#1 Not sure what this is about. The Israelis don't need to put a gunboat off the shores of Syria to gobsmack Pencilneck; the Turks have a real air force; the rebels don't have any off-shore assets, and Cyprus, last I checked, isn't invading...

It's that Iranian influence. They just like to shoot off lots of missiles. Makes'm feel...manly.

#2 There are a few nations that can perform amphibious landings. There are also a few nations that can launch air assets from the sea.

If the Sysrians weren't aware of it, no doubt their Russian trainers and support staff are.
