a.m. Tuesday in rejection of what they said was the leftist leader’s latest attempt to violate democratic order and avoid elections that polls show his ruling Socialist Party would overwhelmingly lose.

"Don’t let yourselves be fooled. This is a fraud, a coup d’état," said Julio Borges, who leads the country’s congress, the National Assembly.

Mr. Maduro fired back by saying, "I am no Mussolini."

"We need to transform the state, especially that rotten National Assembly over there," Mr. Maduro told red-clad supporters at a May Day rally in downtown Caracas, referring to the country’s congress.

Mr. Maduro said a constituent assembly would ease Venezuela’s crippling economic crisis, guarantee peace and beat back what he alleges are efforts to destabilize his administration, without explaining in detail how. "I don’t want a civil war," he added.

But legal experts said Mr. Maduro’s decision was a last-ditch effort to sideline his rivals who control the National Assembly. While Mr. Maduro has largely neutered the legislature by barring it from passing laws, politicians have warned international investors that any deals with the government would be illegal unless approved by congress, curtailing the cash-strapped Maduro administration’s ability to secure credit lines overseas.

US deploys Global Hawk high-altitude drone to Japanese air base ‘to monitor N. Korea’
[RT] The US has sent a high-altitude surveillance RQ-4 Global Hawk drone to Japan, marking the beginning of a five-month deployment. It is expected to monitor moves made by North Korea, according to Japanese media.

The drone landed at Yokota Air Base in western Tokyo on Monday night, after flying from Andersen Air Force Base in Guam, the Japan Times reported.

According to Japanese Defense Ministry officials, the drone can capture aerial images and electronic data from an altitude of around 50,000 feet (15,240 meters) or higher.

It will be remotely controlled from Yokota during takeoff and landing. Once it reaches a sufficient altitude, it will be controlled from the US mainland.

The arrival of the drone, which is part of the 69th Reconnaissance Group Detachment 1, marks the beginning of a five-month mission for the drone. The US military said it will remain in Tokyo until October to avoid inclement weather in Guam, including typhoons.

"This rotational deployment of the Global Hawk is temporary but necessary to provide a base from which the platform can be reliably operated during the summer," the US Pacific Command wrote in a statement last month.

It went on to state that the US "continues to deploy its most advanced capabilities to Japan, including the Global Hawk, in keeping with our commitment to further contribute to the security of Japan and to the stability of the region."

Japan’s NHK broadcaster reported that the drone is expected to monitor moves made by North Korea, including ballistic missile launches, while it is stationed in Japan.

Four other Global Hawk drones and around 105 personnel currently based at Anderson Air Force Base in Guam are also scheduled to arrive at Yokota soon, according to US Pacific Command.

Brawl breaks out in Macon church
[MACON] Chairs were toppled and punches were thrown inside Greater Bellevue Baptist Church in Macon on Monday night after a disagreement about the pastor’s future escalated in to a full-on brawl.

A Bibb County sheriff’s deputy in the church was standing by as the congregation prepared to vote on whether or not pastor David Stephens would stay, but the deputy had to call for back up when things started getting heated.

"I can’t handle this. This is church, though. They overdoing it, though," one man said on a video he took with his phone that night.

A woman came on the microphone and said, "Us not having a pastor at all, is that going to make this a better church or worser?"

"Worser!" the man taking the video said. "We want Pastor Stephens. He a big help to the community, though. They trippin.’ "

A deputy waved people away from the podium saying, "One at a time!"

"If you keep talking you won’t be able to vote," a man at the podium told about 150 people in the church. "If y’all don’t vote, y’all just don’t vote."

A little more than 20 minutes into the 35 minute video, church decorum decayed in a matter of seconds.

Young men threw punches and folks shoved each other among chairs that had been knocked over.

At the blow of a whistle, everyone left the church and the fight dissipated.

Iraq
Iraqi official dies in small arms attack in Kirkuk
Kirkuk (Reuters/IraqiNews.com) Gunmen shot dead a senior official of Iraq’s state-run North Gas Company (NGC) on Tuesday as he was heading to his office in the northern oil city of Kirkuk, police and company sources said.

Deputy NGC manager Mohammed Younis, an Iraqi Kurd, and his driver were killed instantly when assailants in a speeding car fired on their vehicle, police sources said.

No claim of responsibility for the killings has been made.

Kirkuk has a mixed population of Kurds, Turkmens and Arabs. It has been under Kurdish control since June 2014, when Islamic State overran the northwest of the country and Iraqi security forces collapsed.

The Iraqi government have been repeatedly urged to expedite security efforts to liberate regions held by Islamic State in Kirkuk, but the government is currently employing its full military power to retake Mosul, IS’s biggest stronghold in Iraq.

The Iraqi government is expected to launch an offensive to retake IS-held areas in Kirkuk once it is done with eradicating IS from Mosul, the group’s biggest bastion in Iraq.

ISIS kills 37 in Hasakah

[ARA News] The Islamic State group (ISIS) on Tuesday killed over 37 refugees in a massacre at the Rajam Sleiby border crossing in Syria’s northeastern Hasakah province, attacking it from the Iraqi side of the border, senior officials told ARA News.

Abdulkarim Omer, the head of foreign relations at the Cezire [Hasakah] Canton in Syria’s Kurdish region-Rojava, told ARA News that at least 37 civilians were killed in the ISIS-led attack.

“The Rajam Sleiby area is being used by Iraqi refugees and Deir ez-Zor IDPs to enter the Rojava territory. This morning the area was attacked by ISIS and until now 37 have been killed and dozens injured,” he said.

The IDPs and refugees were waiting to go to the refugee camp of al-Hawl, in the southeast of the Hasakah province.

The management of the camp in an interview with ARA News said that ISIS attacked the fleeing civilians from the Iraqi border and that the injured civilians were transported to the National Hospital and the Hekme Hospital Hasakah.

Medical staff at the National Hospital told ARA News that one Iraqi refugee died from his injury, and that others need several types of blood, calling on civilians to donate blood.

“We are appalled and saddened to hear of the attacks today in Hasakeh province. Rajam Sleiby is a border crossing frequently used by Iraqi and Syrian civilians seeking safety,” said Thomas Garofalo, Regional Advocacy Adviser at the International Rescue Committee.

“According to our staff several children were among the dead and the wounded are still being transported from the border directly to the hospital in al Hasakeh city,” he said.

According to Garofalo, attacks like this only serve to show just how vulnerable civilians are in this fighting.

Since October, thousands of people from Mosul have traveled west to this border crossing and to al-Hawl camp close by, often via smugglers. Syrians from Deir ez-Zor are also using this route.

Al-Hawl camp is currently host to almost 17,000 people, the majority are Iraqi refugees but more than 1,000 are Syrians displaced by the ongoing conflict.

“The international community must work to ensure all sides of the conflict are held to account for these types of attacks that stand in breach of international law,” the IRC official said.

They fling Allah around with every other sentence, but to hear the pols talk they're not really Moslems....
group attack near a refugee camp on the Syrian side of the border with Iraq, a monitor said.

"At least five suicide kaboomers blew themselves up outside and inside a camp for Iraqi refugees and displaced Syrians in Hasakeh province," Syrian Observatory for Human Rights chief Rami Abdel Rahman said.

Heavy festivities then erupted between the IS fighters and members of the Syrian Democratic Forces, an alliance of Kurdish and Arab fighters, some of whose combatants were among the dead, Abdel Rahman told AFP.

The camp lies in the Rajm al-Salibeh area just inside Syrian territory, and at least 21 of the dead were displaced Syrians or Iraqi refugees, the Observatory said.

"At least 30 people were maimed, and the corpse count may rise because some people are at death's door and others are still unaccounted for," the Britannia-based monitor said.

The US-backed SDF has captured swathes of northern Syria from IS, and in recent days overran most of the strategic Euphrates Valley town of Tabqa.

The battle for Tabqa is an important part of a broader offensive for IS's main Syrian stronghold, Raqa, downstream.
The Times of Israel adds:
A Kurdish activist says the victims are mostly women and kiddies displaced from the conflict. He spoke on condition of anonymity fearing for his safety.

International-UN-NGOs
US official raps ‘biased’ UNESCO resolution on Jerusalem
[IsraelTimes] UN mission front man says cultural agency ’too often used as a vehicle by member states inclined to deride and delegitimize the State of Israel’.

The United States rejects the "biased" and "counterproductive" UNESCO resolution passed Tuesday that suggested Israel has no sovereign claim to Jerusalem, a front man for the US Mission to the United Nations
...an organization originally established to war on dictatorships which was promptly infiltrated by dictatorships and is now held in thrall to dictatorships...
told The Times of Israel.

"Once again, the United States rejects the adoption of these anti-Israel resolutions at UNESCO," the US official said. "Like other parts of the UN system, UNESCO is too often used as a vehicle by member states inclined to deride and delegitimize the State of Israel."

The vote, which coincided with Israel’s 69th Independence Day, was passed Tuesday with 22 countries in favor, 23 abstentions, 10 opposed, and the representatives of three countries absent.

Titled "Occupied Paleostine," the resolution refers to Israel as the "occupying power" in Jerusalem -- language that indicates it has no legal or historical ties to any part of the city.

Such motions that target Israel have become routine at the UN’s cultural body in recent years.

"Although several of these anti-Israel resolutions are typically adopted biannually at UNESCO, over time they have become increasingly political in nature, and now attempt to deny the historic connections of the Jewish people to the holy sites of Jerusalem," the US official said.

"These biased resolutions are counterproductive to the core work of UNESCO, discredit the organization, and do nothing to advance Israeli-Paleostinian issues," the official added. "There is no place for them in an organization that is meant to be impartial."

The text also castigates Israel’s conduct, including for various construction projects in Jerusalem’s Old City, as well as at holy sites in the West Bank city of Hebron. It also calls for an end to Israel’s blockade of Gazoo and does not mention frequent rocket attacks emanating from the Hamas, a contraction of the Arabic words for "frothing at the mouth",-run coastal enclave.

Its wording, however, was less harsh on the topic than previous UNESCO resolutions. Unlike others, it does affirm the resonance of Jerusalem to the "three monotheistic religions."

Also unlike previous resolutions, this one does not refer to the Temple Mount only as Haram al-Sharif, or to the Western Wall Plaza only as al-Burak plaza -- the respective sites’ Moslem names. The sites are not mentioned at all.

Tuesday’s motion received less support than others critical of Israel, something the US official acknowledged. "We are encouraged by the diminishing levels of support for these resolutions, and we are grateful for those member nations who today voted against the resolution," he said.

The official would not say exactly how the US will respond.

"We are disappointed these kind of resolutions continue to receive attention in UNESCO, and we will continue to advocate for the fair treatment of Israel in all international fora," he said.

At the AIPAC conference in March, US ambassador to the United Nations Nikki Haley
...first woman to serve as Governor of South Carolina, and the second Indian-American governor in the country, after Bobby Jindal of Louisiana. At the age of 39, Haley is the youngest current governor in the U.S., a distinction formerly held by Jindal. She is a Republican, which really grates on the Dems...
gave a thunderous speech in which she vowed to tackle the Israel bias at the world body, declaring there was "a new sheriff in town."

"If you challenge us, be prepared for what you’re challenging us for, because we will respond," she exclaimed, adding that she let her colleagues in New York know "the days of Israel bashing are over."

Last Friday, all 100 US senators signed a letter to the United Nations, saying the "unacceptable" treatment of Israel at the international body must end.
From an earlier Times of Israel article on the subject:
Submitted to UNESCO’s Executive Board by Algeria, Egypt,
...currently allied with Israel against a common enemy, not a friend...
Leb, Morocco, Oman, Qatar
...an emirate on the east coast of the Arabian Peninsula. It sits on some really productive gas and oil deposits, which produces the highest per capita income in the world. They piss it all away on religion, financing the Moslem Brotherhood and several al-Qaeda affiliates...
and Sudan, the resolution on "Occupied Paleostine," which indicates that Israel has no legal or historical rights anywhere in Jerusalem, had been expected to pass, given the automatic anti-Israel majority in the 58-member body.

The 10 countries that voted against the resolution were the US, UK, Italia, the Netherlands, Lithuania, Greece, Paraguay, Ukraine, Togo, and Germany.
Update from Ynet at 12:50 p.m. EDT:
Sweden's ambassador to Israel, Carl Magnus Nesser, was summoned for a reprimand in the Foreign Ministry following the fact that Sweden was the only European country to vote in favor of the UN Security Council resolution that Israel is an occupying entity.

The affair took place in the summer of 2010 in a hotel in the Bavarian city of Halle. Nine months later the unidentified woman gave birth to a son named Joel. The woman is convinced that her mysterious companion, reportedly a male escort, is the father of her 7-year-old son.

The mother has one clue. Her companion’s first name is Michael – although that could be a fake name he gave to hide his real identity.

The woman decided to ask the hotel chain to provide Michael’s full name and address, so she could track the potential dad down and make him cough up child support.
And the court's response:
German hotel avoids liability in case of baby conceived during short stay

[DW] A court in Munich has ruled that the hotel in eastern Germany was under no obligation to divulge the identity of a man who may have impregnated a German woman during a three-night love affair.

The case was further complicated by the fact that four men stayed at the hotel during the period in question who had the first name of Michael.

The only other information the woman knew was that the room they stayed in was on the second floor, according to a court statement.

The court ruled that the hotel was correct in refusing to divulge the man's personal details under Germany's Federal Data Protection Act.

Since the woman could not describe the man in detail, it was impossible for the hotel to identify just one man, the court ruled.

Judges said the man has the right to control his own personal data, along with the right to protect his family and marriage, according to the statement. Those rights took precedence over her right to child maintenance payments, the court added.

The four men named Michael also have the right to keep their sexual relations secret, the court said.

Venezuela Constitution Call is a 'Coup', Says Brazil
[An Nahar] Brazil on Tuesday branded as a "coup" a proposal by Venezuelan President Nicolas Maduro to change the constitution without authority from the legislature.

Maduro, whose security forces are clashing daily with anti-government demonstrators at increasingly violent street protests, said the new charter would be drawn up by a specially created assembly, not by the opposition-held Congress.

"I consider the proposal... a coup," Brazilian Foreign Minister Aloysio Nunes said in a statement on Facebook. "It's another step in breaking the democratic order, which contradicts the country's own constitution."

Leftist Maduro said he was invoking his power to create a 500-member constituent assembly representing a "working class base" and local soviets councils to rewrite the constitution.

Qassem Says Palestinians Must Liberate Entire Palestine after Hamas Eases Stance
[An Nahar] Hizbullah
...Party of God, a Leb militia inspired, founded, funded and directed by Iran. Hizbullah refers to itself as The Resistance and purports to defend Leb against Israel, with whom it has started and lost one disastrous war to date, though it did claim victory...
deputy chief Sheikh Naim Qassem
... the Grand Vizier of the Hezbullies...
announced Tuesday that "any resistance not aimed at liberating Paleostine from the sea to the river cannot be of use," a day after the Paleostinian movement Hamas, a contraction of the Arabic words for "frothing at the mouth", unveiled a new policy document easing its stance on Israel after having called for years for its destruction.
Do not worry, your Rotundity, Hamas has not changed either goals or methods, only deemphasized certain words during the current hudna.
"We are not with a resistance that paves the way for a settlement and we are not with a resistance that splits Paleostine into two states," Qassem said during a meeting with the Global Campaign to Return to Paleostine, in an apparent jab at Hamas.

"We are with a resistance that only accepts a fully liberated land so that Paleostinians can return to their land in dignity and pride," Hizbullah number two added.

"We are with the resistance in Paleostine and we are with the resistance for the sake of Paleostine. Resistance in Paleostine does not have one form; resistance in Paleostine is taking place through words, prayer, writing, captivity, protests, gunfire, car ramming attacks and stabbings. These are all forms of resistance in Paleostine," Qassem went on to say.

Hamas exiled leader Khaled Meshaal said on Monday: "We in Hamas believe that renewal and reinvention is a necessity."

While the new document does not amount to recognition of Israel as demanded by the international community, Hamas officials say, it formally softens its stance in a few key areas.

Hamas leaders have long spoken of the more limited aim of a Paleostinian state in the West Bank and the Gazoo Strip without explicitly setting this out in their charter.

But after years of internal debate, the new document formally accepts the idea of a state in the territories occupied by Israel in the Six-Day War of 1967.

It also says its struggle is not against Jews because of their religion but against Israel as an occupier.

However,
women are made to be loved, not understood...
the original 1988 charter will not be dropped, just supplemented, in a move some analysts see as a way of maintaining the backing of hardliners.

The new document also continues to speak of liberating historic Paleostine, including areas that are today part of Israel.

Israel-Palestine-Jordan
Hamas gives Israel 24 hours to meet Palestinian prisoner demands
[IsraelTimes] Terror group says it will increase its own price for any future prisoner swap deal if ultimatum not met.

The Hamas, always the voice of sweet reason, terror group on Tuesday gave Israel 24 hours to accede to the demands issued by hunger-striking Paleostinian prisoners, warning that otherwise it would increase its own demands in a future prisoner exchange with the Jewish state.

For each day the standoff between Israel and the Paleostinian inmates held in Israeli jails continues, the terror group said it will add the names of 30 prisoners to the list of detainees it wants released in a future swap deal.

The deadline was set by the military wing of Hamas, the de facto rulers of the Gazoo Strip after the organization seized control of the coastal enclave in 2007.

"We warn the enemy not to ignore the just and legitimate demands of the prisoners, and we say we are giving the enemy leadership 24 hours to respond," a front man for the Izz ad-Din al-Qassam Brigades said in a recorded speech.

Otherwise, he warned, Israel would "pay the price every day they delay responding to the demands."

Paleostinian officials say some 1,500 prisoners participated in the hunger strike that began on April 17, with detainees ingesting only water and salt in protest of their conditions. Israel Prison Service front man Assaf Librati said on Monday that 870 prisoners are still refusing to eat. Israeli officials have said they will not negotiate with the prisoners.

Israel is seeking the release of three Israeli men who crossed into the coastal territory of their own accord: Avraham Mengistu and Hisham al-Sayed, as well as Juma Ibrahim Abu Ghanima, whose presence in Gazoo is unconfirmed. Hamas, an Islamist terror group that seeks to destroy Israel, also holds the bodies of IDF soldiers Oron Shaul and Hadar Goldin, who the army determined were killed in action in the 2014 Gazoo war.

In the past, Israel has released thousands of Paleostinian prisoners in return for captured Israeli soldiers, civilians, or the remains of Israeli soldiers.

As a precondition for negotiations, Hamas demands that Israel release all Paleostinian prisoners freed in the 2011 exchange for captured Israeli soldier Gilad Shalit and relocked away
... anything you say can and will be used against you, whether you say it or not...
in 2014 when three Israeli teens were kidnapped and killed in the West Bank. Despite occasional media reports of negotiations, via a mediator between Israel and Hamas, no deal has yet been formulated.

In 2011, as part of the prisoner exchange deal for Shalit, an IDF soldier who had been kidnapped and held by Hamas in Gazoo, Israel released 1,027 Paleostinian and Israeli Arab prisoners.

Over the past three weeks, support for the hunger strike has gained momentum with West Bank marches, strikes, and backing on Paleostinian social media.

The hunger-strikers, led by convicted terrorist and popular Paleostinian figure Marwan Barghouti, who is serving five life terms for his role in deadly attacks, have become a cause celebre, with near daily demonstrations in support of them.

6 blacklisted hate preachers ‘not welcome’ in Denmark
[RT] Denmark has banned the entry of six foreign preachers for at least two years, following the publication of a blacklist of those it says have spread hate speech. The blacklist, consisting of just six people, is dominated by controversial Moslem preachers and also features the Evangelical Florida pastor Terry Jones, who gained notoriety for burning copies of the Koran.

The list comprises Saudis Salman al-Ouda and Muhammad al-Arifi, Americans Kamal El-Mekki and Jones, Syrian Mohammed Rateb al-Nabulsi and Canadian Bilal Philips.

The Danish Immigration and Integration Ministry believes that the blacklist "sends a clear signal that travelling fanatical religious preachers who try to undermine our democracy and fundamental values of freedom and human rights
...which are usually open to widely divergent definitions...
are not welcome in Denmark."

Immigration and Integration Minister Inger Støjberg echoed these sentiments.

"The government won’t accept hate preachers coming to Denmark to preach hate against Danish society and indoctrinate listeners to commit violence against women and kiddies, spread ideas of a caliphate and undermine our founding values," the Copenhagen Post cites her as saying.

"So I am naturally very pleased that it’s now clear to everyone that these people are not welcome in Denmark," she added.
Deutsche Welle adds:
It was was unclear whether any of the preachers had traveled to Denmark in the recent years, although German agency dpa reported that US imam Kamal El-Mekki had visited the Scandinavian country in the past and Canadian Moslem holy man Bilal Philips had traveled to Denmark in 2011.
Golly.
The list of banned preachers was spurred by a February 2016 hidden-camera documentary that captured a radical imam in a Danish mosque preaching that adulterers should be stoned. The documentary's broadcast led to a debate in Danish society about how to stop the construction of parallel societies and prevent religious fanaticism.

The Death Eaters were targeted during the separate Arclight airstrikes conducted in Aghaz, Spin Jumat, and Kandi areas of Chaparhar.

The anti-government armed bully boy groups including the Taliban Lions of Islam and ISIS Death Eaters have not commented regarding the report so far.

Nangarhar has been witnessing persistent counter-terrorism operations since last year and currently the Afghan forces are conducting the operations under the name of Hamza operations to eliminate the presence of ISIS-K Death Eaters from its restive districts.

Clashes between ISIS and Taliban bully boy broke out earlier this week in Chaparhar district.

The local officials said Monday that 21 Taliban Lions of Islam and 7 ISIS fighters were killed during the first day of the festivities.

The officials further added that two civilians including a child were also killed and five others including children were maimed.

The Taliban Lions of Islam and ISIS loyalists also clashed in northern Jawzjan province of Afghanistan that lasted for several days and at least 91 Death Eaters from both the sides were killed.

Iraq
1 Kid dies in mortar attack in Basra
Basra (IraqiNews.com) A child was killed, another was injured due to a blast that occurred north of Basra city, an informed security source said on Tuesday.

Speaking to Shafaq News, the source said that the child was killed, while another one was wounded as mortar missile fell on al-Karma region, north of Basra.

Violence and armed conflicts claimed the lives of 317 Iraqis, and caused injuries to 403 others during the month of April, according to a monthly count by the United Nations Assistance Mission in Iraq (UNAMI).

The total figure of victims signalled a drop from March’s 1115.

Nineveh, where U.S.-backed Iraqi government troops are caught up in battles against Islamic State militants in Mosul since October, came on top of the most affected governorate, with 276 casualties (153 killed, 123 injured). Baghdad Governorate came next with 55 killed and 179 injured. Salahuddin came third, with 15 killed and 43 injured.

Violence in the country surged further with the emergence of Islamic State Sunni extremist militants who proclaimed an “Islamic Caliphate” in Iraq and Syria.

Islamic State is believed to have begun escalation of attacks outside Mosul, where the group has been losing ground and personnel since October.

Caucasus/Russia/Central Asia
Tajikistan: Taliban Advances But Dushanbe Sanguine
[EURASIANET.ORG] Reports that the Taliban
...the Pashtun equivalent of men...
have captured the Zebak district Afghanistan’s Badakhshan province, under 40 kilometers from the Tajik town of Ishkashim, is eliciting no evident alarm in Dushanbe.

By some accounts, government troops have been forced to retreat back to the Afghan town of Ishkashim, which lies just across the Panj River from its Tajik namesake. Recent Taliban conquests have also taken other Badakhshani districts Yamgan and Warduj.

Residents in the Tajik Ishkashim have told EurasiaNet.org that sound of combat can even be heard from their town.

The head of the Ishkashim district, Zikruhudo Samadov, told EurasiaNet.org that he is receiving daily updates about events in neighboring Afghanistan.

"Today we received a report about how fresh Afghan troops have been dispatched to Zebak to try and win back the territory. Fresh troops have also been dispatched to our border and so it is under control. We have no reports of incursions into our territory," Samadov said.

Samadov said that a regional medical clinic in the Tajik Ishkashim is currently treating five Afghan officers maimed in combat in Zebak. The clinic is expecting to receive another 10 soldiers in need of treatment, he said.

Afghan troops are conveyed to Tajikistan for hospitalization in such instances under the terms of an intergovernmental agreement signed in 2012.

The word coming from Afghanistan is that the loss of Zebak may have been down to a simple shortfall in armaments. RFE/RL has cited one maimed soldier in Ishkhashim as saying that he was involved in a battle that raged for four hours.

"For three hours, we had no ammunition, and we got no backup. The enemy came to our outpost and captured the territory. Most [of our men] were killed. I was luckier. First they sent me to Ishkashim in Afghanistan, and then on to Tajikistan," the soldier said.

The fall of the Zebak district might be expected some level anxiety since it is roughly equidistant from Tajikistan and Pakistain. That said, although the Taliban is creeping ever closer to Tajikistan, there is likely no immediate cause for alarm, since the group has displayed little interest in crossing over Afghanistan’s northern borders.

Late last month, the Taliban circulated a statement declaring the start of a spring offensive they have dubbed Operation Mansouri, in tribute to the late Mullah Akhtar Muhammad Mansour, a Taliban leader killed in a US dronezap in Pakistain’s Balochistan
...the Pak province bordering Kandahar and Uruzgun provinces in Afghanistan and Sistan Baluchistan in Iran. Its native Baloch propulation is being displaced by Pashtuns and Punjabis and they aren't happy about it...
Province last May. The Taliban have said they intend in large part to aim their attacks at "occupation" forces in a bid to force them out of Afghanistan.

India-Pakistan
Indian claim of troops’ beheading rejected
[DAWN] In what is being seen here as an attempt at escalation, India on Monday accused the Pakistan Army of carrying out an ambush across the Line of Control (LoC) in held Kashmir through a ’border action team (BAT)’ and beheading two Indian soldiers.
A nasty Pakistani tradition, I've heard, and not just heads.
The allegation was strongly denied by the Pakistain Army, which stressed that being a professional force it did not engage in lowly acts of mutilating corpses of enemy troops. It denied undertaking a BAT action or committing any ceasefire violation.

Minister for Defence Khawaja Asif in a tweet termed Indian allegations baseless. He said it was a deplorable attempt by India to ignite tensions for internal political motives.

"Pakistain Army did not commit any ceasefire violation on Line of Control or a BAT action in Buttal sector (Indian Krishna Ghatti Sector) as alleged by India. Indian blame of mutilating Indian soldiers’ bodies is also false," the military’s public relations wing ISPR said.

It said: "Pakistain Army is a highly professional force and shall never disrespect a soldier even Indian."

The Indian army had earlier alleged that the Pakistain Army had on Monday morning carried out a "rocket and mortar" attack on two of its forward posts on the LoC. It further alleged that a BAT action was launched on a patrol operating between two posts.

The Indian allegation came a day after Chief of the Army Staff Gen Qamar Bajwa visited the LoC in the Haji Pir sector. He told the troops that India had been committing aggression against the people of held Kashmire and Pak villages along the LoC and the Working Boundary. He said that the response from the Pak side should be "purely in military domain in accordance with our values".

Indian media, quoting an unnamed senior army officer, alleged that a BAT team had been deployed 250 metres on the Indian side of the LoC. As per Indian media accounts the patrol comprised eight soldiers, six of whom had fled for cover, leaving behind the two who were allegedly "killed and beheaded".

A statement issued by the Indian army’s northern command alleged that the bodies had been mutilated and warned that the "despicable act" would be "appropriately responded".

France anti-terrorism raids lead to 5 arrests
[DW] French authorities have detained five men and seized weapons in anti-terrorist operations across the country. Security is tight after recent Islamist attacks and the upcoming presidential runoff.

Anti-terrorism squads jugged

five people across La Belle France on Tuesday, just days before the second round of the presidential election.

The raids took place in towns near the cities of Rouen and Lille in northern La Belle France, and in Roanne in the central part of the country.

The suspects are between 18 and 24 years old. Weapons were also seized during the raids, including pistols and machine guns, a source told the Agence La Belle France-Presse. The guns belonged to a man close to one of the suspects, who legally owned the weapons.

The raids come just two weeks after a deadly attack on a French policeman on the Champs-Elysees avenue in Gay Paree. The so-called "Islamic State

" (IS) grabbed credit for the attack.

It is not certain if Tuesday's raids were in relation to the election on Sunday or the April 20 attack.
The Local - France adds:
Police carried out three separate raids on Tuesday morning, arresting five people and seizing heavy weapons.

Police made the arrests on Tuesday morning in Roanne in central La Belle France, and also in Rouen and Villeneuve-d'Ascq in the north (marked on the map below as 2, 1 and 3 respectively).

It's understood that officers seized heavy firearms at the raid in Villeneuve-d'Ascq, reported Le Gay Pareeien newspaper.

Two pistols and two machine guns found during one of the raids, a source close to the case says.

Some of the suspects were in touch on social media or the internet and some of their messages made authorities fear they were planning violent acts, the source adds.

discussed working together to end the violence in Syria on Tuesday in their first phone call since US air strikes in Syria strained US-Russian relations.

The White House said the two leaders agreed that "all parties must do all they can to end the violence" in Syria and that Trump and Putin also discussed working together against the holy warriors throughout the Middle East.

"The conversation was a very good one, and included the discussion of safe, or de-escalation, zones to achieve lasting peace for humanitarian and many other reasons," a White House statement said.

Trump's decision to launch 59 cruise missiles against a Syrian airfield on April 4 in retaliation for a chemical weapons attack angered the Russians and led to some bitter exchanges between the two governments.

The White House statement said Washington will send a representative to Syrian cease-fire talks in Astana, Kazakhstan, on Wednesday and Thursday.

"They also discussed at length working together to eradicate terrorism throughout the Middle East. Finally, they spoke about how best to resolve the very dangerous situation in North Korea," the statement said.

Terror Networks
Hezbollah nearly bankrupt, but Nasrallah awash in cash — report
[IsraelTimes] German daily says military involvement in Syria and US sanctions have forced terror group to increasingly rely on illicit schemes to raise money.
More illicit than the drug running and and other criminal rackets they've been doing for decades in Lebanon and the Americas?
The Lebanese terror organization Hezbollah is reportedly on the verge of bankruptcy as a result of its large outlays on fighting in Syria and from the increasing squeeze of US sanctions on its revenue streams, though top members continue to pad their own wallets.

According to a report Friday in the German daily Die Welt, Hezbollah’s increasing financial difficulties have led the group to increasingly rely on a number illicit schemes to earn money, including money laundering, drug trafficking and counterfeiting, as well as through its substantial property holdings.

Despite $1 billion in aid that Israeli security officials estimate Hezbollah receives each year from its patron Iran, which is said to cover some 70 percent of the group’s annual finances, the increasing financial toll from its military involvement in Syria and lack of additional assistance from Tehran has forced the group to resort to extorting not only its "donors" in the country, but also Lebanese expatriates in Africa, South America, Europe and the United States, according to the report.

The blackmail has reportedly led to discontent within the Shiite group’s ranks and among its supporters, as Lebanese Shiites in the country have been forced into selling their assets and property in order to prop up Hezbollah and fund its operations.
Good. Let them become ever more war rich and asset poor.
In areas in southern and eastern Leb under its control, Hezbollah has also begun collecting tariffs on goods at border crossings with Syria in place of the Lebanese government, according to Die Welt.

While the fighting in Syria has greatly strained the group’s finances, the imposition of US sanctions last year on Lebanese banks that do business with the terror group is also said to have taken a toll, as Shiite businessmen in Leb have become increasingly reluctant to work with Hezbollah out of fear of American reprisal.
Credit where due to President Trump's predecessor.
"Hezbollah has had to cast a wide net because most Lebanese banks have not wanted to do business with them," a congressional expert on the legislation told AFP in 2015.

Despite its monetary troubles, Hezbollah has not cut funding for the extensive social programs it provides to large segments of Leb’s Shiite community or the payments it provides to the families of dead and injured fighters so as not to risk alienating the group’s support base.

Die Welt also reported that members of the terror group’s leadership have used Hezbollah funds for their own enrichment despite its dire fiscal situation, including the son of the organization’s leader Hassan Nasrallah, who is said to have taken money to fund a chain of coffee houses in Beirut.

In addition, Nasrallah himself is said to be worth some $250 million, according to Die Welt.

In a speech last year, Nasrallah brushed off reports that the group was in dire financial straits, saying that money was continuing to pour in from Tehran.

"We are open about the fact that Hezbollah’s budget, its income, its expenses, everything it eats and drinks, its weapons and rockets, are from the Islamic Theocratic Republic of Iran," he said in June.

Iran was instrumental in Hezbollah’s inception three decades ago and has provided financial and military support to the group.

"As long as Iran has money, we have money... Just as we receive the rockets that we use to threaten Israel, we are receiving our money. No law will prevent us from receiving it," Nasrallah added.

#1  other sources indicate the Hezbollah financing situation, while serious is not approaching bankruptcy

Hezbollah has however, been expanding their fundraising activities - a recent addition is the "Fund a mujihad" campaign where a donor pledges a monthly sum to keep a Hezbollah fighter equipped and you get an autographed photo of the guns and ammo. It is, in some sense, similar to many US non profits which promote monthly contributions (e.g., PBS)

#3  Puts me in mind of the 1954 Marlon Brando movie "On the Waterfront":

Charlie: Look, kid, I - how much you weigh, son? When you weighed one hundred and sixty-eight pounds you were beautiful. You coulda been another Billy Conn, and that skunk we got you for a manager, he brought you along too fast.

Terry: It wasn't him, Charley, it was you. Remember that night in the Garden you came down to my dressing room and you said, "Kid, this ain't your night. We're going for the price on Wilson." You remember that? "This ain't your night"! My night! I coulda taken Wilson apart! So what happens? He gets the title shot outdoors on the ballpark and what do I get? A one-way ticket to Palooka-ville! You was my brother, Charley, you shoulda looked out for me a little bit. You shoulda taken care of me just a little bit so I wouldn't have to take them dives for the short-end money.

Charlie: Oh I had some bets down for you. You saw some money.

Terry: You don't understand. I coulda had class. I coulda been a contender. I coulda been somebody, instead of a bum, which is what I am, let's face it. It was you, Charley.

Europe
EU to end internal Schengen controls by November
In which wishful thinking is pronounced.
[AlAhram] EU countries that imposed border controls in the passport-free Schengen area because of the migrant crisis should end them by November, Brussels said Tuesday.

Austria, Denmark, Germany, Sweden and non-EU Norway introduced the ID checks in 2015 and have been allowed to repeatedly prolong them at set intervals.

Sweden said earlier Tuesday that it was scrapping the checks.

The European Commission, the executive arm of the EU, said it would now only recommend one final half-year extension from mid-May.

"The time has come to take the last concrete steps to gradually return to a normal functioning of the Schengen area," EU Migration Commissioner Dimitris Avramopoulos told news hounds.

"This will be the last prolongation."

The five countries first introduced the checks as a record wave of refugees and migrants colonists from Syria and other Middle East countries and from Africa streamed across Europe.

Brussels initially set the goal of getting rid of the checks by the end of 2016 but that proved impossible.

The Schengen area comprises 22 EU countries plus Iceland, Liechtenstein, Norway and Switzerland
...home of the Helvetians, famous for cheese, watches, yodeling, and William Tell...
Explaining the decision for one final extension, Avramopoulos said the ID controls were "exceptional, proportionate, and as a last resort, for a strict and limited period -- in this case, for a last time, of maximum six months."

EU states would instead strengthen "proportionate police checks across the territory" of the bloc, especially near internal borders, he said.

Syria-Lebanon-Iran
Syrian Army continues operations in Homs, Daraa
Homs (SyrianNews.media) Syrian army troops managed, on Monday, to retake several villages, strategic locations and oil wells in the eastern countryside of Homs, as well as driving out the Islamic State militants, SANA News Agency quoted a military source on Monday.

The military source said that the army managed to recapture the villages of Rajm al-Kasr, al-Rajm al-Aali and Rajm Dergham, and imposed its control over al-Medraja hills, al-A’lam al-Gharbeya, al-Treks, Sha’er communications station, Sha’er Lab, Qarat al-Bak and Thanyat al-Ruz Mountain.

The army forces also recaptured the oil wells number 103, 108, 110, 112, and approached the main oil well number 105 in al-Sha’er oil field, the source added.

Furthermore, the offensive resulted in eliminating large number of the Islamic State’s militants, in addition to destroying their vehicles and equipment, the source explained.

Meanwhile, social media websites revealed that the Syrian army advances into the eastern countryside of al-Makhram, and recaptured al-A’lam hill near Umm al-Sehreej city.

Syrian regulars continue fighting al-Nusra in Darra

Daraa (SyriaNews.media) The Syrian army troops killed several members of al-Nusra Front and the affiliated Takfiri groups in the city of Daraa.

A military source told SANA that the Syrian army troops conducted intensified strikes on the terrorist groups in the neighborhoods of Tareeq al-Sad, al-Abbasiyah, al-Forn, al-Jumrok and Beer al-Shayah, southeast of Daraa.

The air strikes also resulted in the killing of a number of terrorists, in addition to destroying strongholds and armed vehicles, the source added.

Takfiri groups, mostly mercenaries who sneaked through the Syrian-Jordanian borders, are deployed in several areas of Daraa.

Kurds fighting Turkish troops in Aleppo
[ARA News] Heavy clashes took place over the past two days between Kurdish fighters of the People’s Protection Units (YPG) and Turkey-backed Islamist rebels in Syria’s northern Aleppo province, military sources reported on Wednesday.

The clashes centred in the Kurdish-populated Afrin District, in northwestern Aleppo.

“At least four pro-Turkey militants were killed by YPG fire in Afrin during renewed clashes on Tuesday,” a YPG officer told ARA News.

Supported by the Turkish Army forces, Syrian rebel groups attacked the YPG-held villages of Hamam, Meranaz and Ain Daqna in the Jinderis sub-district of Afrin. Activists reported scores of civilian casualties during the bombardment.

“In response to this aggression by Turkey and its mercenaries [Islamist rebels], the YPG bombed two positions for the Turkish Army outside Afrin [near the Turkish border], causing the destruction of several vehicles,” the YPG official told ARA New.

This comes amidst growing tensions between US-backed Syrian Kurds and Turkey.

On April 25, the YPG General Command based in Qereçox in Syria’s northeastern Hasakah province was bombed by warplanes belonging to the Turkish government. Turkey also hit the YPG Press Center, the command affiliated institutions, the Denge Rojava Radio building and other points belonging to the Syrian Kurds. “The Turkish attacks caused the death of 20 of our comrades and the injury of 18 more,” the YPG said.

After the attacks, US troops visited the bombed area. The American forces also patrolled the border between Rojava and Turkey on 28 April to prevent more attacks.

Furthermore, on 30 April, Russian troops were deployed near Afrin to inspect the border with Turkey to deter more Turkish attacks.

Kurd forces capture Taqba
[ARA News] The Kurdish-led Syrian Democratic Forces (SDF) on Tuesday liberated the town of Tabqa, one of the key strongholds for the Islamic State’s (ISIS) jihadist fighters in Raqqa province, officials reported.

Dr. Nasr Haji Mansour, a senior SDF advisor, said in an exclusive interview with ARA News that the SDF took over the final ISIS positions in Tabqa, but that clashes continue.

“The SDF recaptured the remaining three neighbourhoods of Tabqa after heavy clashes with ISIS terrorists. Both the new and old city of Tabqa were liberated on Tuesday,” Mansour confirmed.

The official also reported ongoing clashes between the US-backed SDF troops and ISIS militants in the district of Misherfeh.

“However, there are still some parts of the body of Tabqa Dam [near the town of Tabqa] under ISIS control,” Mansour told ARA News.

Furthermore, SDF fighters managed to trap ISIS militants near the dam and clashes continued, the SDF general command said in statement on Tuesday evening.

The SDF leadership added that clashes broke out again in the three liberated neighbourhoods where a number of ISIS militants appeared to have hidden themselves among civilians.

“Right now heavy clashes are taking place by heavy and light weapons in these neighbourhoods,” the SDF said in a statement. “After clean up operations, ISIS militants surprisingly appeared again dressed up as civilians.”

Until now nearly 95 per cent of Tabqahas been liberated by the US-backed SDF forces, amidst continuing clashes.

Meanwhile, Rojda Felat, the commander of the Women’s Protection Units (YPJ) and a leading commander in the offensive to retake the de facto ISIS capital Raqqa, has denied reports that Tabqa has been fully taken.

Jesper Söder, a Swedish SDF member, told ARA News: “We are advancing in to Tabqa area everyday. But there is really hard resistance from Daesh [ISIS].”

“So, we thought that the operation for the city would start in April, but Daesh have put up a hard fight. I think we should have beaten them in Tabqa already, but they have good positions to defend themselves and even from aircrafts,” Söder said, adding: “A lot of human shields are being used by Daesh [ISIS].”

“Several suicide cars and bombers are daily used by Daesh [ISIS] from Tabqa and surrounding fronts to Raqqa,” he told ARA News.

Iraq

10 Iraqi soldiers die in ISIS attack

Rutba (IraqiNews.com) Ten Iraqi army soldiers were killed and six were wounded Tuesday when Islamic State militants attacked an army command facility in western Anbar, according to news reports.

Sky News Arabia said the attack on al-Sakkar region in al-Rutba left four soldiers killed and five others wounded in an initial toll.

Islamic State militants, who have held a handful of towns in western Anbar since 2014, have recently escalated attacks against government and paramilitary troops in Rutba. An earlier attack on Sunday left two soldiers dead and eight wounded.

fighter jets have regularly pounded locations held by the Islamic State at the stronghold towns of Annah, Qaim and Rawa, killing dozens of militants. Thousands of civilians are thought to be held in Islamic State captivity at those locations.

It is widely expected that the Iraqi government will launch a major security offensive in Anbar once it is done with its U.S.-backed campaign to drive out IS from Mosul, the group’s principal stronghold in Iraq, which has been running since October 2016. Military officials have been quoted over the past few weeks telling of preparations to invade IS havens in the province with the backing of the international coalition and tribal militias.

8 ISIS troops die in fighting with Egyptian militia
CAIRO: A powerful local tribe in Egypt’s Sinai Peninsula says it killed eight suspected Daesh fighters in battle and captured three more.

The Tarabeen tribe has clashed repeatedly with a local Daesh affiliate in recent weeks, opening a new front against the insurgency raging in the northern Sinai, which borders Gaza and Israel.

Moussa Al-Delh, a senior member of the tribe, said the clashes broke out Tuesday in the town of Rafah along the Gaza border, and that no tribesmen were killed.

Egyptian security forces have been battling the extremists in the northern Sinai for years. The insurgency grew far more deadly following the military overthrow of an elected Islamist president in 2013. Daesh has claimed three recent church bombings on the mainland that killed dozens of worshippers.

Iraq
2 Iraqi Kops die in Salahuddin
Samarra (IraqiNews.com) Two Iraqi policemen were killed and three paramilitary fighters were wounded Tuesday when two Islamic State suicide bombers attacked their checkpoint in Samarra, south of Salahuddin.

The Salahuddin Operations Command said police imposed a brief curfew at the area following the attack. It said an earlier attack by five bombers targeted another checkpoint north of Samarra, but left no casualties.

Islamic State militants have intensified attacks targeting government and paramilitary forces at Salahuddin and neighboring Diyala over the past few months.

On Monday, Iraqi army commanders said army forces killed 30 Islamic State members and took over a command center on the borders between Anbar and Salahuddin provinces.

Borders conjoining Anbar, Salahuddin and Diyala have witnessed occasional attacks by Islamic State against government and paramilitary troops deployments since Iraqi forces, backed by a U.S.-led coalition and PMus, launched a major offensive to retake areas occupied by IS since 2014, most notably the city of Mosul, Iraq’s second largest city and the group’s most important stronghold in the country.

Observers have said Islamic State’s occasional attacks against security and civilians outside Mosul aimed at distracting security attention from the Mosul front. IS still holds a few areas in Salahuddin, Diyala, Anbar and Kirkuk, but the Iraqi government, employing most of its military power in the Mosul campaign, is expected to aim at those strongholds once the battle in Mosul realizes victory.

Iraqi generals say IS militants currently control less than seven percent of Iraqi territory.

The United Nations Assistance Mission in Iraq says violence in Iraq left 720 people dead and wounded in April.
