#3 A lot of message traffic is over classified.
On the other hand, warnings like impending ~~doom~~ threats to embassies and personnel which usually are classified aren't necessarily paid attention to.
Add in human nature to both hoard stuff and CYAWP, it has an unfortunate tendency to pile up rather than be disposed of in a timely manner.
