#1 Interesting. It's long been noted that the traditional collective bargaining model gives too much power to labor in the public sector, but I haven't heard of any reasonable adjustments to even out the playing field. Perhaps it can only be fixed by the ususal pendulum process of dynamic systems - swings too far one way then too far the other.
