#1 You must first accept the theory that J6 was a US Government orchestrated event.
If you clear that hurtle, a Government "Plan-B" is quite logical.

#2 i'm surprised they didn't have a Trump impersonator plant the bomb sometime before Trumps speech. Look up at the camera (with resolution unsuitable for truly accurate recognition) and then hours later blow up the bomb.
